CERTIFICATION UPDATE

THE INTERNATIONAL CONTINOUS IMPROVEMENT TEAM (CIT)

ON CHANGED PRODUCT RULE (CPR)

The International CPR CIT has prepared this summary paper for delegates information on the progress of the International CPR CIT activities.

CPR ‘A Harmonisation Success Story’ was presented at the 2004 FAA / EASA International Aviation Safety Conference in Philadelphia by David Hempe (FAA). A number of items were raised at this forum for the CIT to address. An update to those items is provided below:

1.Additional Authority participation on the CIT. The CIT was asked to consider participation by other Authority in the CIT. As requested, the CIT has accepted additional Authority members. The CIT will continue to review additional request for participation.

2.Application of CPR to Repairs. The industry was concerned about a recent ICAO Annex 8 amendment that appears to require the application of CPR to repairs. As requested, the CIT has confirmed with the FAA, EASA/JAA, and TCCA that CPR was not intended to apply to repairs. The need for repairs to comply with later or the latest airworthiness requirements is the sole discretion of an Authority, and not necessarily an international standard of Annex 8. The CIT has documented this joint position within its meetings and formally recorded in its 1st Annual (interim) Report. See item 3 for availability of the Report.

3.Industry Visibility of CIT Activity. The industry requested transparency of the CIT activity. In response, the CIT has offered to the public a copy of their 1st Annual (interim) Report. Additionally, the CIT has agreed to publish a summary of all completed CIT discussion topics when completed. With the CIT activity scheduled to be complete by October 2005, the papers will also be made available at that time. Industry visibility is, however, best achieved by attending the industry session offered by the CIT during their regular meetings.

Since the 2004 FAA / EASA International Aviation Safety Conference, the CIT has met twice (Berlin and Florida). The final meeting of the CIT is scheduled for 30th August - 2nd September 2005 in Canada. The industry session for this final meeting is on 31st August 2005.

To date the CIT has raised 33 discussion papers, and anticipates closing all outstanding items at the final meeting in Canada. In summary, the number of Significant changes is much lower than had been anticipated, and coupled with an excellent training programme the number of classification disputes has been minimal.

The International CPR CIT will issue a final report in October 2005. This report will summarise the progress and make recommendations, if appropriate, for future surveillance.
