Background

ManusherJonno Foundation (MJF) provides funding and capacity building support to organizations working on human rights and governance. Through partnership with CSO’s and other stakeholders,MJF assists to ensure entitlements of people by building their capacity to demand basic services and raise voice against rights violation. MJF also works on the supply side with duty bearers to ensure their responsiveness towards the demands of people specially the poor and marginalized. MJF work includes policy advocacy having been at the forefront of some of the most progressive and pro people laws enacted in the past 12 years.

MJF has started a new project named “Strengthen civil society and public institutions to address combating gender based violence and build community resilience to adopt climate change impacts” funded by SIDA to achieve the following outcomes at the end of the project:

  • Reduction in gender based violence in public and private domain
  • Strengthening of public institutions to ensure responsiveness towards gender concerns including GBV
  • Knowledge management and capacity development
  • Development of CSO’s, NGO sector and MJF staff

The following are the main focus for the project:

Reduction in gender based violence in public and private domain

Bangladesh is asignatory to various UN conventions on gender equality and, has in place policies and legal provisions that address VAWG. It has also formulated a National Action Plan to Prevent Violence against Women and Children (2013 – 2025) yet the situation of women in terms of violence is very bleak. A BBS survey on Domestic Violence in 2011 revealed that 87% percent of married women are subject to some form of violence in the family and 65% experience physical violence. According to a UNICEF study, the average age of child marriage is 15.53 years and 65% of marriages take place before the age of 16.

A young girl, when married before she is an adult (below 18 is defined as child) is pushed into a life of responsibilities, unwanted sexual relations, mother hood, ill health etc for which she is not prepared. There is a high possibility that a child bride will suffer domestic violence for the rest of her life, either physical, psychological or both. Causes of child marriage are many, one of them is parent’s perception that marriage will provide her security from physical or sexual assault. This perception has been proven wrong as child marriage puts girls at particular risk of sexual, physical and psychological violence throughout their lives. They are left disempowered with practically no decision making authority over their lives or their bodies.In order to reduce VAW, it is imperative that child marriage is addressed and prevented.

Despite commitments by government and the work of NGOs in addressing gender inequalities, sex disaggregated key human development indicators and gender related indices show persistent and deep gender inequalities, in literacy, health care, asset ownership and income. Newspapers report various cases of violence against women and girls on a regular basis. These include, rape, gang rape, dowry related violence, acid attacks etc. ASK and BNWLA reported 800 plus cases of VAWG from January to November 2015. Civil society organizations including women’s organizations, and human rights organizations, NGO’s are playing a major role as advocates of social justice and implementing projects to prevent violence and discrimination against women and girls.

Another dimension of VAWG is violence in the workplace which is receiving increasing attention in the context of women’s rising rates of participation in the labour force. Women are entering the workforce in increasing numbers and their labour force participation rate has increased to 36% compared to 82.5% for men (Bangladesh Labour Force Survey 2010). The female share in industry employment increased from 23.4 to 33.6 percent and the female share of service employment rose from 17.7 percent to 19.4 percent. A major portion of this is occupied by women in the garments sector which alone accounts for 4 million women.

Violence against women workers at workplace has negative consequences for both workers and employers. It has been recognized that hostile working environment leads to low productivity and high worker turnover. It also limits the potential contribution of millions of women workers to the economy. In Bangladesh, women workers in the above-mentioned sectors remain silent about the matters of violence and decent working conditions. They are not equipped to challengesthe various rights violation against them. Factory owners are not willing to adopt relevant standards and policies to ensure women workers rights as well as to defend them from different forms of violence.

The projecthas planned to conduct a baseline survey and want to hire a consultant who will enable SIDA partners to obtain baseline data against set project indicators related to the following project outcomes:

  • Strengthen civil society and public institutions to address combating gender based violence
  • Reduction in Gender Based Violence in Public and Private Domains
  • Strengthening of public institutions to ensure responsiveness towards gender concerns including VAWG

More specifically, the following indicators will need to be considered for the baseline survey:

INDICATORS

The Indicators specified in the Logical Framework are:

Impact Indicators:

  • Rate of domestic violence among targeted population (disaggregated by targeted location, ethnicity, and income)
  • Rate of violence at work places among targeted population (disaggregated by targeted location, ethnicity, Sexual Harassment)
  • Rateof under-aged marriages among targeted population (disaggregated by targeted location, ethnicity, and income)
  • % of population in targeted areas satisfied with services provided by targeted institutions (disaggregated by targeted location, type of institution, gender, type of service, ethnicity, income)

Outcome indicators:

  • % of men and boys in targeted locations that agree that GBV is a crime that should be punished by law (disaggregated by location and age)
  • # of women group leaders holding positions in local government standing committees and bodies in targeted locations (according to established list)
  • # of actions taken by women leaders, men and boys to fight against gender based violence at private & public places in targeted locations (disaggregated by type of action – including protest, mediation and legal measures – actor and location).
  • # of dialogues held between factory management and workers’ organizations to prevent GBV.

Output indicators:

  • % of men and boys in targeted locations that are aware that GBV is an offense punishable by law (disaggregated by location and age)
  • # of social support groups created and participating in different mechanism to address GBV (disaggregated by location)
  • # of women leaders in place to mobilize their communities against GBV, including in protest and salish
  • Targeted CSOs have jointly developed GBV prevention strategy
  • # of targeted women workers organized in workers' groups
  • # of GBV protection Committees formed at factory level

According specified indicators the consultant will try to clip the following results:

  • Awareness level increase on GBV and knowledge on law
  • Protection level of GBV
  • Awareness level of work place violence, on sexuality/WHR/DVAW/gender/ RMG workers
  • Awareness level of early marriage
  • Knowledge level of GBV and violence protection of RMG workers
  • Inclusion of awareness and knowledge level is fine
  • Assess the prevailing situation of ViolenceAgainstWomen, Girls and their families in

individual level, families, community and institution levels

  • Also need to include or assess the cooperation among service providers, support groups

and community (men, boys) and status of service for violence victims

  • Status of sexual harassment at Garments and Sexual harassment policy status

SCOPE OF THE STUDY

The baseline study will set bench marks in the project areas regarding Reduction in Gender Based Violence in Public and Private Domains,Building community resilience to climate change and impacts,strengthening of public institutions to ensure responsiveness towards gender concerns including VAWG and climate change. Its specific objectives are:

  • To assess the present situation of the LFA indicators of the targeted groups and stakeholders to know the base status
  • To set-up a methodology that enables the follow up of the data collected to measure the evolution of the indicators and the achievement of the project
  • To measure the evolution of the data collected during the baseline survey using the same methodology
  • To explain the changes noticed in implementation
  • To analyze the impact of the project
  • To identify capacity gaps of the civil societies, public institutions including LGIs and related functional committees to be responsive and accountable for combating GBV
  • To identify related policies and policy issues (viz.- lack or change of policies, weakness in policy implementation and enforcement)

METHODOLOGY

The Consultant will produce a brief methodological framework on how to survey the projects. A work plan with a time plan showing key activities should be attached at the end of the document.

The survey will provide quantitative and qualitative data through the following methods:

  • Baseline study will have to be simple and focused on the log frame indicators
  • Desk review on the situation of GBVarea particularly in the area of policy, behavior and protection
  • In depth interviews to gather primary data from key stakeholders using a structured methodology: the data collection will be based on three different sources: Households, Focus groups and Key informants
  • Quantitative data collection and analysis of project‐based information from different organizations and institutions working support for victims of GBV.
  • The HH will be interviewed through a questionnaire and the FGD and KII will be consulted following a discussion guideline:
  1. Focus Group discussion with project beneficiaries and other stakeholders
  2. Interviews with relevant key informants
  3. Observations (field visit using checklist)
  4. Collect data through interviews in the project area

** Regarding the HH survey, the sampling method will be based on the stratified random sampling, in order to guarantee a fair representation of the three kinds of beneficiaries in each geographic area. The sample size will be considered as per the mentioned population size of the LFA for each area.

** Along with these interviews, Focus Group Discussions (FGDs) will be conducted at each village/union/district under the project coverage with homogenous group of people. These homogenous groups will be identified based on the main profession or demographic criteria of project beneficiaries under each geographic location.

Timeframe:

The baseline survey is expected to start in 27th Aug’ 2017 for an estimated duration of 68working days. This will include desk reviews, field work - interviews, data collection, and analysis and draft report sharing.

The consultant will submit a proposed work plan with key milestones within a week of signing the contract; this work plan will be reviewed and approved by MJF. It is anticipated that the final report will be produced within 68 calendar daysof signing of the contract. While the draft report is produced, it should be shared with MJF and MJF will provide feedback on draft report by one week after receiving the draft report. During the whole period of the assignment, follow up meetings will be held between the contracted consultant/consulting firm and Manusher Jonno Foundation as possible.

Output / reporting

  • A detailed work plan
  • Agreed action plan for the consultancy
  • Data collection instruments(Documentation of the baseline survey methodology including methods and survey tools, questionnaires, sampling, tools and final analysis)
  • Draft Baseline Survey report shall present the main findings and include recommendations based on learning’s from the projects that are essential for MJF programming for SIDA project
  • Presentation on draft report should be in English (preferably in ppt.)
  • 2 copies of final report (hard copy) and soft copy of the final report excluding annexes
  • Data set of qualitative analysis and other relevant documents should be submitted
  • A summary report (4-5 pages) hard & soft copy
  • A draft report will be submitted to MJF electronically no later than 20th November 2017and final report should submit within 30th November 2017
  • Baseline survey findings report for outputs, outcomes and related indicators described in the

Projects’ Log Frame. The report should be 35 to 40 page-long (excluding annexes) and consist of, but not limited to:

  • Cover page
  • Table of contents
  • List of abbreviations and acronyms
  • Executive summary
  • Introduction
  • Background
  • Methodology
  • Limitations
  • Findings and discussion
  • Analysis of key issues, especially contextual issues, that may inform MJF-SIDA Projects implementation

Consultations

The consultancy will be managed by MJF Program Development Management, and it will involve

Consultation with MJF-SIDA project staffs and partners’ staff.

Selection criteria

Essential areas of expertise:

  • Experience and knowledge on gender based violence in designing and conducting baseline studies targeting different audiences, using mixed methods including qualitative and quantitative data collection, and participatory studies with community members
  • Demonstrable expertise on violence against women, women’s right and gender equality
  • Excellent communication skills, both verbal and written, and excellent skills in data analysis
  • Experience in coastal and saline water adaptive context highly preferred
  • Ability to write high quality, clear, concise reports in English
  • Cultural sensitivity
  • National qualified consultants are strongly encouraged to apply

Financial proposal to be prepared showing FEES and Other Administrative cost. 15% VAT can be shown in the proposal but Tax will be included in the FEES

Mode of Payment: Payment will be made in a/c payee cheque or through bank transfer on submission of invoice. 30% payment on submission of inception report and work plan, 30% payment on submission of draft report and rest 40%payment on submission of final report.
