Key Objective
Reporting to the Governor and working hand in hand with the private sector and St Helena Government (SHG), the Chief Executive for Economic Development will be instrumental in bringing St Helena’s economic transformation. Within SHG, the post will work closely with the Chief Secretary and Financial Secretary. Also working closely with the UK’s Department for International Development (DFID) who are providing funding to Enterprise St Helena over the next two years.
The Chief Executive for Economic Development will be responsible for private sector development and economic growth as set out in the Sustainable Economic Development Plan (SEDP) with a focus on the following areas:
- Helping Saint Helenian Businesses Grow
- Upskilling Saint Helenians
- Financing Saint Helena Businesses
- Attracting investors from local and international investors
- Tourism Promotion and Development
- Fisheries Development
The role of the Chief Executive for Economic Development is to operationalise and achieve targets of the SEDP through financial and human resources of Enterprise St Helena. The post-holder will lead the delivery of the plan to take advantage of the investment in air-access, to deliver the shared vision for St Helena’s shared prosperity.
Job Accountabilities
The duties of the Chief Executive for Economic Development shall include, but not limited to, the following:
Helping Saint Helenian Businesses Grow
Develop the local private sector by supporting individual businesses and sectors of the economy i.e. tourism, agriculture, construction and fishing. This will be achieved by providing business advice, assisting in access land and buildings in collaboration with St Helena Government and influencing policies and arrangements as well as helping Saint Helenian businesses develop their product and capacity to deliver services.
Up-skilling Saint Helenians
To provide accredited and non-accredited training and skills programmes to ensure that individual saints and businesses are able to develop and take advantage of the coming opportunities. Hospitality and Tourism, Construction and Agriculture are key skills development areas.
Financing Saint Businesses
To oversee the Enterprise St Helena’s provision of micro-grants, loan and equity finance for local Saint Helenian businesses. The post-holder would need to lead Enterprise St Helena in promoting the funds and encouraging Saints to apply for them in order to grow their businesses.
Attracting Investment from Local and International Investors
To oversee investment promotion to hotel groups and investors through direct operations in the UK and Cape Town, promotion, intermediaries, trade shows, international advertising and direct approaches. Prepare a portfolio of property and development opportunities.
Tourism Promotion & Development.
To ensure the island’s tourism institutions are able to support the development and implementation of the tourism development programme to ensure that St Helena has the infrastructure, services, investment and institutional arrangements to attract increasing numbers of tourists. To continually promote St Helena as an international tourist destination; developing relationships with operators; developing the on island tourism offering.
Developing Fisheries.
Working with local stakeholders, the Fishermen’s Association and St Helena Fisheries Corporation to continue to develop and implement opportunities for the expansion of this sector.
The effectiveness of the above is monitored via a ‘logframe of objectives, outputs and outcomes that is provided to St Helena Government and the Department for International Development (DFID), ESH’s principle funders.
Outputs, Timing and Management Reporting
The Chief Executive for Economic Development will report to the Governor and will provide regular reports to the Economic Development Committee
Ensure that the Board of Enterprise St Helena is properly provided with information to enable the board to direct, monitor and scrutinise Enterprise St Helena’s activities
Ensure that key stakeholders such as SHG, DFID and FCO are properly consulted on key decisions;
Ensure that DFID’s monthly, quarterly and annual reporting requirements are met; and brief councillors on a quarterly basis

The Chief Executive for Economic Development will be a member of a number of committees and may be asked to be a director of various companies.4
Liaison
In order to ensure the scope of work is delivered in a coherent manner, The CEED will be required to consult, update and collaborate with elected members and colleagues in SHG, DFID, FCO and private sector on the Island and off-shore; other on-island stakeholders, the SHG UK Representative; the ESH overseas Representatives and the St Helena Falkland diaspora in the UK, South Africa, Ascension Island, the Falkland Islands and elsewhere.

Working arrangements
It is envisaged that the role may require a certain amount of overseas travel, based on an annually agreed work plan.
The post will be for two years. Performance will be measured with respect to Enterprise St Helena’s overall performance in the delivery/implementation of the Sustainable Economic Development Plan. A probationary report will be completed after 6 months.

Education / Training / Educated to degree level or equivalent.

A good understanding of the operation of the international tourism market and the market for international investment, particularly in relation to investment that supports tourism;
Senior-level management role (s) in a development agency or commercial enterprise (ideally at Board level;
A strong network of corporate contacts at senior level in relevant sectors;
Ability to manage small teams in multiple location across different cultures while instilling confidence and boosting morale;
Long-term planning, finance and organisational skills;
Ability to deliver to tight deadlines within budget
Have an understanding of development economics and the role of planning system in economic development;
Experience of:
- The development of appropriate investment incentives;
