DAPH Annual General Meeting - Invitation for Nominations in respect of:
1)Devon Education Forum (DEF):2 vacancies - Primary LA Maintained Members and
1 vacancy (Primary Academy Member)
2)DAPH Executive Committee: 4 vacancies - LA Maintained and/or Academy Schools
As Chair of DAPH, I would like to invite you to attend our forthcoming Annual General Meeting to be held on Wednesday 26 June2013 at Buckerell Lodge Hotel, Topsham Road, Exeter EX2 4SQ commencing at 1.30pmand followed by afternoon tea.

We are proposing a number of changes to the DAPH Constitution which arein the main concerned with enlarging the size of the elected Executive Committee and clarifying the arrangements for headteacher nominations to represent DAPH as Primary Schools Members on Devon Education Forum for both LA Maintained and Academy schools. These changes are available to view on the covering e-mail to this letter.
Assuming the above changes to the DAPH Constitution are adopted at the AGM and, in accordance with Schools Forums Regulations, we are inviting nominations to fill the above vacancies from 1st September 2013. Applications are welcome from both LA Maintained and Academy schools for the respective positions advertised above and we would recommend that any nomination is discussed with and carries the full support of the Governing Body of your school.
All nominations should be submitted on theNomination form below and returned either electronically by e-mail to or by post to the above addressand to be received no later than noon onWednesday 19th June 2013.
It is also preferable (but not mandatory) that any nominated representative for DEF would also serve as a full or associate member of the DAPH Executive Committee in order to understand fully the wider context of representing primary schools on DEF and its constituent sub-groups. If however the nominated representative is not willing to stand for election to the DAPH Executive Committee this should be indicated by deleting the appropriate clause on the attached nomination form.
All nominations to the DAPH Executive Committeeand Devon Education Forum will be considered at the forthcoming DAPH Annual General Meeting to be held on Wednesday 26th June 2013 at Buckerell Lodge Hotel, Topsham Road, Exeter EX2 4SQcommencingat 1.30pm. In the event that the number of nominations received exceeds the number of respective vacancies then a ballot will take place with all members present at the AGM able to vote.

Service Level Agreement – DAPH Primary Representative
DAPH represents an all-schools perspective at a range of Local Authority working groups. As an association we seek to represent views which enable strategic decisions to be taken in the best interests of all children.
Equity of opportunity, which could mean an inequitable distribution of resources, is the driving principle that allows decisions for children’s specific needs to be met. Not all children have the same needs, so good decision making is often about creating the appropriate diversity to meet their needs.
Our organisation is committed to partnership working, to which end, good communication is key.
As a representative of DAPH (normal term of office being for a period of one academic year), you will be required to represent the above principles and communicate it fully at any meeting you attend. You must ensure that you provide the Executive Committee of DAPH with a comprehensive understanding of the discussions, issues and outcomes from meetings using the standard DAPH template.
This will be shared with all headteachers in Devonvia the Update newsletter published by the DAPH Business Manager. The report you submit will go in its entirety to the Executive Committee but may be edited for the Update as there are sometimes issues which develop over a period of time or, for reasons of confidentiality, cannot be shared.

Timescales
The Agreement covers the period from1st September 2013to31 August 2014
Purpose
The purpose of this Service Level Agreement (“the agreement”) is to set out the terms under which the School agrees for its Headteacher to act as a Primary Representative of Devon Association of Primary Headteachers (DAPH) for a period of oneacademic year.
Tasks
The Headteacher has agreed to act as a Primary Representative of DAPH and to undertake the tasks identified below:
- Act as the named Primary [L/A Maintained/Academy] Member (or named Substitute) on Devon Education Forum (DEF) and actively attend all meetings (4 per annum) or as required if named Substitute member.
- Act as the named Primary Representative (or named Substitute Representative) on a specified sub-group of Devon Education Forum (DEF) – Schools Finance Group (SFG) or Schools Organisation Capital Admissions (SOCA) (whichever is applicable)and actively attend all meetings (5 per annum) or as required if named Substitute Representative.
- Produce notes of all meetings attended using a DAPH template, for submission to the DAPH Office within 2 days and circulation to the wider membership.
- Ensure appropriate consultation with Academy Schools.
- Communicate key decisions widely with Academy Schools.
- Attend 1 of 2 DAPH Briefings per term.
Finance
DAPH will reimburse the School at a rate of £300 per full day (£175 per half day) per meeting attended paid in arrears at the end of each term and subject to the SLA having been duly signed by all parties and returned to the DAPH Office. In the event that a meeting cannot be attended and a substitute representative attends and is remunerated, then it may be necessary to adjust termly payment accordingly.

Based at Headteacher’s own school.
Review Procedure
The parties shall review the operation of this Agreement once every academic year.
Termination
A party will be entitled to terminate the Agreement on giving a term’s written notice to the other parties.
Disputes
Disputes which cannot be resolved by the parties shall be referred by the parties to a suitably qualified second tier officer within Devon County Council People Directorate for consideration and determination.

The Headteacher has agreed to act as an Associate Member of the Executive Committee of DAPH and to undertake the tasks identified below:
- Attend all Executive meetings (6 per annum)
- As named substitute member for Devon Education Forum (DEF), attend meetings of DEF as required. (if applicable)
- Produce notes of all LA working group meetings using DAPH template, for submission to the DAPH Office within 2 days.
- Ensure adequate DAPH representation at groups through the process of commissioning.
- Ensure appropriate consultation.
- Communicate key decisions widely.
- Attend other named LA Group Meetings (if applicable).
- Attend 1 of 2 Briefings per term.
- Facilitate Continuous Professional Development as needs arise.
- Attend and assist in the co-ordination of the DAPH Annual School Leadership Conference.
Finance
DAPH will reimburse the School at a rate of£300 per full day (£175 per half day) per meeting attended payable in three equal instalments at the end of each school term and subject to the SLA having been signed by all parties and returned to the DAPH Office. In the event that a meeting cannot be attended and a substitute representative attends and is remunerated, then it may be necessary to adjust the next termly payment accordingly.
