CLASS TITLE:SENIOR REVENUE ADMINISTRATOR - SES
ALLOCATION FACTOR(S)
This is work supervising and directing the collection and enforcement functions of a district or developing and implementing of recommendations for specialized collection programs; or analyzes, recommends and/or implements policies related to regional activities in the areas of compliance review, investigations, collections and taxpayer education. The primary duty of an employee in a position allocated to this class is to spend the majority of time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

- Directs the work of employees to ensure maximum utilization of time and resources.
- Directs and coordinates the development and continued improvement of innovative tax programs.
- Motivates employees to improve the quality and quantity of work performed.
- Plans work loads, work flow, deadlines, work objectives and time utilization with employees.
- Establishes evaluation criteria and responsibilities and meets regularly with employees to ensure that established criteria are met.
- Trains employees in methods for performing an effective and efficient job.
- Communicates on a regular basis with employees both individually and in staff meetings.
- Plans, assigns, and supervises the activities in an assigned area in the administration and collection of various taxes assigned to the department.
- Provides instruction in collection and enforcement procedures.
- Recommends work programs and processes which will ensure maximum utilization of time and resources.
- Participates in strategic, tactical and Performance Accountability Measures (PAM) planning sessions.
- Evaluates resources and PAMs to advise management in areas of allocation and operational improvements.
- Provides technical advice and expertise to the Regional Manager and Revenue Service Center Manager on all procedural and tax issues.
- Serves as liaison with legal staff in taxpayer dispute resolution proceedings.
- Participates in formulating policies, objectives, procedures and goals for the investigation process and monitors the progress of the process making refinements and/or modifications.
- Assists taxpayers and agency personnel by providing information on laws administered by the department.
- Confers with administrators and staff on techniques and procedures concerning difficult problems.
- Resolves difficult/sensitive problems in the areas that cannot be resolved by the administrators and keeps upper level management appraised of the progress of each case.
- Determines the referral of certain tax records and conducts conferences with taxpayers to determine validity of assessments and tax questions.
- Holds conferences with taxpayers who have requested hearings under their Rights of Appeal in an attempt to resolve problems to the mutual benefit of the State and the taxpayer.
- Ensures all necessary internal controls are in place to safeguard State of Florida assets.
- Acts as a liaison with local banks and post office officials concerning State Treasury deposits and tax remittance.
- Prepares reports and analyses concerning activities within the area.
- Represents the department during court litigation.
- Ensures the offices in an area are operated in accordance with agency and division rules, regulations and applicable laws.
- Performs analysis of core processes and develops recommendation to improve the efficiency and effectiveness of those processes.
- Makes recommendations to improve the quality of policies, procedures, and processes.
- Performs related work as required.
