Sub: Promotion from STS to Adhoc JAG and SDE to Adhoc DE – Action on war footing requested.

Last year in July, around 2800 SDEs were promoted to Adhoc DEs after promulgation of BSNLMS R/Rs. Subsequently about 1600 SDE/Adhoc DEs were promoted as Regular DEs in August, 2010. Promotions to both adhoc JAG and regular STS could have been made had HR managers taken some interest, timely action and monitored all the aspects very closely.
There are around 2000 DE posts lying vacant and every month around 100 SDEs are getting retired too. It is a very funny situation where absorbed middle level executives are allowed to retire even though huge number of vacancies is available in both JAG and STS in sharp contrast to ITS officers who are promoted to JAG/SAG/HAG by digging out the posts in BSNL. Every effort is made to trace posts to SAG and HAG to ensure career growth of ITS and virtually no serious effort is made to promote absorbed executives even though huge vacancies exist.
This unhealthy and unsatisfactory HR situation is the result of complete lack of interest and timely initiative on part of HR managers to take care of meager promotional avenues of absorbed executives. In case serious efforts are not made to correct this continuing unhealthy trend, it will demoralize middle level management and badly impact the growth of the Organization.
It is thus requested to take immediate action to issue promotion orders from STS to adhoc JAG which are virtually stalled due to sheer indecisiveness and on grounds that are just untenable. Action on war footing may be initiated to fill up 2000 odd STS vacancies on adhoc basis within two months time. It is possible provided senior HR managers get committed to the task with same enthusiasm and interest that we find in the promotion of ITS. But it is virtually impossible to find matching enthusiasm and interest when it comes to promotee officers. This is hard reality that we have been living with for decades and is fundamental source of mistrust and sharp divide between ITS and non ITS. Of course, there were exceptions like Sh. J.K.Chabbra our ex-Sr DDG(P) and Sh R.Rajagopalan, ex-CMD/MTNL who did not have even an iota of bias against promote middle rung.
