- provide evidence of specific barriers to access to residential aged care places in a particular location; and/or
- propose an innovative model of care and/or approach to service delivery; and/or
- demonstrate a continuing need for additional places in a particular location;
- In all aged care planning regions, applications are particularly encouraged from services able to focus on the provision of care for people identified as belonging to one, or more of the following special needs groups:
- people from Aboriginal and Torres Strait Islander communities;
- people from culturally and linguistically diverse backgrounds;
- people who live in rural or remote areas;
- people who are financially or socially disadvantaged;
- veterans;
- people who are homeless, or at risk of becoming homeless;
- care leavers;
- parents separated from their children by forced adoption or removal; and/or
- lesbian, gay, bisexual, transgender and intersex people.
- Applicants must be able to demonstrate that they have established links and working relationships with one or more of these special needs groups applied for, as well as the capacity to provide appropriate care and support.
- Priority will be given where there is a demonstrated need for services and/or poor access to services, and evidence of the applicant’s history, capacity and on-going competence in providing care to identified special needs group(s).
