643) APOLOGIES FOR ABSENCE
Apologies for absence were received from N Chapman.
644) DECLARATIONS OF PERSONAL AND PREJUDICIAL INTEREST
Councillors P Morson declared an interest with regards to matters concerning NWBC Planning. J Winter and D Sales declared an interest in relation to any matters relating to Caretaker, Mrs D C Downs. B Garratt declared an interest in relation to any matters relating to Dordon Church. P Morson also declared an interest in relation to WCC Regulatory Board.
645) CARETAKER’S REPORT
The Clerk reported the following:-
Ø Executive Security to implement security zones on 25th January 2016.
Ø To obtain a second quote from an Electrician for repairs in the Hall.
646) MINUTES
The Minutes of the Meeting of the Parish Council held on 16th December 2015 were approved as a true and correct record.
Resolved:

647) MATTERS ARISING
a) Freasley Common
Ø A site meeting was deferred until the Spring 2016.
648) DORDON VILLAGE HALL
Ø Matters relating to the Registration of the Village Hall were ongoing.
649) LONG STREET, DORDON
Jayne Pritchard at WCC Highways confirmed the following:-
Ø Manhole covers in the footway from approximately Congregational Church to Browns Lane will be replaced and included with other works on Long Street when the road is closed for re-surfacing in the new financial year.
Ø The concrete surround on kerbs – have requested this matter is raised with Balfour Beatty to rectify.
650) REAR OF SHOPS – BROWNS LANE
The Clerk to enquire with Steve Maxey at NWBC regarding whether any response was received from the landowner to the letter sent.
651) DORDON VILLAGE HALL – ALARM SYSTEM
The Clerk to request Executive Security to proceed with the activation of the zoned areas.
652) PARISH COUNCIL’S ASSOCIATION
This matter was deferred until the February 2016 Parish Council Meeting.

Ø Letter from Allcooper confirming takeover of Executive Security.
Ø Letter dated 5th January 2016 from Jo Robinson at NWBC requesting confirmation of Precept Requirement for 2016/2017.
Ø Public Health Warwickshire – Joint Healthy South Warwickshire Funding Award 2016.
Ø D M Barratt at NWBC outlining Atherstone Neighbourhood Plan.
Ø Warwickshire CAVA – Project Nirvana – Warwickshire Wide.
Ø Notice of Joint Meeting between NWBC and Town and Parish Councils – Thursday, 28th January 2016 at 7.00pm in Newton Regis Parish Hall.
Ø Notice of Area Forum North Meeting at 6.30pm on 11th February 2016 at Birchwood Primary School.

c) Parish Precept 2016/2017
The Clerk circulated to Councillors a Schedule of Receipts and Payments for the period 1st August 2015 – 31st December 2015 plus a forecast of the Receipts and Payments to 31st March 2016.
It was proposed, seconded and agreed to request a Precept of £23,460.00 for the year 2016/2017.
Resolved:
· To request a Precept of £23,460.00 from NWBC for the year 2016/2017.
656) ANY OTHER BUSINESS
Ø The Clerk to request the Security Company to have Dual Access to the meeting room in the Hall for Zone 1 and Zone 2.
Ø Parking of vehicles outside Birchwood School was reviewed. B Garratt to ask the Executive Head to contact P Morson.
Ø D Sales mentioned the following:-
· Water standing on road outside the Dordon Institute.
· Pool of water at entrance to Doctor’s Car Park.
· Traffic on Long Street driving on path.
· Sign at bottom of Long Street – Unsuitable for Heavy Goods Vehicles.
· 110 and 108 Lond Street – Vehicles parking on double yellow lines.
· Police – Diversion of traffic. This issue to be mentioned at the Area Forum North Meeting.
Ø J Winter mentioned the installation of Vehicle Weight Limits at locations in the Parish.

657) MRS D C DOWNS – CARETAKER
Ø The Clerk to enquire with Mrs D C Downs as to her plans regarding the Caretaker position.
