VicSmart is a simplified planning permit process. Only applications of certain classes are eligible for VicSmart.
Please complete the following checklist to be submitted with your application including documentation required in the checklist at the front counter of Council’s office located at 100 Brougham Street, Geelong. Once you arrive at the Brougham Street office request to speak with the VicSmart Planner who will then check your documentation to ensure your application is not missing any information and that the information supplied is correct
Meeting with the VicSmart Planner is important prior to lodging as applications must have all of the required documentation set out in the checklist when lodging. If you do not supply all the documentation or correct documentation, your application will not be accepted and you will then be asked to submit at a later date once all information is prepared and ready.

A full current copy of Title for the land, including current ownership details, title plan and a full copy of any registered covenants, restrictions or Section 173 Agreements that apply to the land. *Note: The council may reduce the information that you need to provide but cannot ask for more information than listed. Please check the information requirements with council. The following information must be provided as appropriate.3 copies of a plan drawn to scale and fully dimensioned showing:
- The boundaries and dimensions of the site.
- The location of existing buildings.
- All car parking spaces and access lanes.
- Allocation of car parking spaces to different uses or tenancies, if applicable.
- Landscaping and sensitive water design treatments.
A written statement that describes:
- The proposed use of the site, number of employees and patrons and hours of operation.
- The previous use of the site.
- The site and floor area to be occupied.
- The number of car parking spaces required under Clause 52.06-5 or in a schedule to the Parking Overlay.
- The total number of car parking spaces provided.
- The likely impact of a reduction in car parking on the amenity of the area and on the area’s existing car parking.
