MINUTES OF REGULAR MEETING
July 28, 2015
The regular meeting of the Graymoor-Devondale City Council was held at the Episcopal Church Home Memory Center, 7504 Westport Rd.
CITY OFFICERS PRESENT: Council members David Beaudoin, David Meiners, Joe Meiners, Mark Sites, Harry Weddington and Yvette Winnette. ALSO PRESENT: Safety Director Marvin Bray, Police Chief Grady Throneberry, Attorney Carrie Ritsert, City Engineer Mark Madison and Clerk/Treasurer Nancy Perito. ABSENT: Mayor John Vaughan
MAYOR PRO TEM: Yvette Winnette motioned to appoint Harry Weddington as Mayor Pro Tem in Mayor Vaughan’s absence. David Meiners seconded the motion and the motion was passed by unanimous vote.

PUBLIC FORUM: Erin White, candidate for Jefferson County District Court Judge, introduced herself to the Council and discussed her education and career background.
Michael McShane, a resident at 7304 Glen Arbor Rd., discussed flooding issues that he had at his residence during some recent storms on 07/12 and 07/14. He previously provided the Mayor and Council with pictures and a video of the flooding. He noted that the catch basins could not keep up with the runoff and that both his driveway and garage were flooded causing significant damage.
City Engineer Mark Madison stated that he would set up a meeting with MSD regarding the drainage issues after consulting with Mayor Vaughan. He will notify the resident of the meeting.
Colleen Irish of Fairmeadows Ln. inquired about the plans for the Fairmeadows Island. Joe Meiners responded that grass would be planted in the island in the fall. Ms. Irish would like to see some other solutions for the island like slow-growing shrubs or other low maintenance options. She will provide the City with some ideas for the island.
She also inquired about repairs to the stone drainage wall on Fairmeadows Ln.
APPROVAL OF MINUTES: Mark Sites motioned to approve the minutes of the June 2015 meeting. David Beaudoin seconded the motion and the June minutes were approved by unanimous vote.
APPROVAL OF TREASURER’S REPORT: Yvette Winnette motioned to accept the treasurer’s report for June, 2015 as previously distributed. David Beaudoin seconded the motion and the June, 2015 treasurer’s report was accepted by unanimous vote.
OLD BUSINESS:
Street Sign Project: David Beaudoin reported that a contract has been signed with Hall Contracting for the Street Sign Project in the amount of $215,000. He noted that the posts on Herr Ln. and Westport Rd.
would be a 4 inch post and the interior posts on all residential streets will be a 3 inch post. This change brought down the cost of the project. Stop signs will now all be uniform and up to code. Work will begin as soon as they have the materials from Saf-Ti-Co. The projected completion date is November 20th. Hall will dispose of all old materials.
NEW BUSINESS:
VA Hospital Project Updates: Yvette Winnette reported that former Council person John Vezeau attended the meeting. There were no real updates. Work continues on the building design.
Interlocal Agreement and Municipal Order: Councilman Weddington explained to the Council that the representative from Graymoor-Devondale on the Code Enforcement Board for City of Beechwood Village would be covered under our insurance liability. City of Beechwood Village would need to provide their own liability insurance for their city representatives.
Yvette Winnette motioned to approve the interlocal agreement with the City of Beechwood Village for the purpose of providing Code Enforcement Services. Mark Sites seconded the motion and the interlocal agreement was approved by unanimous vote.
David Meiners motioned to approve Municipal Order #1, 2015 providing for Code Enforcement Services by the City of Graymoor-Devondale Police Department to The City of Beechwood Village through an Interlocal Agreement. Yvette Winnette seconded the motion and the municipal order was approved by unanimous vote.
PUBLIC SAFETY: Chief Throneberry reported a change in personnel. Officer Chris Flowers has left the department and Officer Michael Brandon has been hired. He started work yesterday, 07/27/15.
He also reported that he will be out of town for training, 08/06 through 08/13.
CODE ENFORCEMENT: Yvette Winnette reported that there is a hole with a visible pipe at Fairmeadows Ln. and Ormsby Ln. close to the street sign that needs attention.
Mark Madison reported that a letter was sent to the home owner at Girard Dr. and Westport Rd. for the removal of high growing bamboo which blocks the sight triangle for drivers. The home owner was given 30 days to remove it. He will check on it after the meeting as it does not appear that the owners have rectified the situation.
There was also a complaint by Betty Bandy of a drainage issue that is causing damage to the sidewalk at Greenlawn Rd. and Herr Ln. Mark will take a look at it.
SANITATION: Mark Sites reported that he walked the city streets after the rain storms and there was a lot of storm debris at the curbs.
PUBLIC WORKS/SIGNAGE: Dave Beaudoin stated that he drove the streets after the rain storm on the 12th. There was significant backup and flooding at Applewood Ln. and Fairmeadows Ln. and in the Applewood Ln. curve. Other parts of the city looked fine.
City Engineer Mark Madison stated that he will be meeting LG&E on Friday morning regarding the placement of a new lamppost.
BEAUTIFICATION: No report.
INSURANCE/FINANCE: No report.
PUBLIC INFORMATION: Yvette Winnette stated there would be no newsletter until after the next meeting.
CITY CLERK: Nancy Perito reported 15 outstanding business license applications and 2 rental property applications.
SPECIAL PROJECTS: No report.
LEGAL: Attorney Carrie Ritsert reported that there would be another re-inspection at 7500 Moredale Rd. for previous citations.
There being no further business to discuss, the motion for adjournment was made by Yvette Winnette and seconded by David Meiners. The meeting, by unanimous vote, was adjourned at 7:40 p.m.
