INTERNATIONAL COMPETITIVE BIDDING NOTICE
CGSP/ICB/0077/2004
1. The African Development Bank (“ADB” or “the Bank”) hereby invites eligible renowned international and national office supplies companies to submit bids for the supply of office products (office supplies and IT consumables) to the Bank’s temporary agency in Tunis, Tunisia and to various field offices located in its member countries in Africa.
2. The Bank is a regional multilateral development institution, established to promote the economic and social development of its regional member countries (53 African countries) by mobilizing resources for the financing of projects and programmes.
The institution maintains an onsite stockroom with a three to six month supply of office products for its estimated 1200 staff members. The annual budget for office products for the temporary headquarters is US$ 500 000 with additional budgets for the supplies required at regional and field offices.
3. The contract will be for one-year with two one-year options, following semi-annual assessments of the services provided, in accordance with criteria defined by mutual agreement.
4. The following enterprises are eligible to submit bids: companies or groups of companies established in accordance with the legislation of an ADB member country, with the majority share capital held by nationals of ADB member countries and with the human and material resource capacities required for proper delivery of the office products described above.
5. To be selected, the firms or companies must fulfil the following criteria for which proof will also be required during the post-selection phase before any contract is awarded:
ü Have provided similar services to international institutions or private companies of international renown, and can justify it with a list of about three references contracts or agreements completed or ongoing.. Consequently, have at least three (3) large office supply contracts with similar international institutions for a minimum value of US$ 50 000;
ü Have the ability, capability to sell and deliver to Tunis, Tunisia and other Bank field offices in Africa;
ü Have electronic ordering or e-procurement capabilities including an online catalog of products, online ordering, and online tracking of orders placed.
ü Show proof of a minimum turnover, with supporting accounting documents, of at least US$ 100 000 per year over the past three (3) years.

7. All bids should be submitted in person or by courier to the address below, not later than Thursday, 20 January 2005 at 3 p.m. local time. All late submissions will be rejected.
