HIV POLICY
Those Marines shown with an HIV date more than 24 months ago will be denied orders to Active Duty(AD) in CONUS.

MOBCOM will continue to deny orders or authority to perform IDT OCONUS without current (within 12 months) negative HIV results on file.
HIV testing can only be performed on blood drawn at a Military Treatment Facility or by other military medical personnel. Civilian testing is not authorized to meet the requirements of SECNAVINST 5300.30D and various other regulations concerning HIV policy.
PERIODICHEALTH ASSESMENT (PHA) POLICY
The NAVMED 6120/4 (rev 09/2007) is the form that is utilized for completion of the Periodic Health Assessment (PHA) for all AD and SMCR/IMA Marines. Every Active or Reserve member must complete a PHA every year. Any Appropriately Credentialed Health Care Provider (ACHP): doctors, nurse practitioners, physician assistants, or bonafide Independent Duty Corpsmen at a NavyHospital, may complete NAVMED 6120/4. Military Treatment Facilities will complete a PHA without charge;however, Marines will bear the cost of a civilian ACHP.
COORDINATING INSTRUCTIONS
If requested via the ROWS system, MOBCOM will issue Appropriate duty orders (non-paid) to any Marine for the purpose of obtaining a PHA or other required medical screening such as HIV draws, dental, or eye. Some military clinics require orders while some others do not. Call ahead to the nearest servicing Military Treatment Facility (MTF) to determine availability and local procedures for PHAs.
Marines may choose to obtain a complete physical exam, at their option, or they may update their existing physical exam. Physical exams may be performed by any ACHP, who may be civilian, or military, but in either case the DD 2808 will be used for a complete physical exam. The DD 2807-1 will always accompany the DD 2808.

NOTE: Again, civilian ACHP's may draw blood for physical exam testing, and for their own HIV testing purposes, but unless that blood is drawn under the exacting DoD HIV blood protocols and entered into the DoD blood database by military medical personnel, it CANNOT be used to meet the DoD HIV test requirements.

Restructure TRICARE Reserve Select (Changes Effective October 1, 2007)
TRICARE Reserve Select (TRS) is a premium-based health plan that qualified National Guard and Reserve members may purchase. The TRS health care plan as you know it now will be restructured effective October 1, 2007 based on changes from the John Warner National Defense Authorization Act for Fiscal Year 2007 (P.L. 109-364).
A key change to the restructured TRS plan is how you qualify for the program. Beginning October 1, 2007, TRS is available to all members of the Selected Reserve regardless of any active duty served, with one exception:
If you are eligible for the Federal Employees Health Benefits (FEHB) program (as defined in Chapter 89 of Title 5 U.S.C.) or currently covered under FEHB, either under your own eligibility or through a family member, you are excluded from purchasing the restructured TRS plan.
Another key change is that ALL members will now pay the 28% premium payment. The premium cost are:
