IMPORTANT CONDITIONS: MISCELLANEOUS REQUIREMENTS

1.The tender forms are drawn up so that certain essential information is to be furnished in a specific manner. Any additional particulars shall be furnished in the enclosed questionnaire or in a separate annexure.

2.The tender forms should not be retyped or redrafted but photocopies may be prepared and used. Additional offers may be made for any item but only on a photocopy of the page in. Additional offers made in any other manner may be disregarded.

3.Should tender forms not be filled in by means of mechanical devices, for example typewriters, ink, preferably black, must be used to fill in tenders?

4.Tenderers shall check the numbers of the pages and satisfy themselves that none are missing or duplicated. No liability shall be accepted in regard to claims arising from the fact that pages are missing or duplicated.

5.In terms of paragraph 17 of the General Conditions and Procedures (ST 36) firm tender prices and delivery periods are preferred. Consequently tenderers shall clearly state whether prices and delivery periods will remain firm for the duration of the contract or not.

6.If non-firm prices are tendered, paragraphs 52.1 to 52.4 of the General Conditions and Procedures (ST 36) shall apply.

7.Where items are specified in detail, the specifications form an integral part of the tender document and tenderers shall indicate in the space provided whether the items offered are to specification or not.

12.Delivery basis:

(b)Notwithstanding the provisions of paragraph 12(a), tender prices for supplies in respect of which installation/erection/assembly is a requirement, shall include ALL

  1. PURPOSE OF THE BID

The purpose of this Bid is to invite Service Providers to submit their proposals to provide and deliver training for staff members from 667 public libraries in 9 provinces participating in the Mzansi Libraries On-Line (MLO) Project.

  1. BACKGROUND

2.1 Objectives

The business objectives for the required services are to train selected staff from public libraries participating in the Mzansi Libraries On-Line Project. Specific training identified through a Training Needs Survey will focus on the development of specific skills to ensure that librarians become competent in the use of the technologies, library leadership, advocacy and impact planning and assessment skills to enhance the library services in their communities.

2.2 Overview

The Mzansi Libraries On-Line (MLO) is a programme of the National Library of South Africa. The programme supports a project that focuses on strengthening and enhancing public libraries in South Africa through the provision of access to information, technologies and relevant training of library staff from 667 selected public libraries from all 9 provinces. The technologies provided include free access to internet, computers, peripheral devices and mobile devices such as laptops, tablets and e-readers.

The Mzansi Libraries On-Line Project’s Training Programme aims to create a cohort of dynamic public librarians who understand their role in revitalising and developing communities. 21st Century skills, accountability and community engagement are critical elements to achieve this goal. To this end trainees will receive skills training in the following areas:

-use of the Information and Communications Technology (ICT) for access to information among communities;

-library management and interpersonal skills;

-enhanced professional support for impact planning and assessment to measure and refine services;

-use of advocacy and marketing to build support and to ensure the growth and sustainability of library services into the future; and

-conducting staff and library users training in a structured manner.

2.3Scope of Work

2.3.1 The scope of the required services shall include the development, coordination and delivery of multiple training courses at national, provincial, and regional level over a period of 10 months, starting in August 2017.

2.3.2 The training courses should be based on South African Qualifications Authority (SAQA) unit standards, primarily for the Library and Information sector. The training methodology must include blended learning models, focused on experiential learning and activity-based training, with a strong emphasis on the use of the internet and mobile technology in their facilitation and delivery.

2.3.3 The Training Provider must be accredited by relevant Sector Education Training Authorities (SETA) and must provide well qualified facilitators/trainers to deliver the training.

2.3.4 The Training Provider must provide an itemized breakdown of all expenses. The quotation for all 3 courses must EXCLUDE accommodation, travel & meals of the facilitators, which will be provided for by the NLSA. The quotation must be based on sessions, and not number of attendees, or cost per attendee per course. Thus the Training Provider must specify the unit cost per session irrespective of the number of attendees.

The training courses will be at an introductory (basic) level. Assessment will be for attendance.

3.1.1.1The training courses 1 and 2 will be delivered to librarians and staff from the public libraries participating in the MLO Project. Enough facilitators from the service provider must be available to conduct the training in all 9 provinces concurrently. The provincial training coordinators will manage the schedules and bookings.

3.1.1.2For effective training the number of attendees will, where practical, be limited to 20 trainees per training session. One session constitutes delivery of courses 1 and 2 once. The total number of training sessions will not exceed 40, but may be fewer, depending on the number of trainees.

3.1.1.3The Training Provider will develop training toolkits that include lesson plans, handouts, agendas, assessments and feedback forms for courses 1 and 2.

3.1.1.4All documentation will be branded with the National Library of South Africa (NLSA) logo. The NLSA will retain copyright.

3.2Deliverable 2 : Online Tutorial Course Development

The Training Provider will be responsible for the development of two on-line training courses, namely for Advocacy and Impact Planning and Assessment (IPA). The existing content of the two courses will be provided and will have to be converted into on-line training courses.

3.3.1.1The Training Provider will train 30x train-the-trainer candidates at a centralized venue.

3.3.1.2The total number of training days should not exceed 20 days, and must be completed within six months of the Training Provider’s appointment.

4.1Timeline for execution of the project

The MLO Project closes on 31 July 2018. All training activities, including evaluation, assessment, moderation and reporting by the Training Service Provider must be concluded before 31 May 2018. The successful bidder will start on the day of appointment with the compilation of training toolkits and scheduling of the training courses for delivery from September 2017.

4.2. Service level agreement

On approval/acceptance of the proposal, the service provider must be prepared to enter into and sign a Service Level Agreement with the National Librarian and Chief Executive Officer of the National Library of South Africa, in compliance with the policies, procedures and requirements of the NLSA and all statutory requirements.
