Description
La Comunidad Hispana (LCH), Kennett Square, offers acomprehensive scope of healthcare, social services, outreach, and education programs for Latinos and other low-income, underserved families living and working in Southern Chester County. As a Federally Qualified Health Center and Level 2 Patient-Centered Medical Home, LCH provides nurse-managed healthcare in a bilingual and bicultural environment that encourages compliance and fosters improved patient outcomes. Using a holistic approach to care, LCH integrates healthcare with supportive services and education to empower patients to stay healthy, build strong families and lead productive fulfilling lives.
The Chief Financial Officer (CFO) manages the financial operations of the organization and provides oversight of all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and financial accounting. The CFO must have knowledge and experience in health care finance, including third party reimbursement mechanisms and federal guidelines regarding budget and financing. Knowledge of FQHC fiscal and grants management environment is preferred.
Essential Duties and Responsibilities
Financial Accounting
- Develop, implement and manage the financial, accounting and budgetary systems and procedures to ensure consistency and accuracy of fiscal records in accordance with GAAP.
- Responsible for all financial accounting and reporting procedures and internal controls.
- Overall supervision of payroll, purchasing, accounts receivable, accounts payable and general accounting functions of the finance department.
- Coordination of annual financial audit.
- Preparation of the annual operating budget. Monthly reporting and forecasting. Monthly creation of financial statements.
- Coordinate all department budgets, and work with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements.
- Oversee the management and coordinate of all fiscal reporting activities for the organization including:
- Organizational revenue/expense and balance sheet reports.
- Reports to funding agencies.
- Annual cost reports to Medicaid and Medicare
- Development and monitoring of organizational and contract/grant budgets.
Maximizing Reimbursement/Revenue
- Develop, supervise and coordinate all efforts to attain maximum third party reimbursement including capitated arrangements.
- Supervise all preparation of regulator reports (e.g. FSR, UDS, Medicare, Medicaid, IRS form 990, state tax returns.
- Participate in developing new business, specifically: assist the CEO in identifying new funding opportunities, the drafting of prospective programmatic budgets and determining cost effectiveness of prospective service delivery.
- Investigate cost-effective benefit plans and other fringe benefits with the organization may offer employees and potential employees with the goal of attracting and retaining qualified individuals
Corporate Compliance
- Develop and implement a corporate compliance program that includes best practices and adherence to local, state and federal (HRSA, OIG, OPA, etc.) requirements.
- Assess the benefits of all prospective contracts and monitor compliance with LCH policies and procedures.
- Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases and/or contracts comply with state and federal standards.
- Preparation of the annual budget. Monthly reporting and forecasting. Monthly creation of financial statements.
- Coordinate all department budgets, and work with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements.
- Interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines.
- Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs.
- Oversee the coordinate and activities of independent auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements are in accordance with federal, state, and other required information.
- Oversee the maintenance of the inventor of all fixed assets, including assets purchased with government funds assuring all are in accordance with federal regulations.
Additional Responsibilities
- Supervises accounting assistant and billing specialist.
- Serve as primary contact person for the Board of Directors Finance Committee
- Act on behalf of CEO in his/her absence and upon request.
- Maintains regular attendance; Performs all duties in a timely manner; Attends all meetings as scheduled and/or directed by supervisor.
- Follows all LCH procedures and adhere to policies as outlined in the Employee Handbook.
- Collaborates with staff of all LCH programs including Community Resource Center, Social Services and Education as appropriate to ensure efficient integration of services and support.
- Respects confidentiality at all times.

Qualifications
- Previous experience as Controller or Chief Financial Officer preferred.
- Minimum of five years of financial experience and management experience with day-to-day financial operations of an organization of at least 50 persons.
Skills
- Detailed oriented and tolerant of frequent interruptions and distractions from staff.
- Ability to work under minimum supervision and demonstrate strong initiative.
- Ability to make independent decisions when circumstances warrant; make prompt and accurate judgments regarding AR, billing and financial accounting.
