Cedefop invites applications for the drawing up of a reserve list for the position of:

The European Centre for the development of vocational training (Cedefop) is an Agency of the European Union. It supports the European institutions, the governments of Member States and the social partners – employers’ representatives and unions – in the development of initial and continuing vocational training. Cedefop has approximately 130 staff and is based in Thessaloniki, northern Greece. For more information on the Agency, see .

The Human Resources Service is responsible for all recruitment and personnel management issues.

Responsibilities and tasks

Reporting directly to the Head of Human Resources, the Human Resources Assistant will share responsibility for:

Personnel administration

  • Ensuring the administrative management of entitlements, allowances, benefits and remuneration for staff (e.g. determination of rights, administration of personal files, etc.);
  • Developing and implementing administrative procedures in the area of personnel administration;
  • Supporting the preparation of the personnel budget and the monitoring of its execution;
  • Assisting in the implementation and maintenance of HR databases using IT-tools and prepare HR-related statistics and reports;
  • Managing service-level agreements and contracts in the framework of personnel administration;
  • Ensuring timely information to staff on information related to individual rights and changes to the rules and policies.

Recruitment

  • Assisting in the redrafting and implementation of the recruitment policy for Cedefop;
  • Managing the selection and recruitment procedures (preparation of vacancy notices, dissemination, pre-selection of applications in light of applicable rules and formal criteria, support to the selection boards).

General

  • Liaising with relevant services of the European Commission and other EU institutions and agencies on personnel administration issues;
  • Performing any other task requested by the Head of Human Resources to assist in dealing with HR-related issues.

Formal requirements

To be considered eligible, applicants must:

  • Be a citizen of one of the member states of the European Union;
  • Have a level of post-secondary education attested by a diploma, or
    a level of secondary education attested by a diploma giving access to post-secondary education, and professional experience of at least three years;
  • Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by the laws on military service.

Prospective applicants will be assessed against the following criteria

  • In addition to the above, 3 years of relevant professional experience directly related to personnel administration and recruitment;
  • Proven experience and knowledge in the areas mentioned above under ‘personnel administration’ and ‘recruitment’;
  • Experience in implementing HR procedures and workflows;
  • Fluency in English and/or French to communicate both internally and with other institutions and agencies;
  • Excellent drafting skills in English and/or French;
  • Excellent knowledge of office automation tools;
  • Ability to work accurately with figures;
  • Ability to multitask and to deal flexibly with changing work priorities and to perform under pressure;
  • Strong organisational skills;
  • Capacity to work both independently and in a team, to take initiatives and responsibility;
  • Service-mindedness and customer orientation;
  • Sense of discretion required for dealing with sensitive and confidential issues.

The following characteristics will be considered as additional assets

  • Knowledge of other EU languages, e.g. German or Greek;
  • Knowledge of the EU Staff Regulations;
  • Professional experience in a multicultural environment.

reserve list

A reserve list will be drawn up by Cedefop. Candidates should note that inclusion on the reserve list does not guarantee recruitment.

The reserve list will be valid until 31/12/2007 and may be extended at the discretion of the Appointing Authority.

Contractual conditions

The terms of employment are those described in the Staff Regulations of the European Communities and in the Conditions of Employment of Other Servants of the European Communities (cf. articles 8 to 50a referring to temporary staff).

Recruitment will take place under the condition that corresponding budget appropriations and a vacant post are available.

Appointment could give rise to a 2b temporary contract of an initial duration of two years (renewable according to Article 8 of the Conditions of Employment of Other Servants of the European Communities). In the case of an official the initial temporary contract may give rise to a transfer to Cedefop.

Remuneration will be based on the Community scale of salaries. Cedefop offers attractive benefits in line with those of European Union civil servants. Pay is subject to Community tax and other deductions laid down in the Staff Regulations but exempt from national taxation.

The grade for this position is AST 3 (new grading as from 1 May 2006). The basic monthly salary of a temporary agent at AST 3 (first step level) is approximately EUR 3,000.

The place of employment is Thessaloniki, where Cedefop has its official seat.
