COMMUNITY DEVELOPMENT SPECIALIST

Position Description Non-Exempt

OVERALL OBJECTIVE OF JOB

To assist the county and other public entities and municipalities to plan and secure grant funds in order to implement a variety of programs/projects needed within the county area.

ESSENTIAL FUNCTIONS OF JOB

1. Monitors state and federal bulletins and private foundations to identify funding availability opportunities.

2. Assists county, municipalities, non-profits and other public entities in community development planning.

3. Develops grant proposals to obtain needed funding for community development projects.

4. Provides technical assistance and information to county and various departments and agencies regarding the development of planning programs.

5. Acts as coordinator on special projects, as assigned.

6. Assists Commissioners and other government or agency officials as needed with specific tasks related to community development work, as needed.

7. Assists in researching, analyzing, interpreting and reporting data needed for planning, development and funding.

8. Maintains records and data as necessary and completes required reports in timely and accurate manner.

9. Interacts with local officials and others as needed regarding planning and development ideas/proposals and funding.

10. Answers questions from agencies, government offices, funding sources and general public regarding planning/development department issues.

11. Travels periodically to various locations to inspect sites for development, to meet with officials or other job-related matters.

OTHER DUTIES OF JOB

1. Attends meetings, trainings and seminars as required.

2. Performs other job related duties as required.

Receives occasional instruction and some supervision from Commissioners in regard to daily work duties.

WORKING CONDITIONS

1. Works indoors in adequate work space, lighting, temperatures and ventilation.

2. Normal exposure to noise, disruptions and stress.

3. Normal indoor exposure to dust/dirt.

4. Travels occasionally to perform job duties; may need to work outdoors periodically to inspect development sites or other job duties.

PHYSICAL AND MENTAL CONDITIONS

1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

2. Must be able to sit for long periods throughout the workday, with intermittent period of standing, walking, bending, twisting and reaching as needed to carry out job duties.

3. Dexterity requirements range from simple to coordinated movements of fingers/hands; to feet/legs/torso as necessary to carry out essential job duties.

4. Sedentary work, with occasional lifting/carrying of objects with weights of ten pounds.

5. Must be able to pay close attention to details and concentrate on work.

QUALIFICATIONS

A. EDUCATION/TRAINING

Bachelor=s degree in Business Administration or related field required; some computer experience preferred.

B. WORK EXPERIENCE

2 years working experience in planning, grant development or related area. Or, any equivalent combination of experience and/or training.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.

2. Must possess good communication and interpersonal skills.

3. Must possess initiative and some problem solving skills.

4. Must possess ability to function independently, have flexibility and the ability to work effectively with several levels of government officials, agencies, private foundations, staff and general public.

5. Must possess ability to maintain confidentiality in regard to work-related information and records.

6. Must possess a willingness to travel as needed to carry out essential job duties.

7. Must possess some knowledge of the principles/practices and objectives of planning and development.

8. Must possess some knowledge of research methodology and the ability to apply same to job duties.

9. Must possess ability to plan, organize and carry out assignments effectively and within reasonable time period.

10. Must possess ability to organize and present information and research results by means of effective communication tools.

11. Must possess ability to answer general questions in knowledgeable and correct manner regarding planning/development issues.

12. Must possess knowledge and ability to develop and write grant proposals, utilizing proper proposal formats, correct grammar, English, spelling and accurate math calculations.

13. Must possess ability to interact effectively with county officials and others regarding plans and development projects.
