A special board meeting of the Roanoke Village Board was called to order at 10:00am.
ROLL CALL

On roll call wereTrustee Jerry Hasler, Trustee Curt Leman and Trustee Bob Knepp. Also present was Mayor Smith, Engineer Joe Adams and Mark Aeschleman.Trustee Ken Hodel and Trustee Jeremy Hilton were absent.

Trustee Blunier entered the meeting at 10:07am.

CONCRETE IN DOWNTOWN AREA

The purpose of the meeting is to discuss the concrete installation currently going on in the downtown area. During this project, the concrete trucks damaged the sides of the street on Broad Street. Joe Adams visited the area to assess the damage. The contractor for the concrete project provided an estimate of $44,000 for 6” of concrete to repair the road on both sides of Broad Street, although most of the problem is on the south side. There was discussion about whether to only install concrete in the parking lanes and use asphalt for the driving lanes or to install concrete on the entire street.The proposal from C &G Concrete would be a structural improvement according to Joe Adams because he noticed the current base is sand under about 2” of asphalt. Mayor Smith stated that this could be an expensive band aid. Trustee Hasler relayed that something has to be done to repair the street. Mark Aeschleman thought he could do something to temporarily repair the street. Mark Aeschleman does not think 6” of concrete are sufficient to handle the heavily loaded trucks that go through that area and is concerned about applying salt in the winter to the concrete. Adams stated that he would ask for a quote to install 8” of concrete and explained that the damage from salt to the concrete would not be an issue if the chemistry in the aggregate is good. Adams also noted that 2” of asphalt would not work with such a poor base.

Mayor Smith’s thoughts were to fix it right and would like to find out what the cost would be to install 8” of concrete on the sides of the whole street. Adams pointed out that MFT funds cannot be used on this project since the project that was specified was for asphaltfor which bids were provided to the village earlier this month prior to the curb and gutter installation on Broad Street. Trustee Knepp would like to get a quote for curb to curb concrete. Aeschleman would prefer to get quotes from several contractors.

Trustee Knepp exited the meeting at 10:44am.

The consensus of the board members who were present was to get quotes or bids from other contractors for concrete installation from curb to curb on East Broad Street stopping at the town square. Mayor Smith asked for the concrete to come from Roanoke Concrete.

No motion was made.
