Calls for expression of interest (EOI) – in French "appels à manifestation d’intérêt" (MI) - serve to invite economic operators to put themselves forward as candidates in advance of a public procurement operation by a contracting authority. The shortlists generated this way may be used and updated many times for different procurement procedures.

The purpose of this EOI is to provide the Organisation for Economic Co-operation and Development (OECD or the Organisation) with a list of candidates who will be invited to participate to the upcoming Call for Tenders/Market Consultations. Applicants can be individuals, companies, cabinets or any entity authorised to perform the contract under national law, i.e. by way of inclusion in a trade or professional register or sworn declaration or certificate, membership of a specific organisation, express authorisation or entry in the VAT register.

The Call for Tenders/Market Consultations will be published on the eSourcing Portal of the OECD (

Calls for Tenders are open for participation to all the interested parties who will register to the Portal. Market Consultations are accessible only by invitation.

Once they are registered on the eSourcing Portal, the candidates will be informed of any other tender launched on the Portal, and in connection with activities related to the areas of expertise that they have selected.

DESCRIPTION OF REQUIREMENTS
Since 2010 the Organisation has put in place a number of measures in order to reduce the environmental impact of its activities in line with the wider goals of green growth and sustainable development. In this regard, the OECD will soon launch a Call for Tenders for sourcing one or more consultantsor companies who will be asked to perform the following tasks:
  • Update OECD’s currently GHG Inventory (the current inventory was produced in 2010);
  • Propose one or several projects delivering certified carbon credits (Gold Standard preferably) (equivalent to no more than 10 500 tonnes of CO2);
  • Communicate this project and OECD’s environmental commitment to the different stakeholders (staff, Delegations to the OECD, general public) in an engaging way.
Background
The OECD recognises its activities can impact the environment, sustainable use of natural resources and public healthand safety. Thereforewe are committed to limiting the environmental impact of our work. In this regard, the OECD introduced an Environmental Management System in 2011.
Within this overall context, the OECD strives to optimise the use of energy, water, paper, and other natural resources; to reduce waste and expand recycling; to assess environmental risks and opportunities associated with our operations; to ensure that the procurement policies of the Organisation give due consideration to the selection of products, materials, technologies and services which are environmentally sound; and to limit and offset the release of greenhouse gases related to our activities, especially from business travel.
Monitoring and reducing OECD’s carbon footprint
The first OECD GHG Report was released in 2011 and the calculations were carried out in compliance with the Greenhouse Gas Protocol Corporate Accounting Standard Methodology, resulting from a partnership between the World Resources Institute (WRI) and the World Business Council for Sustainable Development (WBCSD). This methodology is internationally recognized as best practice for Greenhouse gases emissions accounting and reporting and is compliant with ISO 14064-1. Since then the OECD reports its GHG inventory annually.
In 2016, the OECD launched a first project to compensate its CO2 emissions which demonstrated OECD’s follow up to the Paris Agreement (COP 21), which says inter alia that Parties should support activities relating to reducing emissions from deforestation and forest degradation. 3 900 trees were financed in a forest in Paris area and twoteam building sessions were organised with the members of staff and Ambassadors to OECD Delegations, led by the Secretary-General of the OECD. The project increased staff interest in, and awareness of, corporate “greening” projects and raised awareness to the problem of deforestation and its impact on the climate.
Other measures introduced by the OECD to reduce its environmental footprint can be found in the OECD Greening Report 2016 .
Offsetting OECD emissions
In 2017, the OECD is planning to launch the OECD Carbon Offsetting Project, which aims to offset part of the emissions from 2016 via certified carbon credits. The OECD will select one or more projects that not only have an impact on climate but also have positive benefits for local communities and economies.
In order to establish an offsetting plan for the next threeyears, the OECD will also update its GHG inventory and include emissions from other Scope 3 categories, such as waste.
In summary, the OECD CarbonOffsetting Project aims to:
  • Improve the OECD GHG Inventory with a tool that would enable easy annual updates;
  • Purchase certified carbon credits to offset part of its CO2 emissions reported in the OECD’s annual GHG Inventory.
  • Establish an action plan to gradually offset OECD CO2 emissions via certified carbon credits;
  • Improve the lives of poor communities through the projects that are sponsored;
  • Raise awareness on climate change and sustainable development projects among the key stakeholders (staff members, Delegations to the OECD, general public) and engage them in order to support carbon-friendly behaviours.
Minimum qualifications of the consultant(s)
In advance of launching the Call for Tenders for one or more consultants/companies to perform the above-mentioned tasks, the OECD invites all parties interested in this competitive procurement process to fill in the response form and send it back to the contact indicated in SECTION 1.
Interested candidates should possess the following minimum qualifications:
  • proven experience in similar projects carried out with private or public sector organisations of a comparable scale to the OECD
  • fluency in both English and French
