Background

CWES contracts with the Southeast Asian Community Center (SEACC) to provide Central Intake Unit (CIU) services for the Refugee Cash Assistance and CalWORKs programs. Currently located at 1415 Koll Circle, San Jose95131, CIU serves refugees who have been in the United States for five years or less and/or clients with limited English/education.

Changes in CIU Operations

To streamline the CIU program and better serve the needs of clients, the County will co-locate CIUoperations at the CWES officeand close the CIU office at SEACCby the end of the federal fiscal year (September 30, 2007).

During the transition period, CIU movements will take place in the following stages:

1)Re-direct new referrals:

  • Effective 4/30/2007, the SEACC office will no longer receive new CIU referrals. New referrals should be directed to the CWES office at 1870 Senter Rd, Attention: CIU-RCA Specialist, by fax (#408-999-6297) or email to the Program Analyst ().
  • Effective May 1, 2007, CIU operations will be co-located at the CWES office-1870 Senter Rd, A3H Unit.

2)Continue serving existing clients– CIU staff at the SEACC office (1415 Koll Circle)will continue to serve existing clients until the office closes.

3)September 2007,the existing clients at SEACC-CIU will be transferred to CWES and co-located CIU accordingly.

4)Closure of SEACC-CIU office– effective September 30, 2007, the SEACC-CIU office located at 1415 Koll Circle will be closed.

In addition, the County will institute new service criteria for CIU. EffectiveMay 1, 2007, CIU will serve clients in the following order:

  • Clients who are receiving RCA.
  • CalWORKs clients who have been in the United States for 5 years or lessand are not attending Adult Education or Community College.
  • Non-Cash (i.e. not receiving any kind of cash aid) clients whose incomes are less than 200% of the official Federal Poverty Level (FPL).

The CIU Business Process (NBM) will be revised to reflect these changes.
