1.1 / The minutes of the meeting held on 5 July 2012 were confirmed as a correct record, subject to the date in item 4.2 being amended to read September 2012. / DSO

2.1 / There were no public petitions.
3. / HOUSEHOLD WASTE RECYCLING CENTRES – PROCUREMENT OF A NEW SERVICE

3.1 / The Panel received areport on progress towards the procurement of a new, outcome-based contract for the provision of a Household Waste Recycling Centre (HWRC) service.
3.2 / The Panel heard that following soft market testing with current service providers and further discussions with colleagues in the Strategic Procurement Group (SPG), the proposal for using the competitive dialogue procurement process remained the recommended approach. The Panel were advised that invitations had been issued to local and national organisations to take part in the market testing days, to be held on 21 and 22 November. The market testing would entail 90 minutemeetings with individual service providers andshould provide an insight into the market view on how the HWRC service in Hertfordshire could be delivered. They might also provide the opportunity toconsider specific service alterations and requirements, before the procurement process starts. The Panel heard that these meetings would be led by representatives from HCC andthe Hertfordshire Waste Partnership and, prior to the market testing days taking place,all invitees would be issued with an information pack which would include:current HWRC contracts, materials tonnage data 2008-2012,the current HWRC network, materials collected for recycling in Hertfordshireand site specific operational requirements.The Panel consideredthat a copy of the information pack would be useful to see and were assured that a copy would be circulated. / Assistant Director Strategic Planning & Environmental Management / DSO
3.3 / Members were informed that the results of the market testing
days would be presented to the Panel in January 2013, together with options to consider more specificrequirements where relevant.
3.4 / The Panel also received a presentation on changes to waste management arrangements in Somerset, Cumbria, Essex, Buckinghamshire and Oxfordshire, which can be viewed using the following link:

the timetable for procurement shown at Appendix 1;
that a report including feedback from the market testing days would be presented to the Panel in January 2013, together with an outline OJEU notice for approval.
