Purpose

This qualification recognises the basic skills and knowledge required for employment in the forest industry. Included is the requirement for the protection of personal safety and health; general knowledge of the forest industry; communication skills, and basic work based skills. The qualification provides the foundation for the development of specific skills in forest establishment and silviculture, or in forest harvesting.

The National Certificate in Forestry (Foundation Skills) contains unit standards that allow people to progress from this introduction to the National Certificate in Forestry (Harvesting) (Level 3) [Ref: 0704] or the National Certificate in Forestry (Establishment and Silviculture) (Level 3) [Ref: 0702].

Replacement Information

This qualification has been replaced by the National Certificate in Forest Foundation Skills (Level 2) with strands in Establishment, Pruning, Chainsaw Operations, Breaking Out, and Landing Operations [Ref: 1410].

Special Notes

Prior learning may be recognised for unit standards by evidence submitted to a registered industry assessor. In the case of skills associated with practical and production unit standards a demonstration of competence may be necessary, to satisfy industry safety and production requirements.

Assessment will be in accordance with procedures established by Forest Industries Training to meet NZQA requirements. Applications for recognition of prior learning should be made to the Forest Industries Training or accredited providers.

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.

This qualification has been replaced by the National Certificate in Forest Foundation Skills (Level 2) with strands in Establishment, Pruning, Chainsaw Operations, Breaking Out, and Landing Operations [Ref: 1410].

Previous version of the qualification

Version 2 was reviewed and issued in March 2001.

Changes to structure and content

  • unit standards 1211, 1213-1220, 6954 and 6967 replaced by unit standards 17757, 17760, 17761 and 17769 in compulsory (see exemption table below);
  • titles, levels and credits of reviewed unit standards in the sub-field Forestry updated;
  • unit standards 1277, 3501, 9677 and 12355 removed from compulsory and unit standards 1221 and 1224 removed from elective (credit gained for these unit standards may be used to meet the requirements of Elective 2);
  • unit standards 6401 and 6402 moved from compulsory to elective;
  • inclusion of transition information for replaced Forestry qualifications (see below).

This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Replacement information

In 1999 Forest Industries Training identified the need for the level four Forestry qualifications to be reviewed. Industry identified that it was difficult for someone to achieve competency in the broad range of skills, from level 1 to level 4, in a timeframe that would encourage people into the learning programmes. As unit standard reviews have been completed for each sector, a series of staircased qualifications have been developed, with the National Certificate in Forestry (Foundation Skills) [Ref:0703] serving as an introductory qualification for all of the forestry industry sectors.

In 1999, this qualification and the National Certificate in Forestry (Establishment and Silviculture) (Level 3) [Ref: 0702] replaced the National Certificate in Forestry (Establishment and Silviculture) [Ref: 0487]. New qualifications in forest establishment and silvicultural operations have also been registered at level4.

People currently enrolled in training programmes leading to the award of the National Certificate in Forestry (Establishment and Silviculture) [Ref:0487] may complete that qualification, however, they are encouraged to transfer to one of the replacement qualifications.

The final date for the award of the National Certificate in Forestry (Establishment and Silviculture) [Ref: 0487] was 31 December 2001.

In March 2001, five new forestry qualifications were registered, designed to replace the National Certificate in Forestry (Ground Based Harvesting) [Ref:0488] and the National Certificate in Forestry (Cable Harvesting) [Ref:0486]. People part way through either of those qualifications may wish to transfer to the National Certificate in Forestry (Harvesting (Level 3) [Ref:0704] or this qualification, initially, before undertaking the new national certificates in forestry at level four.

The final date for the award of the National Certificate in Forestry (Cable Harvesting) and the National Certificate in Forestry (Ground Based Harvesting) is was December 2002.

Non National Qualifications Framework transition

The original transition arrangement put into place for the translation of modules in the Forest Industry Recognition of Skills scheme (FIRS) into unit standards has expired. A copy of these arrangements is available from FITEC.
