Medical Leave Assistance Program

·  At the Governing Board’s request, the Sick Leave Bank program currently in place is being reviewed by DO administration for possible revision and/or replacement with another program. The Tucson Unified School District has a Medical Leave Assistance Program that is reliant upon donations of General Leave from various classes of employees. For example, administrators may only donate time to other administrators, teachers to teachers, etc. I have put together a DRAFT of a sample Medical Leave Assistant Program that has taken some of the current protocols and blended them into a strictly voluntary donation program. The draft as written eliminates the need to donate a day of General Leave in order to participate in the Sick Bank or to draw days from the Bank. I have attached the draft of a Medical Leave Assistance Program, Application for Medical Leave Assistance Program, and the Donation Form for the Board’s perusal. I have shared the draft with the site administrators but have yet to have complete and thorough discussion of the pros/cons. A few administrators have suggested keeping the Sick Bank Program currently in place and simply adding this Medical Assistant Program as an option.

Biometric Screenings

·  This year we held our 3rd Biometric Screening Clinic for our benefit eligible employees. We had 144 participants from all of the sites enroll in this service (this does not include walk-ins, actual numbers won’t be available until 3/4/15). This year as an incentive to drive up the number of participants, Interactive Health offered a $100 gift card to any site that enrolled at least 25 employees. KUDOS to Magma Ranch K-8 for enrolling 31 for biometric screenings. They were the only site to receive the $100 gift card which will go to one of the enrollees after the raffle. Last year we had 151 total participants. This service is free for all ASBAIT (medical Insurance) covered employees and is 100% confidential. The District is only provided an aggregate number for statistical purposes and the employee is provided with a detailed breakdown of their personal results. Those employees are also offered a 6 month follow up evaluation at no cost to them. This service is very important and beneficial in helping prevent and maintain diabetes, high cholesterol, cardiovascular disease, liver and kidney disease, anemia, etc. It is a great clinic to take part in to be pro-active in one’s health and lifestyle. We continue to encourage our employees to take an active role in bringing the cost of our health care premiums down and we let them know time and time again that regular physicals and biometric screening can assist in driving these premiums down.

2nd Reading Revision of Board Policy GDFA—Support Staff Qualifications and Requirements

·  Request the Board accept revisions to Board Policy GDFA. Currently, Board Policy allows for the exclusion of fingerprinting on former employees as long as they are hired back within a one-year period of time from their termination date. We are requesting that the time period be shortened to six months. We are also requesting to add a bullet addressing the hiring of classified employees prior to receiving the fingerprint clearance. In every case we will screen the applicant through a third party background screening agency with the employee incurring the cost of this screening. Employees have the option of waiting until there fingerprint results are received by the district rather than paying the $32.00 to have a background screening completed. Current policy states,

o  Personnel who are required as a condition of licensing to be fingerprinted if the license is required for employment.

o  Personnel who were previously employed by the District and who reestablished employment with the District within one (1) year after the date the employee terminated.

District Administration is proposing the following revisions and additions to the bulleted items in the policy referred to above:

o  Personnel who are required as a condition of licensing to be fingerprinted if the license is required for employment.

o  Personnel who were previously employed by the District and who reestablished employment with the District within one (1) year six (6) months after the date the employee terminated.

o  Support staff may conditionally begin work prior to obtaining the results of fingerprinting and criminal history upon approval through the Human Resources Department. This conditional approval is contingent upon a background screening through a third party vendor and District reference checks. The employee is responsible for the cost of the screening but has the option to wait for fingerprint results from the Department of Public Safety (DPS) and the Federal Bureau of Investigation (FBI).

Minnesota Job Fair Teacher Recruitment –April 11-15, 2015

·  Approval of out of state travel to Minneapolis, Minnesota for the 2015 Minnesota Job Fair on Monday, April 14, 2015. Recruiters for the Job Fair will be: Robyn Villalobos, HR Coordinator, Rita Ezzai, HR/Job Fair Coordinator, Rebecca Hendry, Principal CCR, and Tony Jimenez, Assistant to the Superintendent for Administrative Services.

Background Information:

FUSD has not recruited out of state in the past three years. The District recruitment team previously recruited teachers in Pennsylvania, North Dakota, South Dakota, Minnesota, Oregon, Washington, Colorado, and Texas. Three years ago a team traveled to the Minnesota Job Fair and brought back some outstanding teachers. The shortage of teachers across the state and specifically in Pinal County has forced us to consider traveling out of state to various teacher job fairs. Our in-state recruitment consists of the following colleges, NAU, ASU, UA, GCU, U of Phx, and Rio Salado. We are not having much luck in filling all of our teacher openings, especially in the hard to fill areas of Math, Science, and Special Education.

The Minnesota Job Fair gives us an opportunity to visit with approximately 1,000 qualified, energetic candidates seeking full-time employment, internships, and information on hiring trends.

Candidates from Seven of Minnesota's finest schools representing over 145 academic programs may attend and students and alumni from eight invited bordering state schools.
