AGENDA FOR DISCUSSION
AGENDA NO.I INTEGRATED SAMPLE SURVEY FOR ESTIMATION OF PRODUCTION OF MAJOR LIVESTOCK PRODUCTS
The Scheme of Integrated Sample Survey for Estimation of Major Livestock Products is being implemented in all States and UTs since Sixth Five Year Plan i.e. 1979-80. Surveys are being conducted throughout the year in each district of the State/UTs with the help of the statistical staff of the State Animal Husbandry Department employed under this scheme. Central Government provides grant in aid to the States on 50:50 basis and 100% assistance to the UTs for implementation of this scheme. The major part of the fund is utilized towards the payment of salaries and allowances of the staff employed under the scheme.
In addition to the above, EFC of the scheme for the Tenth Five Year Plan has been approved with two additional components:
(i) providing IT solutions to the States/UTs. in the form of PCs and related software,
(ii) conducting special studies/surveys by the Institutes of National repute to fill up the existing data gap in the livestock sector.
Issues for Consideration
(i) States should work out the expenditure to be incurred on IT components at State Headquarter and at districts level and inform Department of Animal Husbandry & Dairying about the requirement of central assistance of 100% for North Eastern States.
(ii) 15% of total number of inhabited village of the State should be surveyed in order to estimates various livestock products and in milk animals. Each State should furnish district-wise/season-wise estimates of livestock products.
(iii) Utilisation pattern of milk and egg as well as grazing facilities etc available to the livestock population should be reflected in the survey report.
(iv) Senior Officials from the State Directorate of Animal Husbandry & Veterinary Services/Centre should supervise the field survey operation in order to improve the quality of various types of data collected under the scheme.
Status of Implementation of the Integrated Sample Survey Scheme (ISS) and Fund Released to the North Eastern Region:
(i) All the states are providing the reports.
(ii) Sikkim has started the survey work. The reports sent by Sikkim Govt. was found to be not proper because of lesser sample size. The survey should be done as per the design.
(iii) Utilisation pattern of milk such as milk sold, milk consumed, milk converted into various type of milk products and feeding practice such as availability of green/dry fodder and feed concentrates to the milch cattle are not available in the survey report of Assam State. These should be indicated.
(iv) Arunachal Pradesh is not providing estimates seasonwise - districtwise though it is providing estimates seasonwise.
(v) All states should provide estimates of green/dry fodder intake.

AGENDA ITEM II LIVESTOCK CENSUS
The scheme of “ Assistance to states in conduct of Livestock Census”, containing detailed information on livestock, Agriculture Implements & Machinery, Poultry and Fisheries, is being conducted quinquennially since 1919 -20 with expanded coverage and scope in each census. The 16th Livestock census was conducted in 1997. All the NER States have conduct the Livestock Census on the reference date.
At the central level, the scheme has been transferred from DES to DAH&D in Dec.2002 and the 17th Livestock Census will be conducted by the Department of Animal Husbandry & Dairying with reference date 15th Oct.2003. Necessary actions have already been initiated in this regard.
The nodal agency for conducting the census in all states and UTs is to be the respective state Animal Husbandry Department on uniform basis from the 10th Plan onwards. In all the NER States implementing agency is already the respective Animal Husbandry Department.
Issues for consideration:
1. All the States/UTs should conduct the census as per the guidelines.
2. No State/UT should skip the census.
3. All the States/UTs should adhere to the reference date i.e.15.10.2003.
4. The EFC of the 17th Livestock census has been formulated and meeting
will be convened shortly.

AGENDA ITEM - V ASSISTANCE TO STATE POULTRY/ DUCK FARM
The Centrally Sponsored Scheme “Assistance to State Poultry/ Duck farms” is launched during the 10th Plan in all the States/ UTs of the Country. The scheme includes other species like ducks, Turkey, quails, guinea fowl etc. The pattern of assistance shall be 100% in the case of northeastern States whereas it will be 80:20 in respect of other States between Center and State respectively. Its basic aim is to maintain identified low- input technology breeding stock for multiplication & in turn distribution of their commercial chicks among the beneficiaries like landless & marginal farmers, women in groups and other socially backward sector of the society.
Under this scheme the States were revalidated/ released the amount during 2002-03, which is given in the table below. The States may be requested to give the utilization certificate or refund the same.
