RESOLUTION T-16911. Voluntary revocation of Certificates of Public Convenience and Necessity held by 10 companies. ______
Summary
This resolution revokes, at the request of the companies, Non-Dominant Interexchange Carrier (IEC/IER) and Competitive Local Carrier (CLC/CLR) Certificates of Public Conveniences and Necessity (CPCNs) held by the 10 companies listed in the Discussion Section.
Background
The 10 companies listed in the Discussion section below were certificated by the Commission in their specified markets. All required tariffs were filed.
Each company has stated in a letter or advice letter to the Commission that it no longer has any customers and that it requests revocation of its CPCN.
Discussion
The companies that would be revoked by this resolution are the following:
Utility Type
/CPCN#
/Company Name
IEC / 5229 / Affinity Network IncorporatedIEC/CLC / 5366 / Eclipse Communications Corp.
IEC/CLR / 5775 / Easy Cellular, Inc.
IEC / 5846 / Telephone Company of Central Florida, Inc.
IEC / 5871 / Teleglobe America, Inc.
CLC/CLR / 5922 / Focal Communications Corporation of California
IEC/IER/CLR / 5943 / Comm South Companies, Inc.
IER / 6141 / WWC License
IEC/CLC / 6497 / Global Metro Networks California, LLC
IER / 6699 / Tralee Telephone Company, LLC
The Telecommunications Division (TD) recommends that these requests for revocation be granted and that the companies’ Utility Identification Numbers be cancelled.
This is an uncontested matter in which the resolution grants the relief requested. Accordingly, pursuant to PU Code Section 311 (g)(2), the 30-day period for public review and comment is being waived.
Each of the above companies has submitted a letter or an advice letter to the Commission requesting revocation. There is no reason to deny this request since these companies report that they have no customers and there are about 700 long distance and 300 competitive local carriers authorized to do business in these markets.
TD reviewed the User Fee Surcharge records for the above companies. It appears that none owes additional surcharges.
Findings
1. The companies on the above list were certificated by the Commission in the indicated markets.
2. The companies requested by letter or advice letter that their CPCNs be revoked.
3. The companies’ CPCNs should be revoked and their Utility Identification Numbers should be cancelled in cases where they hold no other CPCNs.
THEREFORE, IT IS ORDERED that:
1. The Certificates of Public Convenience and Necessity granted to the following companies are revoked:
Utility Type
/CPCN#
/Company Name
