Council Minutes

Present: Mayor C. Burghardt-Jesson, Deputy Mayor A. VanGeel, Councillor

D. Manders and Councillor A. Westman.

Also Present: L. deBoer-Clerk and J. Boyer-Manager of Parks & Recreation.

Call To Order

Mayor C. Burghardt-Jesson called the meeting to order at 6:30 p.m.

Declaration of Pecuniary Interest & Nature Thereof

Mayor C. Burghardt-Jesson declared conflict of interest regarding the Accounts as Paid report.

Delegations & Petitions – OPP Staff Sergeant Brad Thompson

Mayor C. Burghardt-Jesson welcomed Staff Sgt. B. Thompson to the meeting on behalf of OPP and Inspector Cristilli. Staff Sgt. Thompson updated Council on the Pan-Am Games, the role of the OPP at the event and in particular in the Middlesex Detachment. The OPP have developed an Action Plan that sets out goals, targets and measurements. Copies are available to Council members if requested. Staff Sgt. Thompson circulated a comparison of crime statistics for first six months of 2014 compared to 2015 first six months. Discussion arose regarding false alarms and the idea of charging of those alarms and the costs involved. Staff Sgt. Thompson highlighted some of the recent initiatives/projects that the OPP have undertaken such as the establishment of On-Line Citizen Self Reporting, Civilization Data Entry and the transitioning to tablets in the cruisers with the idea that the officers can take them with them to the each community detachment. Discussion arose motor vehicle collisions and trends as well as the future of the Lucan detachment office, focus patrols and speeding along Granton Line. Council directed staff to prepare a report on the new ATV/ORV amended legislation for the next meeting.

Communications Report

2015 Ontario West Municipal Conference

L. deBoer noted that this is just reminder of the date for the annual conference in London on November 20th, 2015.

OMA Discussion at AMO Conference

Letter was received from the OMA President inviting municipal leaders to meet with him to discuss medical cuts and physician recruitment at the AMO Conference. Council directed L. deBoer to set up a meeting time for the AMO Conference.

Quadro Broadband Plan

Mayor Burghardt-Jesson brought forward the information on the SW Ontario Broadband Plan and noted that County Council will be discussing the plan.

Committee Reports

CEDC

Mayor Burghardt-Jesson reported on the success on the Baconfest event on the weekend, attendance numbers and thanked staff and the committee for their work to coordinate the event.

Bluewater Recycling Board

Deputy Mayor A. VanGeel reported that the Board received approval to build the new processing facility but will not be moving forward with the project for the next few years given the uncertainty in waste management. The Chair of the Board has requested a meeting with the Mayor, Deputy Mayor and staff to discuss the success of Lucan Biddulph.

New Business

Staff

L. deBoer thanked Mayor C. Burghardt-Jesson for her work with Baconfest as well and noted that the new Public Works Assistant, R. Freiter, has started her position.

Mayor Burghardt-Jesson brought forward the reported submitted by the Treasurer regarding the budget process for 2016. The report was for information purposes only.

J. Boyer presented the revised draft Outdoor Smoking By-law and that comments were received by the MLHU and revisions have been made to the draft to reflect those suggestions. Mayor Burghardt-Jesson would like staff to promote the by-law via the website, newsletter and social media. Discussion arose regarding enforcement and the role of staff and the MLHU. J. Boyer has sent the RZone policy to Oakville for their approval for our use and will be having a conference call with them on Friday to discuss next steps and agreements. J. Boyer brought forward his concern with the skylight at the community centre leaking and there was general consensus to fix the leak and remove the skylight. Staff are looking into used skate sharpening equipment to purchase and the ice is now ready for rentals. Mayor C. Burghardt-Jesson reported that there was a community meeting in Granton last week regarding the parks and a committee has been formed to work with the Parks & Recreation Manager.

Council

Deputy Mayor A. VanGeel brought forward two concerns regarding the drain behind the Beech Street apartment needing to be cleaned up as well as stub removal from recent tree cutting. The information will be forwarded to the Manager of Public Works to look into.

Councillor A. Westman reminded members that Granton Fun Day is this Saturday.

Mayor C. Burghardt-Jesson reported on a recent meeting with MPP, Monte McNaughton and discussed the traffic light situation and he offered his support with the project. Mayor Burghardt-Jesson updated members on the last County Council meeting and they had presentations from the MLHU and SW Local Health Integration Network (LHIN).

Resolved that the Council of the Township of Lucan Biddulph approves the accounts as paid in the amount of $3,579,237.77 as paid.

Resolved that if no one cares to speak to these By-laws on their First, Second and Third Reading, that they be considered to have been read a First time and Passed, read a Second time and Passed, read a Third time and Passed, that they be numbered:
