South Roscommon Day, Residential & Respite Services

The Brothers of Charity Services Ireland – Roscommon Region empower people with intellectual disability and people on the autistic spectrum to live the lives they choose. Our focus going forward is to form a partnership with each individual and to work in consultation with families, enabling each person to design their own service so that they can enjoy a meaningful life in their chosen community with a healthy balance of supports. We wish to create opportunities for people with an intellectual disability to have valued social roles in their communities and to have the chance to form friendships. In order to assist us to achieve this vision we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.

1.  Location

Assignment to South Roscommon Day, Residential & Respite Services based initially in Monksland, Athlone, Co Roscommon. Future developments within the services may require that you are prepared to transfer to another work location as the service needs demand.

2.  Tenure of Employment

This position is a temporary full-time and pensionable for the specific purpose of covering a maternity leave commencing mid-November for an initial period of six months.

3.  Probation

A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probationary period may be extended at the Services’ discretion.

4.  Character

Each candidate must be of attested good character and maintain that status during the period of employment.

5.  Health

The appointee must be free from any disease or defect which would render him or her unsuitable to hold the position and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. In order to satisfy this qualification any applicant may be required to undergo a medical examination at his or her own expense by a doctor nominated by the Brothers of Charity Services Roscommon.

6.  Qualifications, Experience, etc.

Each candidate ideally should possess the following qualifications and experience:

Ø  A relevant 3rd level qualification;

Ø  Previous experience of effectively managing a staff team and demonstrate a proven ability to pro-actively lead, motivate, empower and achieve results through people;

Ø  Experience of working with people with an intellectual disability and managing people’s well-being using an evidence based approach to person centred planning e.g. Personal Outcome Measures;

Ø  An in-depth knowledge and understanding of the National Standards for Residential Services for Children and Adults with Disabilities and The Health Act 2007 Regulations and 2013;

Ø  Experience of working with adults with high support needs and implementing positive behavioural supports;

Ø  Demonstrate a clear commitment to community integration and active citizenship for all people with disabilities with experience in the area of human rights and advocacy;

Ø  A full clean driving license and access to his/her own car.

8.  Pay Grade & Associate Complement of Hours

The approved salary for the post is the Clinical Nurse Manager 2 (CNM2) grade - €48,089 x 9 increments to €56,852 gross basic per annum. The scale refers to a 39-hour week. Entry point on the scale will be commensurate with qualifications and experience.

9.  Hours of Duty

The successful candidate will work 78 hours per fortnight rostered flexibly on a 7-day basis, although hours will mainly be worked Monday to Friday. Flexibility with regard to working hours will be required as there will be a need to start early or finish late to accommodate residential staff. An on-call commitment is an essential requirement of this post. The roster varies in order to meet the individuals, needs and accordingly, you will be expected to be flexible in regard to the hours of duty and any changes in rostering in the future.

10.  Travel

The person appointed must provide his/her own car and must furnish an indemnity from Insurers in favour of the employer. Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty and in accordance with our Travel Policy.

13.  JOB DESCRIPTION

Reports to: Director of Services

Specific Conditions

·  A positive attitude towards working with persons with an intellectual disability and those on the Autistic Spectrum is a pre-requisite, thus enabling them to have a positive fulfilling lifestyle.

·  Each person with an Intellectual Disability/on the Autistic Spectrum must be treated as an individual, at all times acknowledging their personal dignity, according them their full rights and privileges.

·  An understanding that the person using services is responsible for directing his/her services; this is achieved in partnership with family members, the Manager or any other person designated by the manager and the multidisciplinary support team.

·  An understanding of the New Directions model of day support services, as developed by the HSE. A willingness to work in promoting this model within your role under the supervision and direction of the Manager or any other person designated by the manager.

·  An understanding of the HIQA standards for residential and respite services.

·  An understanding of Personal Outcomes Measures and Social Role Valorisation as the quality and evaluation systems that guide the provision of supports to people.

Purpose of the Job

The purpose of the job is to provide an efficient and effective high quality service to the people we support, in line with the vision and ethos of the Services, the personal outcomes of the people we serve and in compliance with the law, good governance, the Services’ policies, within budget following best practice in regard to the people we support, staff and stakeholders.

Principal Duties and Responsibilities

1.  To lead and manage mainly residential services to people with intellectual disability and those on the autistic spectrum in the South Roscommon area, innovating and implementing new services and modernising services as appropriate in line with the wishes of the individual people.

2.  To promote the best use of the individual’s funding and any other potential resources so as to most benefit the individual, taking the lead from their needs and goals as identified by themselves and those who speak on their behalves.

3.  The Manager is responsible for budgets, planning, reporting to the various corporate functions e.g. Quality, Finance, Human Resources, Training, Client matters/data reporting, Health & Safety and Risk Management.

4. Be mindful of best practice and value for money initiatives, identify inefficiencies in the services system that may drain off resources or duplication with what is mainstream and reduce same.

5. The manager is responsible for organising staff so that each service user has staff who will best meet their needs, that services are delivered in the way which best suits the service user and that staff will co-ordinate with one another.

6. Provide an induction programme for new staff so that they are fully aware of the aims and objectives of the programmes being provided and where appropriate, instruct in specific skills.

7. The Manager is responsible for ensuring that each staff is mentored on a regular basis e.g. fortnightly / monthly in order to encourage and support them in the pursuance of meeting the service user’s needs and personal outcomes in a way which promotes the independence and confidence of the service user. Keep ongoing notes of goals set, progress made, and how to best support the staff in line with the Employee Development Programme (E.D.P.) and ensuring staff are appropriately trained and developed.

8.  Develop excellent systems for communication so as to reduce the amount of time spent in meetings, professional rostering which ensures compliance with working time, rest periods and breaks, advance planning of annual leave over the year, sufficient and well-managed locum staff.

9.  Promote the best possible outcomes for each individual in each aspect of their life and respect their adult status and rights at all times.

10.  Develop community links in the interests of the people we support and collaborate with organisational initiatives on housing, community development, volunteers and so on.

11.  Assume the responsibility for the Person in Charge (PIC) under HIQA Regulations

12.  Comply with the governance, policies and procedures of the Services and ensure that the particular services are in compliance.

13.  The position involves access to confidential information and it is essential that such information is kept secure and confidential in compliance with data protection legislation and local policies.

14.  Ensure proper system in place for professional and prompt response to crises and emergencies. Also ensure that there is proper coverage of the role whilst on leave or other absences. Be prepared to cover for other managers when they are on leave.

15.  Be conscious of Health and Safety matters in the workplace and, in particular, comply with employees’ obligations are set out under Chapter 2 of the Safety, Health and Welfare at Work Act, 2005. Ensure that the procedures set out in the Safety Statement are implemented at all times.

16.  Become familiar with and practice fire drill procedures within the workplace, i.e. fire detection, evacuation and firefighting.

17.  Update personal outcomes and participate in regularly checking the individuals needs and follow up on these outcomes, reporting regularly on plan and achievements, ensuring all P.O.M.’s folders are reviewed and up to date.

18.  Co-operate on all aspects of programmes with colleagues and the Multidisciplinary Team and facilitate reporting at Individual Person Centred Planning meetings and similar exercises.

19.  Social Role Valorisation is the theory of practice that underpins the work of the Brothers of Charity Services in County Roscommon. To this end, be mindful of supporting people to have “normal lives in normal communities and actively support people to achieve meaningful social roles in their local community”.

20.  Work in partnership with the local community to promote the abilities of and contribution people we support can make to their local area. Actively seek new interests and opportunities for people to interact in their communities in a positive and image enhancing way via social roles/volunteering, work, membership of groups/clubs, etc.

21.  Ensure that a multi-disciplinary approach is taken to all planning for people supported i.e. contact the relevant multi-disciplinary department as required for support and consultation and encourage all staff to work collaboratively with multi-disciplinary teams.

22.  Foster and facilitate self-advocacy locally and countywide.

23.  Ensure that risk assessments and individual protocols are completed where required and are signed, dated and review dates noted – consulting with other team members, multi-disciplinary support staff and manager as required.

24.  Ensure the safe administration and proper recording of medicines and other forms of treatment to the people we support, in accordance with medical prescriptions and directives of the Medical Director also ensuring that all medicines are securely stored.

25.  Follow all reporting procedures as per organisation guidelines. Report any abuse concerns immediately to the Designated Person and to your line manager or any other person designated by the manager. Report all incidents / accidents, challenging behaviour incidents and medical errors on the appropriate forms.

26.  Be Information Technology literate and maintain/update your IT skills as required, in order to keep records required for the organisation and support people with IT and social media.

27.  As part of this environment and for their own self development, it is essential for staff to attend mandatory training and refresher training on an on-going basis, this is a compulsory requirement.

28.  For staff with professional body requirements, ensure clear professional objectives are identified, discussed and reviewed with Head of Department as part of continuing professional development (CPD).

29.  It is your responsibility to ensure continuing professional development (CPD) and professional registration requirements are adhered to and the cost of same are the responsibility of staff.
