RESOLUTION NO. BG-2017-040

WHEREAS, the BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA) has put on bid the PROCUREMENT OF I.T. EQUIPMENT AND SOFTWARE FOR 2017 with an Approved Budget for the Contract (ABC) in the amount of Pesos: One Million Seven Hundred Forty Thousand (PhP1,740,000.00), inclusive of all applicable taxes and fees, with breakdown as follows:

WHEREAS, the BAC-G, through its Secretariat, posted the Invitation to Bid (IB) on 16October 2017 in the DBM Philippine Government Electronic Procurement System (PhilGEPS) website, BCDA website, and in a conspicuous place reserved for the purpose in the premises of BCDA;

WHEREAS, in response to the posted IB, two (2) interested bidders bought the bid documents, namely: 1) AVLS All Visual & Lights Systems Corp. (AVLS); and, 2) Powercraft Solutions & Data Infrastructure, Inc. (Powercraft);

WHEREAS, on the scheduled Opening of Bids, BAC-G received two (2) proposals, from those who bought the bid documents;

WHEREAS, during the Opening of Bids held on 08 November 2017, the 2 participating bidders, having submitted the required eligibility documents, were found to be “eligible”, thus, their financial proposals were opened which were likewise found to be complying, as shown in the Abstract of Bids (hereto attached as Annex “A” and made an integral part of this Resolution), with the list of the eligible bidder that submitted theSingle Calculated Bid for a specific lot, summarized and shown below:

WHEREAS, no bids were received for Lots A, B, and D;

WHEREAS, on 17 November 2017, the Technical Working Group (TWG) conducted post-qualification of the two (2) eligible bidders to determine whether they comply with and are responsive to the requirements and conditions specified in the Bidding Documents; andafter careful examination, validation and verification of all the eligibility, legal, technical and financial documents submitted to the BAC-G, the TWG recommended in its Post-Qualification Report (hereto attached as Annex “B”)to award Lot Cand Lot E to AVLS and Powercraft, respectively, who were found Complying and Responsive;

WHEREAS, the BAC for Goods declared failure of bidding for Lots A, B, and D pursuant to Section 35.1 of the Revised IRR of Republic Act No. 9184, to wit:

35.1 The BAC shall declare the bidding a failure when:

  1. No bids are received;

NOW, THEREFORE, We, the Members of the Bids and Awards Committee for Goods, hereby RESOLVE, as it is hereby RESOLVED, to recommend the following:

  1. To declare each of the two (2) participating bidders as having the Single Calculated and Responsive Bids (SCRB) for the respective Lot/s in the PROCUREMENT AND DELIVERY OF I.T. EQUIPMENT AND SOFTWARE FOR 2017 (Rebidding), to wit:

  1. To award the Contract to AVLSAll Visual & Lights Systems Corp. for Lot Cin the amount of Pesos: Three Hundred Seventy Four Thousand Four Hundred Fifty (Php374,450.00); and,toPowercraft Solutions & Data Infrastructure, Inc. for Lot E in the amount of Pesos: Seven Hundred Ninety FiveThousand Six Hundred Eighty (Php795,680.00); with each and every contract amount inclusive of all applicable taxes and fees;
  1. To issue the corresponding Notice of Award toeach of the twoaforecited companies, namely: 1)AVLS All Visual & Lights Systems Corp.; and,2) Powercraft Solutions & Data Infrastructure, Inc.;
  1. To confirm the BAC-G’s declaration of second failure of bidding for Lots A, B, and D, to wit:
