INFORMING OF START OF THE SECOND PUBLIC PARTICIPATION PERIOD FOR THE PROPOSED CONSTRUCTION OF THE VILLAGE DEVELOPMENT OF “SENCE DE LIEU” AND ASSOCIATED INFRASTRUCTURE ON FARM 845/3, PAARL
Located to the East of the R301 and opposite the existing Boschenmeer Golf Estate, South East of Paarl, Farm Hartebeeskraal Nr 845/3 boasts a total of 62.43ha within the Drakenstein Municipality. The property forms part of the larger rural landscape of the Municipality and is therefore appropriately zoned as Agriculture Zone 1 in terms of Section 14 of Ordinance 15 pf 1985. The topography of the site can be described as gradually falling from the East to the West in the direction of the R301 (Wemmershoek Road), where a manmade drainage ditch can be found between Farm 834/3 and Farm 845/4. The soil conditions on site were analysed by Bennie Schloms from the Stellenbosch University and the conclusions drawn from the study was that the property has a low to medium potential use for the planting of vineyards, with is the predominant agricultural activity in the area. This is further supported by the recent history of the site which was used as a dumping ground for building material and therefore the predominant vegetation on site consist mostly of degraded grassland which is currently being grazed.
Guillaume Nel Environmental Consultants were appointed by Recurvex (Pty) Ltd. to conduct the Environmental Impact Assessment process for the proposed village development. Recurvex (Pty) Ltd. proposes a mixed development with associated infrastructure on Farm 845/3 consisting of residential, commercial and institutional facilities with a total area covering approximately 15ha. The proposed development will include the following:
- A Religious Institution (approximately 0.160 ha)
- Retail (approximately 1.85 ha)
- A Petrol Station (approximately 1.83 ha)
- Institutional zoning (approximately 0.5 ha)
- Shared Space Squares (approximately 0.458 ha)
- High-Density Residential (approximately 1.614 ha)
- Single Residential Plots (approximately 7.5 ha)
- Village Squares paved area (approximately 0.767 ha)
- Access Servitude Area (approximately 1.137 ha)
- Open Spaces (approximately 1.6 ha)
- Bulk service infrastructure (potable water line, sewerage line, electricity and stormwater infrastructure)
