I.  Welcome, Roll Call and Introductions

II.  Public Comment (No action may be taken upon a matter raised under public comment period unless the matter itself has been specifically included on an agenda as an action item.)

a.  No public comment from Southern Nevada. No public comment from the phone attendees.

III.  Approval of Minutes from the August 5, 2015 Meeting (For Possible Action)

a.  Scott Younger motioned to approve the minutes, George Mckinley Seconded. No objections, Minutes were approved.

IV.  Discussion and Letter Creation about Statewide Accessibility to be sent to Governor Sandoval that Will Be Considered Or Deliberated at the Next AT Council Meeting(For Possible Action)

a.  Thomas Kerns provided an over view as to the purpose of the letter.

b.  George McKinley shared the results of the August 18th identifying issues with the State of Nevada Website access:

·  Such as not having a point of contact to file a complaint in regards to the accessibility of websites for the State of Nevada.

·  To possibly create an entity to review and regulate the websites as a whole, to identify a point of contact to register a complaint.

·  A suggestion of an advisory committee of users to advise the State and citizens on how to fix ongoing accessibility issues within the State and letting the public know their rights as users.

c.  Scott Youngs read the proposed draft recommendations from the AT Council meeting in November, including:

·  How to identify the ADA Coordinator and how to file a complaint, and examine grievance procedures.

·  A State office or department to be built to oversee policy, procedure and oversite.

·  To write a letter to the Governor or other applicable agencies that would include background, a framework of issues, who it affects, anecdotal evidence of issues and to provide suitable recommendations.

·  Assist in providing community based training to State Agencies, and members of the Disable Community.

·  This letter would have to be authorized by the AT Council before it was submitted to the Governor’s Office.

d.  Next followed a discussion with all members about best practices and structure of the letter; including verbiage and legality. Also, it was discussed sending the letter for to other councils and advisory boards for their input and suggestions on crafting a final letter. This will help recruit a more diverse group of data sources to support the claims that there are issues with the websites.

e.  Commitments made during this meeting:

·  Thomas: Introduction / AT Council Description

·  George: Purpose including a description of the inaccessibility of the websites and services

·  Frida: Anecdotal Evidence / Story Keeper

·  Scott: Legal Framework

·  All: Recommendations for resolution

f.  Resolutions include examples of what other states have done to increase accessibility in their web interface, namely Texas and New Mexico. This includes additional training suggestions for individuals who work on websites to understand accessibility completely, IT procurement, and State Agency participation.

g.  Added Item, not scheduled on the agenda. Next meeting date discussion. Next meeting location will be Nevada Disability Advocacy and Law Center, 1875 Plumas St, STE 1, Reno, NV 89509. Date will be decided by the results of the Doodle poll.

VI. Public Comment (No action may be taken upon a matter raised under public comment period unless the matter itself has been specifically included on an agenda as an action item)

a.  Beverly Bavaro, who had to leave 12:00 pm, entered a public comment that she is concerned about privacy concerns about an email being used in communication to the Governor that the sender may not wish to have the contents of that letter made public; and the sender should be notified before the email is used in that way.

b.  Erik Burggraaf, Commented on Resolution NFB 2015-8, regulation on website accessibility on State Websites. He pointed out that this outlines pretty well the requirements for blind persons web access, and suggests it would be a good consideration for the recommended resolutions portion of the letter. He also thanks Chairman Kerns for his work on this letter, and his work with the NFB.
