14. General Summary of Function/Purpose of Position
The purpose of this position is to oversee the day to day work activities of the unit’s staff with regard to the operations of the Bay City State Recreation Area and boating facilities administered by the unit. The employee shall function as a lead worker of other rangers and of short-term-workers in achieving this purpose. The employee shall assist the unit manager and supervisor in various administrative tasks as delegated. The employee shall perform various types of operational and maintenance duties consistent with the operation of a state recreation area. The employee shall regard their personal safety, as well as the safety of co-workers and the public, as their personal responsibility.
Applicants/employees must obtain passing physical fitness test certificate within 90 days of being appointed/hired to the commissioned position. The fitness test is administered by the Michigan Commission on Law Enforcement (MCOLES).
Applicants/employees must also obtain a Michigan Commercial Drivers License within 6 months of appointment to position.

Duty 1
General Summary of Duty 1 % of Time 30VISITOR SERVICES/PUBLIC CONTACT
Individual tasks related to the duty.
· Provide information to the general public regarding the recreation area and points of interest.
· Resolve customer complaints and respond to emergency situations.
· Enforce state administrative rules and other laws on park administered lands. This may require performing tasks such as making physical arrests, writing appearance tickets, making evictions, and assisting outside law enforcement agencies.
· Direct and control traffic at developed campgrounds, day use facilities, and boating facilities.
· Assist in planning, organizing, and directing special events and programs designed to increase attendance and revenue.
· Register campers with computerized system, collect various permit fees, and oversee the operations of public contact stations.
· Maintain good working relationships with local municipalities, friends groups, stakeholders, vendors, state and federal agencies, and members of the law enforcement and emergency management community.
Duty 2
General Summary of Duty 2 % of Time 30MAINTENANCE
Individual tasks related to the duty.
· Oversee, assist, and train subordinates in the maintenance of grounds, buildings, boating facilities, and equipment.
· Plan, organize, and direct routine, preventive, and repair maintenance tasks and minor construction projects; secure cost estimates, bids, and orders from vendors.
· Perform janitorial tasks, carpentry, building repair, grounds maintenance, tree and limb inspection/removal, equipment repair, and electrical and plumbing tasks; be able to safely and efficiently use any tools and equipment necessary for the accomplishment of those tasks. Operate and maintain trucks, tractors, and other motorized equipment.
· Maintain and update skills and knowledge of power tool use, cleaning materials and procedures, building materials, and lawn and foliage care; learn new maintenance tasks not listed above that would be useful in improving productivity of other tasks. Attend maintenance training sessions as required by supervisor. Complete hazardous tree and limb survey and removal training. Learn and apply boating site operations and maintenance programs.
· Maintain maintenance files and computer inventories of supplies and equipment; update records. Troubleshoot/remedy minor computer problems.
· Design, write, update, monitor and enforce preventive maintenance programs.
· Responsible for the monitoring and maintenance of various water supply and wastewater systems, including spray park operations; in re to the spray park, shall complete and pass an Aquatic Facility Operator class.
Duty 3
General Summary of Duty 3 % of Time 25HUMAN RESOURCES

· Assist with the recruitment and hiring of state worker 4 employees.
· Facilitate assessment of teams' knowledge, skills and abilities for accomplishing projects and tasks.
· Identify and request resources needed to efficiently and effectively accomplish work objectives.
· Plan, prioritize, and assign daily operational and maintenance tasks to subordinate employees; make bi-weekly work schedule recommendations to supervisor based on such planning and prioritizing.
· Provide necessary on the job training, coaching, mentoring, and assistance to lower level employees; inspect and review on-going and completed tasks.
· Resolve issues with staff through agreeable solutions or consensus, using active listening and appropriate questioning techniques.
· Address morale problems; design and engage in tasks that would improve employee morale and productivity; mentor and coach employees as needed; report to supervisor any need to engage in formal counseling or discipline.
· Facilitate communications between supervisor and subordinate employees.; communicate on a timely basis with supervisor; identify and elevate issues to supervisor as needed.
· Enforce all safety plans and rules; observe and act upon any unsafe conditions that may threaten employee safety; be active part of safety team responsible for improving existing safety plans and rules.
· Report all injuries and accidents to supervisor.
Duty 4
General Summary of Duty 4 % of Time 10ADMINISTRATIVE ASSISTANCE
Individual tasks related to the duty.
· Assist management in establishing program goals, objectives, and annual work plans; perform tasks in accordance with the division strategic plan and other management plans as directed.
· Maintain records of annual work plans, strategic plans, outreach efforts, and other program goals and objectives as directed.
· Report to supervisor summaries of park use, attendance, and other routine usage.
· Report to supervisor matters that involve injuries, property damage or theft, potential litigation, facility breakdown or closure, power outages, and missing persons.
· Collect, reconcile, and deposit fees collected by subordinate employees; ensure that financial activities are conducted in accordance with established policies and procedures; immediately report questionable activities to the supervisor.
· Maintain control of park inventory and communicate needs for procuring supplies and materials to the supervisor in a timely manner.
· Ensure that all employees write incident reports as required and that such reports are written in a satisfactory manner in terms of substance and readability.
· Complete various work activity reports and correspondance as directed by supervisor.
· Attend meetings and represent the park at functions outside the boundaries of the park.
· Ensure that public contact points are maintained in a clean, organized manner, that is suitable for conducting business.
Duty 5
General Summary of Duty 5 % of Time 5STEWARDSHIP, INTERPRETATION, AND OUTREACH
Individual tasks related to the duty.
· Gain and update knowledge and skills in the areas of natural, historic, and cultural resource preservation and conservation that would pertain to the properties administered by PRD.
· Become familiar with the stewardship issues at this unit and participate in stewardship work projects.
· Observe any stewardship concern or other natural, historic, or cultural resource preservation concerns while performing other duties; remedy and report to supervisor such concerns in a timely manner.
· Maintain knowledge of the interpretive programs being offered at this unit. Participate in interpretive program events and activities as directed.
· Oversee the Green Initiatives program for this unit.
· Participate in the prescribed burn program at least by assisting with crowd control and disseminating information to the public.
· Assist in the many outreach programs at the park. Track and document visitor outreach attendance. Participate in job fairs and outreach programs, both for employee recruitment and for visitor attendance enhancement.

Plan, organize, inspect, review and assign, daily tasks to subordinate employees involving routine and scheduled operations and maintenance of the unit.

Repair of major facility breakdowns, closing of facilities due to damage or system failure. Expenditures of budget funds. Interpretation of policies and procedures, and proposed changes to normal Division practices. Matters involving serious injuries, accidents, incidents, and confrontations.

Heavy lifting, bending, climbing, twisting, and carrying duties consistent with the daily operation and maintenance of state recreation areas and boating facilities. Employee will be exposed to all types of weather conditions and will be occasionally exposed to environmental conditions such as smoke, fumes, dust, and poisonous plants. Employee may be exposed to various cleaning solutions, chemicals, and paints used in maintaining facilities and equipment. Employee will operate a variety of hand tools, vehicles, and grounds maintenance equipment. Employee may be required to use force to physically arrest violators in some law enforcement situations. Foot patrol will require extended periods of walking. Employee may be required to work overtime and to work a variety of different shifts throughout the year, including shifts that may be scheduled for any time of the day or night.

23. What are the essential functions of this position?
To provide a safe and healthy environment for the public to pursue recreational activities on lands administered by the Bay City State Recreation Area and to protect the natural resources on these properties. Plan, direct, assign, oversee, review, and perform daily operations and maintenance of a state recreation area and other facilities administered by this unit. Assist in the selection, training, and evaluation of employees. Building, grounds, infrastructure, equipment, and vehicle operation and maintenance. Collection of, and accounting for revenues and permits. Maintaining good public relations within the parameters of facility operations. Assist with administrative tasks as delegated by the supervisor.
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
There has been the addition of a requirement to obtain a Michigan Commercial Drivers’ License, necessary to maintain and operation of the Boating Access Sites when the seasonal Ranger E with a CDL is not available. Other added task responsibilities are for maintenance, operation, and oversight of the spray park, including obtaining approved training (e.g., Aquatic Facility Operator class), and for tree inspection, removal, and replanting programs, including approved training for such tasks.
25. What is the function of the work area and how does this position fit into that function?
The function of the work area is to provide the public a variety of recreational opportunities and to protect natural, historic, and cultural resources contained within the work area. This position fits into that function by overseeing the human, physical, and natural resources of the units comprising the work area, and by carrying out all other tasks necessary to operate these units on a day-to-day basis in compliance with Department and Division policies, procedures and standard operating practices.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
High School diploma or GED.
EXPERIENCE:
Three years of park & recreation experience, including one year equivalent to a Park & Recreation Ranger E8
Alternate Education and Experience
Completion of at least 8 semester (12 term) college credits in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger E.
Completion of at least 15 semester (22 term) college credits in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and recreation Ranger E.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to communicate with people, both verbally and in writing; be able to persuade compliance with rules by the user while maintaining a friendly demeanor. Ability to comprehend extensive and complex procedures. Ability to collect, consolidate, and maintain work records and reports. The ability to account for financial transactions. Ability to assist in the management of a state recreation area and boating facilities. Must be able to work in a team environment.
