Batheay Flood Control and Irrigation System Construction Project

  1. BACKGOUND

The ex-post evaluation assignment on the Batheay Flood Control and Irrigation System Construction Project was commissioned to KoreaGlobal development Consulting Center(KGDC), a non-profit research and consulting institute for an external evaluation by an independent organization.The evaluation will be carried outby assessing the relevanceas well as the effectiveness, efficiency, impact and sustainabilityofthe two KOICA projects carried out consecutively in the region of Batheay District, Kam Pong Cham Province, Cambodia from 2007 to 2010: (1) The Batheay Flood Control Project(2007-2008, US$ 2 Million) and (2) The Batheay Irrigation Construction Project(2009-2010, US$ 2.5 Million).The basic criteriaand methods of evaluation will follow the "principlesforevaluationofdevelopment assistance" of OECD/DAC,along with KOICA's development cooperation evaluation guidelines.

  1. OBJECTIVES

As part of the evaluation team, theCambodia-based local consultants (senior development expert and/or researcher: THE EMPLOYEE) are required to carry out some supportive functions regarding the field evaluation activities in Cambodia. The local consultants will mainly support the evaluation to be participatory and objective where local stakeholders and beneficiaries are involved from planning, information collection and reporting to result-sharing of the evaluation task. In particular, he(she) will provide substantive inputs on the evaluation and facilitate the Korean expert team’s field visits, interviews, questionnaires, and a workshop in Phnom Penh.

An end-of-the-project evaluation was made in 2009, confirming the rationale and objectives achievement of the projects. As this ex-post evaluation is a comprehensive review on the overall results of the projects including impacts, effects, and sustainability as well as the appropriateness of the process. The evaluation research will be placed on the process and outcome of the projects in terms of relevance, effectiveness, efficiency, impact, sustainability and the cross-cutting issues - gender main-streaming and environment– focusing on effects and impacts, not only direct but also indirect social, economic, institutional, environmental and other development indicators resulting from the activities.

  1. EVALUATION METHOD

The methods of evaluation will encompass basic research, field visits on site, interviews, questionnaire surveys and a workshop with project partners and stakeholders both in Korea and Cambodia. The results will be compiled and summarized into a report in English and Korean, subject to be submitted to KOICA. The evaluation reports will be disseminated to associated institutes to be shared and tapped into the future cooperation between Korea and Cambodia.

Along with the in-Korea research, a survey will be carried out in advance with a wide range of recipient stakeholders including the responsible government ministry, project/program execution institutes and beneficiaries in Cambodia. Questionnaires will be sent to the main stakeholders so as to be compiled before the field visit scheduled in early September 2013. The in-Korea research and questionnaire survey will lay out the foundation for the following field visit/on-site interviews, and the joint evaluation workshop in Phnom Penh. The Team will produce a tentative research result early October subject to public debate and supplementary survey to be finalized not later than early December. One of the two local consultants, a senior consultant, will carry out the role of in-country coordinator for the field survey and prepare an independent evaluation report on the projects. The other local consultant will assist and facilitate the in-country survey, field visits and interviews, under the supervision of the senior consultant.

  1. MAIN TASKS (For Researcher/Local Consultant)

1.Assist in Conducting Surveys on Local Stakeholders in Collaboration with Senior Local Consultant

With the guidance of KGDC Evaluation Team Leader and instruction of Senior Consultant, identify the local stakeholders including the ministries, related organizations and institutes, project partners and participants on both on-line and off-line basis

Receive the survey forms(questionnaires) from KGDC and distribute to the identified local stakeholders via on-line and off-line

Collect and compile the survey results, and submit to KGDC along with the initial analysis on them

Provide translation on the relevant local documents, if necessary

2.Facilitate the Field Visits and Interviews

Function as a focal point for the field survey in Phnom Penh

Actively coordinate between KGDC and local stakeholders to arrange field visits and interview meetings

Accompany the KGDC Evaluation Team from Korea throughout the field visits and interviews, and provide interpretation, if necessary

Record the main points of field visits and interview meetings

3.Assist in Arranging a Half Day Evaluation Workshop in Phnom Penh

Assist in preparing the agenda and program of the workshop

Assist in making the required logistical arrangements including the dissemination of the workshop information

Draft and submit a report summarizing the proceedings of the workshop

  1. QUALIFICATION

A solid knowledge and at least 3 years research or field activities, especially for international development projects and programs

A good contextual knowledge of the country and local conditions

Good command of English , and strong conceptual and empirical analytical skills with Khmer mother tongue

  1. TERMS OF CONTRACT

For aresearcher/local consultant, the contract will be issued for a period of one(1) monthand half from the start of the third week of August 2013(among five weeks of August) to the end of the third week of September 2013.Based on the projection of KOICA and KGDC for the level of effort, the KGDC(THE EMPLOYER) pay the professional feefor the assistant research/local consultant and the fee isone thousand US dollar ($1,000 USD). This amount includes US$100 communication allowance for the contract period. Travel allowance in case of travelling outside the Metropolitan area will be added US$100 per day. The professional fee includes the subscription fee for the disaster compensation of the EMPLOYEE who is responsible for the disaster insurance subscription for the activities regarding this contract, and the EMPLOYER is immune from the claims of compensation in addition to the insurance compensation subscribed. 60 percent of the fee will be paid upon the signing of this Terms of Reference for Local Consultant Contract and the residual will be delivered upon the completion of the contract.

  1. EVALUATION TEAM AND ARRANGEMENTS

It is expected that this task is accomplished by 4 consultantsof Korean expert team, and 2 local consultants of Cambodian expert team. The responsibilities of the Korean expert team are as follows:

Document reviews prior to the field visit

Prepare questionnaires for surveys and interviews

Conduct surveys and interviews with Korean stakeholders, as well as Cambodian stakeholders in coordination with local consultants

Provide checklists for the field visit;guidelines for the workshop preparation

Analyze the results of the field visits,surveys and workshop, and integrate with the analysis of local consultants

Draft andfinalizethe evaluation report

As the timeframe is tight, it is expected that the evaluation team will act with diligence and maintain all deadlines. Proposed overall timetable is:
