Sixteen Guidelines:
Creating The Exam Questions And/Or Statements
1. The statement should be all inclusive so that the trainees do not have to review the responses to understand what the question is asking. And, words that are repeated in each response set should be included within the statement.
2. The statement should be clear, concise and consistent. Overly lengthy and complex questions simply confuse the trainees and uses up testing time.
3. Be cautious writing statements using the negative voice because typically they are more difficult than if they were written in the positive.
4. Ask the trainees to select the "BEST" answer for each question.
5. Rather than using a blank in the beginning of a statement which often causes trainees to be confused, rewrite the statement as a question.
6. Use simple language when writing each test question. Avoid unnecessary jargon.
Creating The Exam Response Sets
7. If possible, place the answers in logical order. For example from largest to smallest, sequential order, etc.
8. When selecting the correct response, avoid picking that letter over and over again. Or, creating a pattern that trainees can detect. It is best that the correct response occur equally for all response options.
9. Distracters (which are the non-correct answers) must be written in a way to differentiate those trainees who do know the correct answer from those who are ignorant to the correct answer. Thus, the distracters must be plausible.
10. When writing the response sets, it is best to create answers that are consistent in length, form, content, explicitness and grammar.
11. When writing the correct answer, do not use the exact words from the training manual or the exact examples used during training. Instead create fresh illustrations and rhetoric in order to truly measure the trainees' comprehension and application abilities. However, you can use exact terminology when writing distracters in order to fool those trainees who remember the example but who don't truly comprehend the information being taught.
12. Distracters should not be alike with one another.
13. When writing the responses, do not use words like "always" or "never".
14. Approach "none of the above", "all of the above", etc. responses with caution.
15. Use numbers for the questions and letters for the response sets.
16. Use correct punctuation for the statements and the responses. If the statement is an incomplete sentence, then the answers should begin with a lower case letter. If the statement is a complete question, then the responses should begin with capital letters. However, if the statement is a question but the responses are incomplete sentences, begin the responses with a capital letter but do not end it with any punctuation.
