POSITION DESCRIPTION
TITLE: POLICE SERGEANT
DEPARTMENT: POLICE
REPORTS TO: POLICE LIEUTENANT
POSITION: FULL TIME/EXEMPT
POSITION SUMMARY
To perform supervisory and administrative work in assisting the Chief of Police and Lieutenant in the management and administration of functions including planning, organizing, training, staffing, directing and coordinating the activities of patrol personnel; to prevent crime or a disturbance of the peace and to protect life and property; and to assist the Chief of Police and Lieutenant in managing and supervising the activities of the department.
DUTIES AND RESPONSIBILITIES
Supervisory
· Supervises subordinates, which include patrol officers and reserve officers;
· Supervises and reviews other activities of the police department, as directed;
· Supplements the patrol and detective positions, as required, to enforce traffic and criminal law;
· Provide supervision, guidance and direction, as necessary, in the successful completion of investigations relating to traffic law violations, criminal incidents, and major crime scenes;
· Respond to major traffic accidents and direct law enforcement activities on scene;
· Prepares personnel evaluations and administers to subordinates with concurrence from the Lieutenant;
· Assigns special assignments and duties;
· Evaluates training needs and recommends personnel to participate in various seminars or training classes;
· Conducts internal investigations and uses independent judgment to discipline, up to and including suspension, of an employee. Uses independent judgement to recommend discipline, up to and including dismissal, from employment;
· Responsible for administering the labor agreement and uses independent judgement to affirmatively adjust grievances;
· Reviews time sheets monthly for assigned team.
Administration
· Assumes the responsibilities of the Lieutenant and/or the Chief in their absence;
· Prepares accident reports, criminal and informational reports and other related reports;
· Reviews reports prepared by subordinate officers;
· Insures all department equipment is cleaned, repaired and maintained at all times;
· Maintains an inventory of police equipment, radios, batteries, maintenance order supplies equipment, and investigator and safety supplies;
· Reviews policies, makes recommendations to Lieutenant for amendment;
· Serves as Press Information Officer, as necessary;
· Studies and researches new laws and court decisions and assures that this information is disseminated to subordinates;
· Assists the Chief and Lieutenant with annual budget preparation, selection of personnel, and preparation and administration of grants;
· Promotes teamwork and encourages an atmosphere that will stimulate an exchange of ideas, information, and job experience with the department;
· Develops and promotes adherence to appropriate safety rules, regulations, and practices;
· Reviews police reports for approval and/or amendment.
From a pool of assignments, the Lieutenant will assign responsibilities to each Sergeant. Pool consists of:
o Reserve Officer Coordinator – directs training, hiring, discipline and dismissal of officers; sets standards for the reserve program consistent with legal and current trends.
o Manage city jail operations and policy development; research case law in maintaining jail safety.
o Vehicle Maintenance Coordinator
o FTO Coordinator
o Range master. Responsible for weapons training and qualifications for the department by delegation to the range master.
o Motorcycle Coordinator
o ATV/Bicycle Coordinator
o Patrol Continuing Education Coordinator
Field Activities
· Renders prompt, effective, and courteous service to promote goodwill between the City and the public;
· Promotes community goodwill through involvement in civic events, programs, and organizations that generate public support;
· Conducts talks and citizen engagements as requested by the Chief of Police or Lieutenant;
· Meets with the public and other agencies to process inquiries, complaints, and concerns;
· Maintains communication with community organizations, businesses, schools and other programs;
· Conducts talks and citizen engagements, as scheduled.

ACCOUNTABILITIES
Must perform all law enforcement duties in an accurate and timely manner. Must assist the Chief of Police and Lieutenant with the administration and management of the department, including planning, staffing, and budgeting activities. Acts as a supervisor to all subordinate personnel.
JOB REQUIREMENTS
Meet all requirements and essential job functions of a Seaside Police Officer. Knowledge of Federal, State and local laws is required. Modern police methods and techniques must be used to complete law enforcement responsibilities. Eight (8) years of full-time law enforcement experience. Possess or be eligible for an Advanced Police Certificate from the Department of Public Safety Standards and Training within 12 months from the date of appointment. Must obtain Supervisory Police Certificate from the Department of Public Safety Standards and Training within 18 months from the date of appointment. Must be medically fit. Must demonstrate proficiency in the use of firearms, radar, radio, and other police equipment. Must be competent in the use of computers. Any combination of experience, training and/or education may be considered to meet the above stated requirements. It is the responsibility of the applicant to provide documentation in support of the above. Must pass an eighteen-month probationary period.
PHYSICAL DEMANDS OF POSITION
While performing the duties of this position, the employee is frequently required to sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Duties involve moving materials weighing up to ten pounds on a regular basis; weights may be substantially higher depending on respective evidence. Manual dexterity and coordination are required 100% of the work period for operating equipment such as communications equipment, keyboards, firearms, vehicles, and all other law enforcement equipment.
WORKING CONDITIONS
Varied shift work in potentially dangerous environments. Shift assignment is at the direction of the Lieutenant and is currently based on a seniority bid among patrol Sergeants. Sergeants are expected to be on-call and be readily available to respond to an incident in a timely manner. Sergeants shall live within thirty (30) miles of the City of Seaside Police Department.
SUPERVISORY RESPONSIBILITY
Supervision is the priority of this position. Responsible to administer and supervise the assigned team, and other patrol personnel as necessary.
This is a regular full-time non-union position at Range PE 45 + benefits.
