Re: Circular 22/2017 – Application of 01 January 2018 Pay Adjustments

Dear Colleagues,
The National Shared Services Office (NSSO)wishes to advise that the pay rates adjusted under the above circular 22/2017[effective from 1stJanuary 2018] will be applied to payrolls from and including pay days 11th and 12th January 2018. This means that, from 1st January 2018:
- The second half of the amount of the reduction incurred under the FEMPI Act 2013 / the Haddington Road Agreement will be restored for those whose annual remuneration is not less than €65,000 and not more than €110,000 after the HRA reduction. (Section 6C of the FEMPI (No. 2) Act 2009 (as inserted by section 3 of the FEMPI Act 2015) refers):
- The annualised amount of the basic salary of civil servants who are “covered” public servants will be increased by 1%.(Section7(1) of the Public Service Pay and Pensions Act 2017 refers).
- Civil servants who have not yet achieved full restoration of their additional HRA reduction (i.e. those earning more than €110,000 after the HRA reduction) will have the 1% increase due on 1st January 2018 calculated in accordance with section 18 of the Public Service Pay and Pensions Act 2017 Act.
Compilation of revised pay rates for employees on off points and on higher duty allowances will commence once the pay scales are in place from early January. These calculations will be finalised by NSSO-PeoplePoint not later than 31st March 2018, provided all queries raised with Local HR teams (as required) are answered within a 2 week timeframe. Pay adjustments will then be paidby the NSSO-PSSC in April. Individual queries in relation to the employees on off points and on higher duty allowances should be raised with NSSO-PeoplePoint (or where applicable Local HR areas).
Revised pay rates for some grades that are specific to Departments are not provided on the central pay scales files to NSSO-PSSC from the Department of Public Expenditure and Reform. NSSO-PSSC will apply revised rates for those grades once advised by Local HR. Individual queries in relation to those grades should be raised with Local HR areas.
