ARTICLE I
NAME AND MEMBERSHIP
Section 1. This organization shall be known as the Retired League of Postmasters, Ohio Branch.
Section 2. The membership shall consist of Retired Postmasters, Life Members and Honorary Members.
Section 3. Retired Postmasters are associate members of the National League of Postmasters of the United States who were former Postmasters and who continue to pay dues and exercise an interest in the League.
Section 4. Life Members are Retired Postmasters who have paid a one time fee as decreed by the National Office of the League.
Section 5. Honorary Members are made upon the recommendation of a member and voted on by the membership present; and obtaining a majority vote at the State Convention.
ARTICLE II
ORGANIZATION
Section 1. A Branch of the National Retired League of Postmasters shall have at least three (3) elected officers.
Section 2. Each Branch shall forward the names and addresses of the officers annually to the National Retired League of Postmasters President and the National Retired League Secretary immediately after the election at the State Convention.
Section 3. Failure to maintain officers as designated in Section 1, or failure to inform the National Retired League of Postmasters as outlined in Section 2 may result in the State Charter being recalled.
ARTICLE III
OFFICERS AND TERMS OF OFFICE
Section 1. The elected officers of the Retired League of Postmasters shall be a President, Executive Vice President, one (1) Vice President and a Secretary-Treasurer. The election will be held at the annual State Convention and the elected officers shall take office immediately at the adjournment of the Convention.
Section 2. The President shall serve a two (2) year term and shall be allowed to run for two (2) consecutive two (2) year terms.
Section 3. The Vice Presidents shall serve a two (2) year term and shall be allowed to run for two (2) consecutive two (2) year terms. They are to be elected in alternate years; in order to maintain the continuity of the Executive Board.
Section 4. After the election of Vice President, the membership present at the Convention shall elect one of the Vice Presidents to serve as Executive Vice President.
Section 5. The Secretary-Treasurer shall serve a three year term and shall be allowed to run for two (2) consecutive terms.
Section 6. In the case of a vacancy in the office of President, the Executive Vice President shall fill the unexpired term. This will not count as a term as stated in Section 2. In the case of a vacancy in any other offices, the President, with the approval of the Executive Board; shall appoint a replacement to succeed to the unexpired term. This will not count as a term as stated in Section 3 or 5.
Section 7. The officers of the Retired League of Postmasters, Ohio Branch, shall not serve more than two (2) consecutive terms in any office. The exception being the position of Immediate Past President, who will serve one (1) one year term.
Section 8. Any former officer may serve more than two (2) terms in any office; provided they are not consecutive. Normal term limits for that office will then apply.
ARTICLE IV
ELECTIONS
Section 1. Candidates for office in the Retired League of Postmasters, Ohio Branch, shall be nominated from the floor, and elected by the highest vote count. Those voting must be present at the meeting, be a current paid member and registered for the State Convention.
Section 2. Any officer serving an unexpired term must resign that position upon acceptance of a nomination to another office. The vacancy thus created shall be filled by the normal election procedure during the State Convention in session.
ARTICLE V
REPRESENTATION
Section 1. The Retired League of Postmasters, Ohio Branch representative/delegate at the State and National Convention, the Forum and Area Conference shall be the President or a designee assigned by the President.
Section 2. It shall be the duty of the Retired League Representative to make known to the National Executive Board, the concerns and goals of the Retired League of Postmasters, Ohio Branch; and to convey to them the manner in which the Ohio Branch can best support the League.
ARTICLE VI
EXECUTIVE BOARD
Section 1. The President, Executive Vice President, Vice President, Secretary-Treasurer and the Immediate Past President shall constitute the Retired League of Postmasters, Ohio Branch Executive Board.
Section 2. The Executive Board so named in Article VI, Section 1, shall have full power and authority over the affairs of the Retired League of Postmasters, Ohio Branch, within the established policies and when the State Convention is in session. If the one (1) year term of the Immediate Past President has expired, and, in the event there is a tie vote of the Executive Board; the President of the Ohio Branch Active Postmasters shall cast the deciding vote.
ARTICLE VII
DUTIES OF OFFICERS
Section 1. The President shall preside at all Retiree business meetings. The President, or designee, will be the representative at State, Forum and the National Convention. The President shall work with the State President to promote the welfare of all Postmasters, both active and retired.
Section 2. The Executive Vice President shall assist the President and act in the absence of the President.
Section 3. The Vice President shall fulfill the duties as assigned by the President.
Section 4. The Secretary-Treasurer shall record the minutes of the meetings; present a proposed annual budget at the State Convention; pay all invoices approved by the budget, including memorial donations to the scholarship fund; maintain a record of the membership; deposit all receipts, including dues money received from the active State Treasurer. Present an annual report of the financial activities of the preceding year at the Retired League of Postmasters meeting at the State Convention.
ARTICLE VIII
STATE, NATIONAL CONVENTION
& SPECIAL MEETINGS
Section 1. The Retired League of Postmasters, Ohio Branch, shall meet at the State Convention at which members in good standing and are registered shall have the right to vote. This also applies to the National Retired League of Postmasters meeting held at the National Convention.
Section 2. A special meeting of the Executive Board can be called if an emergency situation occurs.
ARTICLE IX
COMMITTEES
Section 1. The President shall appoint a Code ofGoverning Rules Committee, which shall review the Code and recommend changes to the Executive Board; which shall be voted on at the State Convention.
Section 2. The President shall appoint an Auditing Committee, which shall audit the books of the Secretary-Treasurer during the State Convention and present a report on the finding.
Section 3. If other Committees are deemed necessary to complete the mission of the Retired League of Postmasters, the President shall so appoint.
ARTICLE X
DUES
Section 1. The dollar amount of dues shall be determined by a vote of the delegates at the annual National League of Postmasters Convention.
ARTICLE XI
TRAVEL, LODGING, EXPENSES
Section 1. Members of the Executive Board shall be reimbursed as stated in the annual approved budget.
Section 2. If a representative of the National Retiree Board attends our State Convention at our official request, the Retired League of Postmasters, Ohio Branch, shall reimburse the representative for one (1) nights lodging and the registration fee as required by the National Retired League of Postmasters.
Section 3. If the Ohio Branch, Retired League of Postmasters Board members are not paid by the Ohio Branch NLPM for attending the National Convention and/or the Forum, then they are to be paid by the Retiree Treasurer according to the amount stipulated in the Retiree Budget for that year. This does not apply to delegate fees when Retirees sit as representatives of the OH Branch and have voting privileges at the National Convention.
ARTICLE XII
AMENDMENTS
Section 1. The Code of Governing Rules may be amended by a majority vote of the Retired League of Postmasters members present at the annual State Convention Meeting. Members wishing to amend the Code shall present a proposal signed by four (4) Retired League of Postmasters at said meeting.
Section 2. Unless otherwise specified, the effective date of an amendment so adopted, shall be immediately upon the adjournment of the Convention.
ARTICLE XIII
PARLIAMENTARY AUTHORITY
Section 1. The rules contained in the current edition of “Robert’s Rules of Order Newly Revised” shall govern all cases to which they are applicable and in which they are not inconsistent with this Code of Governing Rules.
