Description of Development
This application seeks planning permission for the erection of a conservatory to the rear to replace the existing.
Consideration of the Proposal
The main issues to consider are:

The application site is within the settlement boundary of Newbury and, as such, extensions to residential properties are acceptable in principle providing that they comply with Policies DP1 of the Berkshire Structure Plan 2001 – 2016 and Policy OVS.2 of the West Berkshire District Local Plan 1991 – 2006 with regard to design and the avoidance of any adverse impacts on neighbouring occupiers or uses.
The property is a semi detached house situated within a fair size garden plot which is screened by wood panel fencing and shrubs. The proposed conservatory would replace the existing smaller conservatory and is an appropriate extension to the dwelling. Given that the conservatory would replace an existing, albeit smaller conservatory, there are considered to be no adverse impacts to the neighbouring properties and accordingly the proposal is acceptable to Policies DP1 of the Berkshire Structure Plan 2001 – 2016 and Policy OVS.2 of the West Berkshire Local Plan 1991 – 2006.
Conclusion
It is concluded that this application is appropriate with regard to design and impact on neighbouring amenity. It is therefore recommended that the application be approved subject to the conditions as detailed below.
Full Recommendation
The Head of Planning and Transport Strategy be authorised to grant planning permission subject to the following conditions:
1. The development shall be started within five years from the date of this permission and implemented strictly in accordance with the approved plans.
Reason: To enable the Local Planning Authority to review the desirability of the development against Policies DP1 of the Berkshire Structure Plan 2001-2016 and OVS2 of the West Berkshire District Local Plan 1991 - 2006 should it not be started within a reasonable time.
2. The materials to be used in this development shall be as specified on the plans or the application forms. No others shall be used unless agreed in writing by the Local Planning Authority.
Reason: In the interests of amenity in accordance with Policies DP1 of the Berkshire Structure Plan 1991 - 2006 and Policy OVS2 of the West Berkshire District Local Plan 1991 - 2006..
3. The development hereby approved shall be carried out in accordance with drawing reference WBC 161 01 which was received on 18th July 2005, unless otherwise agreed in writing by the local planning authority.
Reason: To ensure that the development is carried out in accordance with the submitted details assessed against Policies DP1 and EN1 of the Berkshire Structure Plan 2001-2016 and OVS2 and ENV2 of the West Berkshire District Local Plan 1991 - 2006.
