ABOUT COMMUNITY VITALITY

As one of four Extension centers, the Center for Community Vitality makes a difference by engaging Minnesotans to strengthen the social, civic, economic, and technological capacity of their communities. Faculty and staff of the center specialize in Leadership and Civic Engagement (LCE), Community Economics (CE), and Tourism. CE programs and applied research help communities retain and expand local business, know and grow the retail sector, and develop successful tourism opportunities. The Tourism Center helps communities understand whether tourism could diversify a local economy and offers programs that help make tourism more successful.

LCE programs and applied research help communities strengthen social capital, develop and strengthen capacity for local leadership, civic engagement and productive public discussion, collaboration and decision making related to the public good. LCE programming is a valuable and sought-after resource across the state and in the country. LCE cohort programs engage adult learners from local, regional, statewide and/or multi-state communities and organizations in deep learning experiences with evaluated outcomes. A ‘cohort’ is an educational program with an ongoing group of participants that can last 4 to 24 months. They are typically designed and delivered by a designated staff team of Educators, Specialists and administrative staff in collaboration with a sponsoring organization or group of partners/advisory board.

LCE programs are customized and designed to build and enhance leadership and civic engagement knowledge and competencies through educational workshops, online learning, site visits and facilitated individual and group learning, local projects and coaching. The LCE program team is typically offering multiple cohort programs at any one time.

LOCATIONOFPOSITION

ThisLeadershipandCivicEngagementExtensionEducatorwillbebasedintheRochesterRegionalExtensionofficeand willprimarilyservearegionof12 countiesin south eastern Minnesota: Wabasha, Winona, Olmstead, Dodge, Steele, Waseca, Martin, Faribault, Freeborn, Mower, Fillmore and Houston. TheeducatoralsoservesasamemberofastatewideprogramteamthatservesotherregionsandtheentirestateofMinnesota.Someclerical,technologyand othersupportwillbe provided bysupportstaffintheregionalExtensionoffice,underthesupervisionoftheoffice'sRegionalDirector.

Rochester is the county seat of Olmsted County and is thethird-largest city in Minnesota. The city has been frequently recognized by Money Magazine, since the 1980's as one of the best places to live in the United States ranging from the best overall to the best in the Midwest. According to the United States Census Bureauthe estimated population in 2013 was 110,742. It is located about 75 miles south of Minneapolis/St. Paul area, 65 miles northeast of Albert Lea, and 55 miles west of Winona. In 2013, state officials determined there was compelling interest to authorize public investments in Rochester to help support Mayo Clinic in Rochester as a global medical destination center. These leaders worked together to develop DMC and create in statute the financing tools and public governance structure necessary to carry out the global destination vision.

Extensioneducatorsmeetprogramareaoutcomeandimpactgoalsthrougheducation,outreach,appliedscholarshipandbyleveragingUniversityofMinnesotaresourcesforandwithcommunities.LCEeducatorsuseappliedresearchandresearch-informedprogramstrategiesandinformationtohelpcommunitiesbuildandenhancetheirleadershipcapacitiesandproductivelyengageotherstomakeinformeddecisionsandtakecollectiveactionstoeffectivelyaddresspublicissues.

Asascholar-practitioner,theeducatorisresponsibleforprogramdevelopment,deliveryandevaluation;attentiontodiversity;useofscholarly/scientificresearch;contracting andestablishingeffectivepartnerships;utilizingtechnologyandcontinuingtheirprofessionaldevelopment.Theeducatorrecruitsorganizationstosponsorlocalprogramming.Theseprogramsponsorssupportprogramsby,forexample,providingfinancialsupport,informingtheprogramdesign,participatinginprogramactivitiesandimplementingcommunityinitiativesthatresultfromprogramming.Forinformation aboutanyoftheExtension programsandinitiativesmentionedabove,goto

RESPONSIBILITIESANDPERFORMANCEEXPECTATIONS

WithinthecontextofmeetingExtension,CommunityVitality,LeadershipandCivicEngagementmissionsandalignmentwithLCEprogramframeworksandteampriorities,theLCEEducator will:

Deliver Educational Programming:

•Design,deliver,marketandevaluateeducationalanddevelopmentalprogramsbasedinscholarly/scientifictheoryandresearchappropriatefortheadultlearner.

•Design,adaptanddeliverprogramsthataddresslocaland/orregionalneeds,includingthosefor new,diverseandhistoricallyunderservedaudiences.

•Usetechnologytocommunicate,locateinformation,designanddeliver,evaluate,andreport programs.

•EnsurethatExtensionprograms,facilitiesandcommitteesareaccessibletonew,diverseandhistoricallyunderservedaudiences.

•Assumeprogramleadership,educationandmanagementrolesasdesignatedand appropriate.

Enhance Scholarship:

•Useandconductscholarly/scientific researchintheleadershipandcivicengagement areaofexpertiseasascholarpractitioner.

•Continueprofessional development inscholarship/research andprogramdevelopment,anddeliveryviaconferences,additionalgraduatework,self-directedstudy,andotherappropriatemeansofmaintainingahighlevelofexpertise.

Conduct Outreach:

•Developandmaintaineffectivelocal,regional,universityand statepartnershipsthatfurtherthedevelopmentanddeliveryofExtensioneducationalprograms.

•Fosterandcontributetoapositiveworkclimateandeffectiveteamworkandcollaborationwith LCE and Center colleagues, regional office colleagues, advisorygroups,audiencesandpartnerships.

•RepresentExtensionthroughserviceoncounty,community,regionaland/orprofessionalboards.Thiswillalsoincludeservicetocivicgroups,joint Extension-agencyprojectcommitteesandothercommitteesandtaskforces. Alloftheseopportunities areexpectedtobecongruentwithareaofexpertiseandprofessionalgoals.

Administer Programs and Staff Development:

•Assumeprogramsupportfunctionsasneededsuchascontractand/orfiscalmanagement,data-management,publicrelationsandmarketingwithcenterleadersandRegionalDirectors.

•Securefundsandresourcestosupporteducationalprogramsthroughfeeforservice,thirdpartyreimbursement,grants,andothermeansasoutlinedinthe LeadershipandCivicEngagementprogrambusinessplans.

•ActivelyparticipateinstaffdevelopmentandprogramteamactivitieswithintheLCEprogramarea,theCenterfor CommunityVitalityandExtension.

•CollaboratewiththeProgramLeaderto establish, evaluateandreportonannualworkgoals, activities,impactsandoutcomesthatalignwithprogramareaprioritiesanddemonstrateprogressoncriteriaassociated withpromotioninExtensionacademicrank.

•Manageprofessionalperformance systems, includingannualperformancereview,professionalplansofworkandpromotion.

•Makecontributionstothesixpromotioncriteria,programleadership,extensionteaching, scholarship,engagement,programmanagementandservice.

REQUIREDQUALIFICATIONS

Education:

•Master's degreeattimeofappointment. Formaleducationshouldincludesignificantcourseworkinleadershipdevelopmentorstudies(personaland/orcommunity);educational,counselingorclinicalpsychology;and/orinpublicorcivicengagement,communitystudies,sociology,communication,adultlearningoraclosely relatedfield.

Experience:

•Atleastthree yearsofrelatedprofessionalexperiencepost-bachelor'sdegree.Relevantsettingsforthisexperiencemightcomefromhighereducation,adulteducation,Extension,state/regional/localgovernmentordevelopmentagencies,communityor interest-basedorganizationsand/orfoundations.

•Workexperienceand/oracademicbackgroundinleadershipeducation,civicengagement,communitydevelopment,facilitation,programleadershipor relatedarea.

•Professionalexperienceinestablishingandmaintainingeffectiveworkingrelationshipswithcolleagues,partnersandstakeholders.

Skills/Abilities:

•Skillsinandabilitytoapplyresearchtoeducationalprogramdesign,deliveryandevaluation.
