NOTICE TO MILK PURCHASERS (CO-OPS/DAIRIES) AND MILK PRODUCERS
SCHEME FOR TEMPORARY LEASING OF MILK QUOTA IN 2014/2015 -- SECOND STAGE
1.PRICE AND CLOSING DATE
The price payable for the leased quota is fixed at 1 cent per litre. It is not open to Milk Purchasers to set a lower price. The closing date for applications is 9 January, 2015.
Unlike previous years, there is no requirement on producers, who wish to offer quota into the scheme, to have first delivered a minimum of 20% in the current milk quota year.
2.PRIORITY ALLOCATION OF QUOTA
Producers with entitlements in the Successor and Lost Lease Categories of the 2014/2015 Milk Quota Trading Scheme, which were not satisfied from the first stage of Temporary Leasing, have priority to lease quota in this second stage. Full details are set out in the Scheme Memorandum.
3.ALLOCATION OF REMAINING QUOTA
The remaining quota should be granted to eligible applicants according to quota size based on the following classification:-
- Category 1: less than or equal to 350,000 litres
- Category 2: greater than 350,000 litres.
The quota should be allocated so that a Category 1 producer’s standard allocation is twice that of a Category 2 producer.
4.NATIONAL TEMPORARY LEASING POOL
Where a Milk Purchaser considers that the offer of quota under the Temporary Leasing Scheme in its area exceeds the demand for quota from its suppliers, the Milk Purchaser shall offer such surplus quota to a temporary leasing national pool. Similarly, Milk Purchasers whose suppliers’ demands are unsatisfied from its own pool must apply for quota from the national pool. Milk Purchasers should notify the Department of the volumes concerned by 16 January, 2014.
If there is a surplus remaining after the distribution through the national pool, Milk Purchasers who had offered quota to the national pool will be informed to reduce the amount of the quota they accept into the scheme from their suppliers to reflect the proportion of the national pool that remained unallocated.
