2009 Northland Zone Regatta Handbook
On Arrival / Registration
Please report to John van Veen, on arrival, advising of any amendments or additions to Entry Form previously submitted by 25 February 2009. You will be allocated camping space. THOSE WHO DON’T PAY, DON’T PARTICIPATE – NO EXCEPTIONS.
The Registration Fee is $23 per person and includes the camping ground fee and badge. Each Group must pay the Registration Fee for all those participating in the Regatta.
Additional space is available for families to camp for the duration of the regatta at a cost of $23 per adult and $13 per child (3 -14 years)
Risk Management
Each group will be under the control of their own Group Leader or Contingent Leader.
All leaders will ensure that all personnel are wearing the correct protective clothing for the activity in which they are engaged. This means a life jacket or buoyancy aid as defined in the “Scout Association of New Zealand Water Activity Rules” when sailing or kayaking, hats and sunscreen when exposed to the sun and closed in footwear at all times except for the swimming leg of the Iron Man competition where boat shoes are optional.
Fire Emergency / Evacuation Procedure
All personnel will take extra precautions in the prevention of fire. Cooking areas will be as far away from other tentage as is practical. Fire extinguishers will be maintained in a state ready for instant use.
The evacuation area is the main parade ground.
No open fires!
First Aid
(Serious & Major) In the event of a major injury call the Ambulance on 111 and radio for the First Aider on site and immediately advise the regatta camp chief and/or admin officer.
(Minor) Each group will provide their own first aid facility and will treat all minor injuries.

Rubbish / Waster Water Disposal
All rubbish into clean sacks and placed in the rubbish, recycling containers provided. No wet pits permitted. All waste water is to be STRAINED on each troops site PRIOR to pouring into the strained wastewater disposal stations provided.
Vehicles
The roadways will be kept clear of vehicles at all times. Generally cars are not to be parked within the camp. All cars and trailers are to be in the designated parking area by 2200 on Friday evening (you will be advised on this location on arrival).
Camp gates close 2200 hrs – PLEASE let Heather Wright know if you are arriving later on Friday and arrangements will be made.
Visitors
All visitors must be recorded on the group’s personnel records that they are visiting. Failure to do so will mean that should an accident occur they may not be covered through the Scouting Public Liability insurance cover.

If you have more than one competitor / team competing in an event, only the highest placed competitor will accrue points towards your Groups total.

Age Groups
The age groups have been changed to match the age groups used at National Regatta. The age is at 1 March 2009 to enable groups to use the same crews at both the Northland and Auckland Regattas, if desired.
Junior 10 ½ - 13 ½ Born: 1 September 1995 – 31 August 1998
Intermediate 13 ½ - 15 ½ Born: 1 September 1993 – 31 August 1995
Senior 15 ½ - 19 ½ Born: 1 September 1989 – 31 August 1993
Open races are for adults (leaders and parents) only with the exception of sailing as detailed on page 12.
Iron Man
This event will consist of three activities, swimming, running and kayaking, in this order and will be contested separately as

If troops do not have sufficient age group participants, you may contest by using participants from a lower age group. Each activity is to have three separate participants.
Time only permits one team per age group per troop.
Kayaking
It is up to each group to select their participants (one per age group) to contest in the final.
Rowing
Rowing races to be undertaken using a standard sea scout cutter with a current boat certificate.

Start Procedure Coxswains must line their boat up behind the start line giving as much room between boats as possible. When the boats are reasonably in line the starter will sound the hooter.

If troops do not have sufficient age group participants, you may contest by using participants from a lower age group with the exception of the coxswain who must be from the correct age group.
Note All coxswains to wear troop scarves and lifejackets, oarsman’s life jackets to be stored under thwarts and not in the bow of the boat.
Sailing
Rules
All boats must have current boat certificates.
If Helmsman lack the confidence for the conditions on the day, they may request the race officer for a Charge Holder from another group to be allocated to sail with them.
All racing to be conducted under basic sailing rules (refer Appendix A)
REMEMBER – avoid any collision situation at all costs, irrespective of who is right or wrong.
There will be patrol boats on the water, which will be ruling on incidents that they see and can judge at the time. Failure to heed their instruction could result in disqualification from the race.
All protests will be finalised at race HQ.
All participants must wear an approved life jacket or buoyancy aid as defined in the “Scout Association of New Zealand Water Activity Rules”.

Briefing
This will be held at 0815 Saturday by the main parade ground flagpole.

The Course
At briefing the race officer will advise which course configuration will be used.
This will be either triangle/windward leewards or a trapezoidal course. On the start boat there will be either a red flag indicating all marks to be rounded to port or a green flag indicating all marks to be rounded to starboard. The start boat will also notify before the start of the race the course number to be sailed.

Spinnakers
Spinnakers will not be used for racing in either the cutter or sunburst classes.
Flags (refer Appendix A)
Either course may be shortened by displaying the code flag Sierra and a double sound signal at a mark. The rounding of that mark will be deemed to be the finish line.
Starting Sequence
To get sailors attention, a series of sound signals may be given, and then a hooter and raising of the class flag will indicate that the five minute start sequence has begun. At four minutes the preparatory flag will be raised with a sound hooter. Rules of racing begin at this point. At one minute to go, the preparatory flag will be lowered with a sound signal and at race start time the class flag is lowered with a sound signal. At this point the next class flag will usually be raised. The starting officer will make the decision based on conditions at the time. In situations of delays to starts or waiting for the start the AP flag (red and white stripes) will be flown.
Individual Recall
If a boat is deemed to be across the start line at the start signal the individual recall flag will be flown and attempts will be made to verbally advise the craft concerned. The craft must then go below the start line and recross the line to count as a start.
Race Finish
The line will be between the start buoy and the blue flag on the committee boat. All boats that have finished should clear the finish area so as not to hinder the remaining finishing boats.
The start/finish line is closed, that is boats may only cross the start/finish line at the start and finish of the race.
Open Races
Open races are for adults (leaders and parents) only with the exception being those youth who have not participated in any sailing events earlier in the day.
These sailing instructions may be altered to suit racing on the day. Skippers will be advised of any such alterations.
Seamanship
Crew Crew of up to seven participants per age group.
The Event The seamanship test will comprise the following components:
* Boating theory
* Rope work
* Practical boating test
* All actions throughout the regatta
Theory This will comprise a series of questions relating to the following topics
* Scout boating rules
* Buoys and beacons
* Weather
* Charts
* Rules of the road at sea
Rope Work This will consist of a variety of knots, whipping and splicing from the Scout Award Scheme.
Practical You are judged from the time you leave your site! Appropriateness of dress, general conduct, leadership, teamwork and safety will be taken into account.
