Minutes of Llanbedr Community Council –airfield cafeteria on Thursday July 7 at 7.00 pm.2016

Also present was Chris HulseHarlech Leisure, and Iestyn Pritchard Area Regeneration Officer. (Apology from Heidi Williams for failing to be present.
Minutes June 2, 2016 were confirmed as true records, and signed by Goronwy Davies.

Talk by ChrisHulse of Harlech Leisure - regarding contributions towards the swimming pool. Llanbedr C. Council has pledged £ 500 towards the appeal annually. But now this is not enough sadly, and they are now seeking extra money from each Council area inArdudwy.
He explained that the pool has been at Harlech for 40 years. He is involved with the project since 2 and a half years.Cyngor Gwynedd closed the Pool in 2008, Then after a period of consultation ,Harlech Leisure was formed to take over . It since has had a face lift,cafe and climbing wall.
The cost of running it each year is £ 300,000. Able to raise £ 200,000 from income. But £ 100,000 deficit. Income through grants and Rock Ardudwy too.
Gwynedd Council has been meeting any financial deficit in the past. But with the Council itself facing many cuts in services, it has to stop, and won’t be able to continue to give such aid to the Pool.
Small grants of £ 50,000 in place. Still a deficit of £50,000
They are aware that every Council Precept has been set for the year to March 2017. It is hoped that Gwynedd Council can fund the deficit for this year until money is funded by the C. Council. They would then be expected to raise its precept in January to compensate thePool. Without this partnership and a promise of funding from the Community Councils in the area, the pool will close end of October.
What will this mean for Llanbedr? A precept increase of £3799 a year was suggested based on one of the options. The chart below shows the contribution for each home in Llanbedr.

There are 60 residents of Llanbedr currently members of the Pool.
Council expected to pay areBarmouth,DyffrynArdudwy, Llanbedr. Llanfair, Harlech and Talsarnau(add to the precept.)
Nevertheless these Councils’ residents would still contribute to other Leisure Centres within Gwynedd. That is the procedure, which cannot be changed unfortunately.
The advantage that local school children will have more time in the pool, it would not be possible to travel to other pools, such as Tywyn, Bala, Blaenau Ffestiniog or Porthmadog without its cost.
Gwynedd Council is willing to contribute £6,000 per year. This is equivalent to the contribution of the Councils £500 as it stands at the moment.
In raising money through Precept, everyone would become members in the pool. (Need to show a tax bill).
Needed £ 3799 fromLlanbedr if considering option E (this in two payments)
Need to know by end of July if this is possible.
Another meeting atHarlech 11 August.
Councillors are concerned in Llanbedr - Time is running out to make a decision,and have already received a response from one tax payer – after seeing the message on the website –and he was against raising the precept. Would have to provide an opportunity for residents to respond as soon as possible.
Goronwy stated there havealready been disagreements regarding the Consultation for the new road for Llanbedr, whilst people complained they did not know what was happening.
Chris noted that Gwynedd Council's consultation has been carried out and the consensus of those who wrote in was in favour of keeping Leisure Halls open.
Iolyn congratulated the management board for their work.
Iestyn Pritchard added that employment opportunities can be found here, work experience, and some have moved on to other jobs. They would be more than happy to come and give a presentation at the Village Hall, or inviting people to see the site for themselves at Harlech.
They were thanked for their work by Goronwy, but also emphasizing that they maybe asking for too much. Already knowing that Harlech andDyffrynArdudwy have given their full support. But Llanbedr has its own agenda and a number of things in the pipeline that also crave for extra finance.

Agreed that the best way forward was to hold a public meeting. But very short notice.

Finance report
At the end of June had £ 11,508.50 in the Bank
This includedVAT refund amount £486.22 from last year.
The chart shows the number of cheques that need to be paid

Agreed to pay these bills.
Total in Total expenditure

Have received £5500 +£ 468.22 +£ 135 = £ 11,163.18
New cheques not released as yet Euron + Huws Gray = £ 212.88
Total = £ 10,950.30 remaining
Precept in August (end of month) £ 5500 and also VAT refund of £ 432.11 to date.
Total = £5932.11
Spending plan for the financial year and Budget estimate / budget available for the Council to specify annual precept!
Explained the process here, but some of the figures are a fair reflection only.
Needs to add an amount for footpaths booklet and also for the Huchenfeld reunion etc.
With booklet routes and paths - could get grants from Cist Gwynedd, Magnox and Community Housing.
Social Centre report - for information

. Car Boot Sale as part of Ffair Llanbedr 02/07/16 = £ 40.00Friends of Llanbedr School raised £ 4000. Need to be congratulated for their success.
Footpath Committee - nothing has been done so far.
GP noted in an email that he had contacted Jackie Gilleland, of Friends of Llanbedr Woodlands group to discuss joint working plan regarding the routes. They also want to see such a plan in place.
Kevin will now put some of the QR code signs on some of the paths. Especially near the Aerodrome.
Huchenfeld- that Kevin has asked ATC . Ken Jones fromLlanbedr ATC will be raising the issue at their next meeting. (As a group ATC Llanbedr can get trips to Huchenfeld etc.)
COUNCIL ISSUES
Salt bin - More relevant information regarding this. Gwynedd Council will service all the bins, and Llanbedr CC will pay £80 per bin We have 6 bins in the ward.
Dwelling- Moelfreroad - water running down the road to the property - house Moelfre. This has been referred to the Department of Highways. And addressed.
The yellow and white lines that have now been installed in the appropriate places.
That pupils have made their posters for signs 20 mph. Prize day on Monday.
PUBLIC TOILETS - the protocol with these- Information about the need to form a partnership with Gwynedd Council. They do the work and all Councils to pay some costs. Llanbedr costs likely to be £ 2000 to keep the toilet open for half a year.
This needs to be considered when we have the full information. It appears that information is being sent to the Clerk’s old address email, which is no longer valid.
Therefore Gwynedd Council need to be informed of the new e mail address - for information.
Talwrn Bach railway Crossing development - that work to be carried out in 2018. (Barriers placed on the crossing)
POST OFFICE -
(Morfudd) took considerable time explaining the situation to Wenallt and again YrEfail. Visit them again the following week, and understand that the Wenallthave no intention of moving forward with this idea. But apparently Julie from Newagent has actually contacted Carol showing a little interest. Now Carol Williams has to contact a post office facilitator such as Dafydd (does Cricieth and Talsarnau).DyffrynArdudwy Post Office did not have any interest in coming toLlanbedr.

Mowing and paying - needtopay Eirwyn and Henrique Costa for mowing playing field, hall garden and war memorial. Add to the chart / accounts.
One Voice Wales - nothing to report -That Goronwy appreciated all the support he has received from Luned of One Voice Wales regarding all the questioning about the Council's work and language policy and matters in relation to the bypass/ SarnNewydd.
Planning applications
Application Opinion - Reply by National Park that work has been done properlyon The Barn - is smaller than the original extension. House holders can build a side extension without planning permission as long as the extension is less than 3m from original gables and installed at least one meter from the main boundary.
New House development at PlasNewydd - request permission to change some of 106 clauses PlasNewydd -. no objection
Website - GD now provides a bilingualagenda on the website. Application has not yet come to put the minutes in both languages. The Clerk will try to do this, however...Failing to put the full content, then a summary will be provided in English.
NEW ROAD - information through Annwen Hughes (e mails)
It was understood that Geraint Jones finished with CC, and he is now working on WYLFA.
A new officer called Geoff Doherty will work with the team and they will also appoint one instead of Geraint in the near future.
Annwen noted that YGC are still sifting through the documentations given from the last meeting at Llanbedr. - TNewbery has asked to see what everyone living in Llanbedr has given as comments. His application was refused, but sent him a list of names of everyone who has sent comments.
There are a few discrepancies from the Natural Resource Wales because the Module Program used by Cyngor Gwynedd is not the same as the one used by NRW.They will have to do an "archaeology rail trenching" of the site for NRW and National Park.
They also have to conduct an economic impact assessment in order to see the financial impact of the bypass on the economy, and this comes under 4 heading namely: -
1. Look at the bypass alone - nothing else to do with the Airport.
2. Look at the bypass and current situation of Airport
3. Do nothing.
4. Look at the bypass with the Space Zone.
Hoping to hold another consultation meeting -September. (Before submitting planning application.)
Following Referendum 23.06.16 and its outcome to leave the European Market, Annwen Hughes again questioned what will happen next regarding the new road to Llanbedr, bearing in mind that EU funds will pay for several ongoing projects at the moment.
Answer given by Dylan Rhys Parry by email was - because money is in place for this year we (GCC) to proceed to complete the application. After this no one is really sure of the situation with financing the construction.
War Memorial – handling mater in September

Community work from YsgolArdudwy- Working days 11 and 12 July. That Morfudd will again this year help with planting etc.
CORRESPONDENCE

Information that HSBC bank Barmouth and Tywyn and Blaenau Ffestiniogwill close. (09/16/16)
OTHER ISSUES involved with land registration- Iolyn in
Receipt of the draft lease from the Community Council to the CharityCanolfanGymdeithasol Llanbedr and land around. Need to register the land
Documents have also gone to Gwynedd Council regarding the transfer of land to the Community Council from Gwynedd Council (ground by School)
Also need to register the rest of the play area,and include the document that sets out that the Council are owners of the land but leasing to the charity. (CanolfanGymdeithasol Llanbedr). That the Council does any maintenance work, and that the charity looks after the insurance and also any major capital works – like making any grant applications.
Meeting of impact assessment - bypass - Iolyn has attended one such meeting.
COMMUNITY SHOP- YrEfail – Julie the proprietor of the Newsagents in Llanbedr has spoken toMorfudd. She would sell the shop as a community venture. If they have not sold the property on the open market by the end of the season, then she will close the shop!
This was a shock to the Council members.
What next?
Council would be unable to fund this project. Put on the agenda for September and invite Julie to the Council Meeting and then decide whether to hold a public meeting.
