3Advanced Planning
3.1Muster
Mustering of marchers will take place at ParadisePark and the marchers will form along Trelissick Road with the head at the B3302.VIP Mustering will be in the St. Michael’s Hospital Car Park.
3.2Start
The start of the march will form at the end of Trelissick Road at the junction with the B3302. The B3302 will not be blocked until 4:30 pm at which time Foundry Hill will be closed and the head of the march will move to the gates of St. Michael’s Hospital until the march start at 5 pm. Between 4:30 and 5 pm there will be speeches, relayed by as many loudspeakers as possible.

4.1.1Duties of Press, Media & Publicity Manager
- In conjunction with all march partners, prepare a media plan (to include MPCT, PDC (Mike Foxley) …)
- Contact media regularly to raise awareness of the march and its purpose, to seek help and support and to solicit contributions
- Prepare publicity materials and distribute
- Man and equip press centre at PEI
- Arrange for professional photography and video of event
4.1.2Actions

4.2Marshalling
4.2.1Duties of Marshalling Manager
- Prepare a marshalling plan to include
- Marshals at start, en route and at the end
- Managing car and coach parks
- Recording and reporting the location of coaches to assist passengers in locating them
- Manning road closures
- Manning road diversions
- Manning the railway station and bus stops
- Controlling the formation of the march and keeping it safe and under control
- Keeping swingbridge area clear for traffic from East Quay
- Provide sign-in forms and keep track of marshals
- Identify key marshals who will be trained and given radios
- Keep a log of marshals with cell phones and their numbers
- Have some marshals with bicycles and motorcycles for rapid deployment
- Recruit and train marshals
- Advise of their duties and limitations (cannot direct traffic)
- Assist with clean up following march

4.3VIP Management
4.3.1Duties of VIP Manager
- Prepare list of invitees, make and confirm invitations
- Determine who, when and where speeches will be made
- Liaise with Facilities Manager to ensure sound equipment and stage are in place
- Suggested location for dignitaries is on a stage at Philp’s Bakery corner as they can be seen from both directions
4.4Communications
4.4.1Duties of Communications Manager
- Prepare communications plan to include: contact with key marshalling sites, handling of emergencies, band plans and call signs, radio protocols, Mayday/Pan calls – radio silence
- Manage and account for radios
- Prepare a cell phone usage plan
- Prepare plan for manning control centre and logging messages
- Ensure central phones and radios are manned throughout the day
4.5Transport & Parking
4.5.1Duties of Transport & Parking Manager
- Identify parking areas, primary and overflow
- Liaise with land owners and police
- Identify routes for cars, buses before, during and after the march
- Record location of buses to assist passengers to locate them after the march
- Contact bus, train and taxi companies to ensure they modify existing schedules and offer additional services
- Make shuttle services available for elderly and impaired marchers

4.5.4Routes for coaches (under review)
- All coaches will enter Hayle from the west on the B3301. Coaches arriving from the east will take the bypass to the St. Erth roundabout and then enter from the west.
There is a 3.5m (11’6”) height restriction on Chenhalls Road. Vehicles that cannot accommodate this see below. - Turn right onto Chenhalls Road (signposted St. Erth 1, RSPB Nature Reserve). Pass under the railway bridge with height restriction.
- Take the next left turn (unsignposted) . Do not go straight and pass under the road bridge. This is Water Lane.
- The drop off point is at the junction of the next road on the left-hand side. This is Trelissick Road. Passengers should proceed up Trelissick Road to join the march. Ask your passengers to note your Licence Plate Number and identifying features.
- Continue up Water Lane to the junction with Mellanear Road. If Foundry Hill has not been closed marshals will guide you down the hill and through Hayle. If the road is closed or there are delays in Hayle, marshals will turn you to the right up Mellanear Road (B3302).
- Proceed about 1.5 miles to Wheal Alfred Road and turn left. Proceed along Wheal Alfred Road and Guildford Road. Turn right onto B3301, take the Marsh Lane exit off of Loggans Roundabout and park at the Rugby Club, or as directed.
- All coaches will enter Hayle from the west on the B3301. Coaches arriving from the east will take the bypass to the St. Erth roundabout and then enter from the west.
- Continue on the B3301 to Foundry Square. If Foundry Hill is still open (follow the marshalls’ directions) proceed to Trelissick Road and drop off your passengers. Continue as in 6 above.
- If Foundry Hill is closed, drop off your passengers in, or near, Foundry Square as directed by the marshals.
- Turn around at Foundry Square and return along the B3301 to the A30.
- Take the A30 (Hayle bypass) east and, at next roundabout, take the Marsh Lane exit and park at the Rugby Club, or as directed.

4.6Safety & Security

St. John’s AmbulanceMrs. Mitchell has been notified (7/8/06) and will allocated 3 or 4 vehicles. They may also request a desk at HQ and provide communications to their vehicles.
