Foreword
The Toowoomba Festival of Football is a bold and exciting opportunity for the citizens of Toowoomba to embrace a cultural experience that is unique. The FIFA World Cup has become the largest sporting event outside of the Olympic Games. For many years, the World Cup has been the ‘holy grail’ for Australia where qualification has been very difficult to achieve. In 2006, Australia graced the world stage for only the second time in our football history.
During the month long campaign, Australia showed tremendous courage coupled with sublime skill to progress to the knockout stages in a tournament that many thought they had no place to be. An exit to the hands of the Italians in the Quarter Final dashed our hopes but reignited a fire in our hearts.
Around Australia many communities gathered together in celebration of the FIFA World Cup by way of family BBQs or public gatherings in Social Clubs and Schools. In the capital cities, large scale events were organised to show the games live enabling the community to come together and experience the passion and emotion that is supporting Australia at the FIFA World Cup.
The one thing that Toowoomba lacked in 2006 was the capacity to enjoy the World Cup or celebrate the event in a style befitting this great City. The Festival of Football seeks to change that in 2010 and for future years.

Background
Toowoomba’s Festival of Football ™ is a new and exciting project designed to celebrate the continued success of Australia’s sporting achievements and in particular the rise of Football as a community sport and national sporting success story.
Project Scope
The Toowoomba Festival of Football ™ will run every four years based on the trigger that the Australian National Football Team has qualified for the FIFA World Cup.
The Festival of Football will be a collaborative project between the Community, Football Toowoomba Inc and possibly Toowoomba Regional Council and other partners yet to be identified. Associate partners may be sourced for funding once project approval has been agreed by the key stakeholders.
The first Toowoomba Festival of Football ™ will run from January 2010 until December 2010.
The Festival will embrace a number of signature events throughout the year with key focus events occurring during the World Cup months of June and July 2010.
Purpose
The purpose of Toowoomba’s Festival of Football ™ is to celebrate the Nation’s qualification for the 2010 World Cup by co-ordinating a series of activities that will elevate the achievement in the community’s eyes to the same level as the Rugby World Cup or Cricket’s Ashes.
Who are the Target Groups
Local community sporting groups and the general community within the Toowoomba Regional Council area will be specifically targeted to attend this culture and sporting festival.
Measurement of Success
The success of the Festival will be measured through the attendance by target groups at the broad Festival agenda and the associated events.
Corporate success will be a measurement of sponsorship gained in supporting the Festival.
Media success will be measured by the level of local media coverage given to the range of activities.
The Events
The Festival of Football has the potential to run a number of events throughout 2009 and 2010. The potential events are:
- The Official Media Launch – 2010
- The Toowoomba 7-aside Festival of Football Opening Carnival. Weekend, Feb 2010
- The Toowoomba FUTSAL games
- The Indigenous World Cup Games
- The Multicultural World Cup Games
- The Toowoomba Masters Games
- The Corporate World Cup Games
- The Athletes with disabilities Games
- The Festival of Football Primary Schools Games
- The Toowoomba Festival World Cup dinner dance
Budget
Football Toowoomba Inc has limited funds to be able to operate events on this scale. The majority of the competitions can be run on a user pays arrangement.
Signature events (if approved), such as live broadcasts will require significant corporate and community support to ensure their operational success.
A large proportion of funds may need to be generated through a combination of grants/corporate sponsorship and in kind support.
The budget is estimated to be $100,000.00.
Project Management
The Festival of Football will be project managed by a Festival sub committee. The make up of this sub committee will be drawn from a cross section of the community. The role of the Sub-Committee is to provide strategic leadership and direction to football community and FT Inc in the execution of the Festival of Football™. The sub committee is also responsible for the delivery of:

The Project Management Team will consist of at least the following:
- Project Patron
- Project Chairman
- Technical Officer
- Treasurer
- Media Officer
- Marketing Officer
Operational Management
The main effort for the Festival is the delivery of mini carnivals. These events will be delivered by the current football community and clubs. The Festival will be supplemented with other networked volunteers/partners. Potential networked partners are:
- Toowoomba Regional Council’s events staff
- Toowoomba Chamber of Commerce
- The schools community
- Various Queensland Government departments
- Other not for profit organisations.
The Festival operational management/delivery will rest with the Sub-Committee and the Toowoomba Football community. In the context of this Festival, the Sub Committee shall appoint a Technical Officer and Secretary who will be authorised to liaise on behalf of the Festival Sub Committee. The Technical Officer will liaise with FT Inc., paid staff and other significant partners in delivery of the festival events.
FT Inc.
Football Toowoomba Inc is the Project Sponsor for the Festival of Football and as such will approve the final project proposals, event schedule /timetable and the festival budget.

Festival Technical Advisor
This project requires a hands-on volunteer who will be the driving force behind the execution of the whole Festival. The Operations Officer is the interface between the Sub Committee, FT Inc, clubs, sponsors and other agencies.

The Secretary shall be responsible for recording all decisions of the Festival Committee and arranging all Festival associated meetings, media releases and general correspondence.

Sport has a formidable presence within the Australian culture; the FIFA World Cup is a signature event like no other in the world and it is our responsibility to celebrate the event with the citizens of this city.
