A CONCURRENT RESOLUTION

EXPRESSING SORROW AT THE DEATH OF CHARLES RICHARD “DICK” HARVIN, SR., OF SUMTER AND EXTENDING SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, Charles Richard “Dick” Harvin, Sr., of Sumter died November 6, 1996, at the age of 67; and

Whereas, Dick Harvin was a well-known and greatly-respected community leader, an outstanding athlete, a successful businessman, and a devoted churchman; and

Whereas, he was also a well-known jokester who played many tricks and said countless funny things; he loved to laugh and got others to laugh as well; and

Whereas, he was born in Charleston and was a son of the late Stewart Ingram and Leila Burgess Harvin; he belonged to First Presbyterian Church in Sumter; he founded, along with Scott Rumph, the Market Express convenience store chain; and

Whereas, Mr. Harvin grew up in Manning; he graduated from Georgia Tech, where he lettered in football, baseball, and track; he was drafted by the San Francisco 49ers to play professional football and by the Philadelphia Phillies to play major league baseball; he was a member of the Sumter Sports Hall of Fame; he was the owner and operator of Harvin Petroleum Company, Inc., and Harvin Transport Company and was president of Market Express Stores; he was an Air Force Korean War veteran and was a member of the South Carolina Federal Advisory Board; he received the Order of the Palmetto from Governor Richard Riley for his achievements as chairman of the Santee-Wateree Regional Transportation Authority; and

Whereas, he was a member and past president of the Sumter Rotary Club, a former director of the YMCA, and a former director of the Greater Sumter Chamber of Commerce; and

Whereas, Dick Harvin was an outstanding individual who was greatly loved and admired; his death will constitute a tremendous loss to Sumter, but in life he made a lasting mark and truly made Sumter a great place in which to work and live. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, express sorrow at the death of Charles Richard “Dick” Harvin, Sr., of Sumter and extend sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Mr. Harvin’s family, in care of his widow, Gail Cooper Harvin, at 4 Swan Lake Drive, Sumter.
