BID DOCUMENT NUMBER 1011, Amendment 2 DISTRICT-WIDE WiFI NETWORK
__________________________________________________________________________________________________
AMENDMENT NUMBER 2 TO THE BID DOCUMENTS
Amendment Date: September 12, 2005
BID DOCUMENT NUMBER 1011
DISTRICT-WIDE WIFI NETWORK
A. This Amendment shall be considered part of the bid documents for the above-mentioned project as though it had been issued at the same time and shall be incorporated integrally therewith. Where provisions of the following supplementary data differ from those of the original bid documents, this Amendment shall govern and take precedence. BIDDERS MUST SIGN THE AMENDMENT AND SUBMIT IT WITH THEIR BIDS.
B. Bidders are hereby notified that they shall make any necessary adjustments in their estimates as a result of this Amendment. It will be construed that each bidder's proposal is submitted with full knowledge of all modifications and supplemental data specified herein.
Except as described below, the original bid document remains unchanged. The bid documents are modified and/or clarified, as follows:
I. Attendance at the pre-bid conference that occurred on August 31, 2005 is not mandatory. Attendees and non-attendees are eligible to submit bids.
II. The Bid Due Date and Time is changed to the following: Friday, September 30, 2005, 2 p.m.
III. Each bidder must submit a completed Voluntary Product Accessibility Template (VPAT) with his or her bid. This is a mandatory requirement and failure to submit a VPAT will lead to rejection of the bid as non-responsive. The VPAT should be completed in the context of the software management tool the bidder will be providing, not for the access points. Bidders need not be fully compliant with all aspects of the VPAT to be considered responsive to the bid, however bidders must complete and submit the VPAT form to be considered responsive. The district will review submitted VPAT forms to evaluate accessibility of the technology solution in order to comply with federal and state regulations.
Please note that the Exhibit VPAT erroneously indicates that a VPAT form is attached to the Exhibit VPAT. A paper copy of the VPAT form is not attached. Instead, the bidder must go to the website listed on page 75 of the bid document and download the form. The correct link is as follows: http://www.itic.org/archives/articles/20040506/voluntary_product_accessibility_template.php
IV. Word Version of Bid Document
Bidders must submit completed and signed hard copies (1 original and 8 photocopies) of the District’s entire unmodified PDF Bid document and the signed Amendments pursuant to paragraph L of Section 2/3 of Bid 1011. Electronic, faxed, or modified versions of the bid document are not permissible and will cause the bid to be disqualified and rejected as non-responsive. In the event that a modified bid document is submitted and the modifications are not discovered by the District until after contract award, the unmodified language in the original bid document will prevail over any conflicting terms in the bidder’s response, and the District will have the right to cancel the contract without penalty.
For the sole purpose of bid planning and information exchange among the bidder’s team members, we are attaching a Word version of the bid document to this amendment. Do not modify the form or content of the bid document and do not submit it electronically or by fax or you will be eliminated from the bid process. Bidders must comply with all of the bid instructions in Section 2/3, paragraphs A through Z and AA through EE.
V. Clarification of Bid terminology
The following terms used throughout Section 4, Bid Forms, are interchangeable, have the same meaning, and are as defined in Section 4, Bid Forms, page 24, item I, “Bid Price for Full District-wide WiFi Network to be installed in three phases.” They are inclusive of all Mandatory Vendor Services (Table II) and all Mandatory Functionalities (Table IV and Table VI). The terms are: “Total Bid Price,” “Basic System Price,” and “Basic Price.”
VI. Bidder Questions and District Answers
Answers to the bidder questions that were submitted by the September 2, 2005 deadline will be answered in Amendment 3. The District plans to issue Amendment 3 during the week of September 19, 2005.
