337. Welcome – Chairman to the Parish Council Cllr. Wendy Woodhouse
Cllr Woodhouse welcomed everyone to the meeting and introduced those members of the Parish Council in attendance. Cllr Woodhouse also welcomed the new Deputy Clerk Alice Gardam.
338. Confirmation of Minutes of the Annual Parish Meeting held on 15th April 2014 – those present will be asked to approve minutes of the previous Parish Meeting(s)
RESOLVED minutes of the meeting held on 15th April 2014 are signed as a true and accurate record.
339. Policing Issues
PC Mansfield advised that crime identified through the Police website by inputting a post code can distort the crime figures. The majority of crime in the village is related to damage to and theft from motor vehicles, the latter could be avoided if people would ensure valuables are not left on display in the vehicle.
In regard to specific crime related issues in Warner Street PC Mansfield advised that residents should call 101 or 999 if it is assumed that a crime may be about to be committed.
If a vehicle is thought to be suspicious the registration number should be called in, an instant check can be undertaken and immediate advice given.
The following issues were raised and were responded to as indicated:
· Cyclists cycling through red traffic lights at Bridge Street and mounting the pavement in order to cross the bridge.
Incidents should be reported through the control room via 101.
· Illegal parking at High Street and on double yellow lines in other areas
· Pavement parking at Beveridge Street/Church Street
PC Mansfield advised that parking issues are common at all schools and suggested that issues are reported to the school. Street Wardens can impose penalties where a traffic regulation order is in place. For an obstruction to be considered an offence a vehicle must block access to the footpath to the width of a double buggy.
PC Mansfield suggested that additional questions are submitted by email by the Parish Council Office and left the meeting.
340. County Council matters – Cllr Kershaw will report and answer any questions/queries
Cllr Kershaw was unable to attend the meeting and had asked that queries/questions are forwarded to him through the Parish Council Office.
None were raised.
341. A summary of Parish Council business conducted through the year will be presented
Cllr Woodhouse reported that it has been a busy year for the Parish Council working with numerous committees and extended her thanks for the support of Council members and the Clerk.
· The neighbourhood plan is progressing, a number of consultation events have been held.
· A temporary public toilet has been installed at the Co-op car park until a long term solution is reached.
· The Parish Council is working with BUSCA in order that the village library is retained.
· The Care and Well Being committee is working on an updated version of ‘Who Cares We Care’ booklet which, it is intended, will be available later this year.
· An ammonite sculpture has been installed at the entrance to the village at Sileby Road. A new edition of the Fossil Trail is in process and will include this.
· Hanging baskets, flowers and bulbs continue to keep the village looking vibrant in the summer months.
· For the first time a very successful summer street market was held in July in addition to the annual Christmas Lights switch on.
· The Cemetery Chapel was opened on Mothering Sunday and will be opened again in June on Fathers Day.
· The Youth Group continues to be successful with consistent numbers attending.
· Refurbishment of KGV playing fields is progressing, the first phase is scheduled for completion by September 2015.
· The Parish Council has purchased two defibrillators, with the assistance of a CBC grant award, to be installed in the village, one on the Parish Council building, another to be confirmed.
342. Financial Report of the Parish Council – a summary of Parish Council expenditure during the year and that projected – Audited accounts for the preceding year (31st March 2014) will be available for inspection
Audited accounts for the year ended 31 March 2014 are tabled for inspection.
Cllr Woodhouse advised that an increase in the precept is due to the agreed allocation to support to the Library.
343. Attendance Record of Parish Council Members – displayed
Record of Parish Councillors attendance through the year 2014/15 is displayed for inspection.
344. Townlands Charity Receipts & Payments Accounts for the year end 31st December 2014 –tabled and available for inspection
Accounts detailed above are tabled and available for inspection here or at the parish office, by appointment, if required.
345. A report on the progression of the Neighbourhood Plan will be presented
A report prepared by Cllr Cantle was attached to the agenda and comment invited.
No comment was made.
346. Local issues identified and those brought to the meeting by electors
Bus Shelters
· K Smith advised that the roofing felt is in need of repair to the bus shelter at South Street
· Agreement has been reached to move the bus shelter at Sileby Road to allow access to a resident’s driveway. LCC will bear all costs.
· Further to request the Parish Council had agreed to install a bus shelter at Babington Road subject to consultation and agreement of LCC Highways. This has not been progressed due to representation through the consultation process
Car Parking
· Minute 339 Policing issues refers.
· A Willcocks, a co-opted member of the Neighbourhood Plan Committee, advised that though village centre parking has been identified as an issue through the consultation process members are bereft of ideas for a solution. He appealed to parishioners to provide an imaginative solution to this issue.
He also commented that he is appalled at Police lethargy in regard to parking issues.
Parish Walks 2015
A schedule of walks is planned, the first in May.
Planning matters
Cllr Spence advised that, whilst the proposed Orchard Kennels development has been approved, it is believed there are issues in access over third party land and in regard to hedging which are the cause of delay.
