The Greensville County Transportation Safety Commission held a meeting onTuesday, January 26, 2016, 7:30 p.m. in the Board Room of the Greensville County Government Building.

ChairmanHill called the meeting to order. The secretary called the roll.

In Re:Election of Officers
Chairman Hill relinquished the chair to Mr. Pope to receive nominations for chairman.
Mr. Pope called for nominations for the office of Chairman. Commissioner Fetko moved to nominate Mr. Hill as Chairman. Commissioner Moore seconded the motion. Commissioner Hobbs moved to close nominations for Chairman. Commissioner Garrett seconded the motion to close nominations for Chairman. All voted aye to elect James Hill as Chairman of the Greensville County Transportation Safety Commission.
Chairman Hill thanked the commissioners for the vote of confidence. Chairman Hill called for nominations for the office of Vice-Chairman. Commissioner Fetko moved to nominate Cornell Hines. Commissioner Moore seconded the motion. Commissioner Hobbs moved to close nominations for Vice-Chairman. Commissioner Garrett seconded the motion. All voted aye to elect Cornell Hines as Vice-Chairman of the Greensville County Transportation Safety Commission.
Chairman Hill called for nominations for the office of Secretary noting that it was customary for the Planning Director to fill this position. Commissioner Fetko moved to nominate Linwood E. Pope, Jr. as secretary. Commissioner Moore seconded the motion. Commissioner Hobbs moved to close nominations. Commissioner Garrett seconded the motion. All voted aye to elect Linwood E. Pope, Jr. as Secretary of the Greensville County Transportation Safety Commission.

In Re:Old Concerns
Little Low Ground Road
Commissioner Hinespreviously advised the pavement was still in need of asphalt repair. Mr.Jerry Kee with VDOT stated temporary patches are being placed on the potholes; paving is scheduled for this summer.
Purdy Road/Smokey Ordinary Road intersection
Mr. Pope previously stated the stop bar had not been placed at this intersection. Mr. Kee stated this has been requested.
Grassy Pond Road
Commissioner Garrett previously stated the road where the timber is being cut has sunk in and is steadily cracking. Mr. Fetko stated this was near Charlie Kei’s home; the ditch still has not been cleaned out. Mr. Kee stated some temporary patching had been done already; permanent patching will be done when the weather breaks; and, he will make sure the ditch cleaning is still on the list of work to be completed.
Taylors Mill Road
Commissioner Moore previously stated a section of road near Little Low Ground Road where a car burned has big holes and needs skin patching. Mr. Kee stated this has been completed.
Batts Drive
Commissioner Moore previously stated the stop sign is down. Commissioner Moore advised this has been put back up.
Chapmans Ford Road/Grassy Pond Road intersection
Commissioner Fetko previously stated the tar is slick in the heat of the day and when it rains. Mr. Kee stated this would have to be repaved.
Interstate 95, Exit 4
Commissioner Fetko previously stated the bridge has numerous potholes that need to be repaired. Commissioner Fetko stated I-95 is nice.
Tryall Mill Road/Whitehorne Road intersection
Commissioner Garrett previously advised there are potholes on the right side at the stop sign. Mr. Kee said this has been patched.
Tryall Mill Road/Smokey Ordinary Road intersection
Commissioner Garrett previously advised the culvert pipe at this stop sign is stopped up and that water stands in this intersection. Mr. Kee advised the pipe had been cleaned but ditch work is still needed.
Skippers Railroad Crossing
Commissioner Moore previouslystated there is a bad hump in the road at the train crossing. Mr. Kee stated they had been in touch with the railroad company about 8 months ago.
Brink Road
Commissioner Hobbs advised there is a dead oak limb hanging over the Brink Road just beyond the Fountain Creek. Mr. Kee thought this had been done but he would check on it.
Elm Road
Commissioner Moore advised crush and run rock is needed at the mailbox just past 1373 Elm Road as it is now about 6” deep. Mr. Kee stated he would make sure this is still on the list of work to be completed.
Westover Drive
Commissioner Drummond stated the stop sign is missing the Westover Drive sign and State Route 684 sign. Mr. Pope stated he would advise the County Maintenance Department and ask that the road sign be installed. Mr. Kee stated he would have VDOT replace the State Route sign.
Henry Road/Hwy 301 intersection
Commissioner Fetko advised the timer on the traffic light at this intersection needs to be corrected. Only one vehicle will get through the green light before it changes to red again. Mr. Kee stated he would have VDOT adjust the timer.

In Re:New Concerns
Dry Bread Road
Mr. Pope advised there is an oak tree in the curve near 5159 Dry Bread Road that needs to be removed. Mr. Kee stated he would be in touch with the landowner for permission to cut.
Little Low Ground Road/Peach Lane
Commissioner Moore stated a logging crew left a log in the ditch and stopped it up. Mr. Kee stated he would check on this.
James River Junction
Commissioner Hill stated the old patches on the potholes need to be repaired again. Mr. Kee stated he would add this to the list.
Purdy Road
Commissioner Fetko stated the road is sinking in the curve at 4966 Purdy Road and needs to be repaired. Commissioner Fetko stated an orange cone has been placed in the curve. Mr. Kee stated he would check on this.

In Re:Other Matters
Do Not Litter
Mr. Pope asked Mr. Kee if VDOT put up Do Not Litter signs. Mr. Kee said they did. Mr. Pope stated he would get with Mr. Kee soon to put up two Do Not Litter signs.
Caney Branch Road
Commissioner Moore stated there have been three (3) bags of trash dumped on the road. Mr. Pope advised he would relay the message to Solid Waste Collection Site Manager for removal.
