POST:Regional Co-ordinator

RESPONSIBLE TO:Director, Service Development / Regional and Quality ProgrammesManager

WORKING WITH:London Development Officer and 7 other part-time regional co-ordinators, and their regional Community Alliance partners from bassac and the DTA

TERMS:This contract is offered as a self-employed consultancy contract running till the end of December 2011. You should be able to offer up to 96 working days a year. Payment is by monthly invoice after the work with a rate currently (reviewed annually) of £195 per day, plus reasonable expenses.

RESPONSIBLE FOR:

Delivering capacity support and advice to the Community Matters membership in their region. Representing Community Matters in the region, and providing regional information and intelligence to the national Community Matters Head Office.

Working in partnership with the regional staff of bassac and the Development Trusts Association to engage multi-purpose community organisations in your region and coordinate the delivery of capacity building and advocacy services to support their growth as ‘community anchors’ within their neighbourhoods.

DETAILED RESPONSIBILITIES:

  1. Building primary relationships with Community Matters members, the regional staff in our partner agencies, Community Matters consultants and Community Matters elected NEC memberin the region. Acting as a point of contact for Community Matters in the region.
  2. Developing an appropriate level of contact with key senior external contacts within the region for purposes of negotiating, influencing, building effective programmes and networking.
  3. Working with the Regional and Quality Programmes Manager, and their Alliance partnersto agreea regional work plan and delivering agreed targets.
  4. Maintaining an up-to-date picture of the needs and potential of Community Matters membership within the region, providing some ad-hoc advice and capacity-building support to them and directing more in-depth or specialist services from within the partnership.
  5. Working with regional partners and the Training and Consultancy Manager of Community Matters to direct Community Mattersconsultancy and training services to their members and other potential clients, and to collaborate over the provision of joint programmes.
  6. Identifying opportunities within the region for generating earned income through the sale of products and services such as publications, training and consultancy.
  7. Leading on consultation with members on national and regional policy issues and their own concerns and using the results to influence national and regional policy through relationships with regional partners and the Regional and Quality Programmes Manager.
  8. Participating in regular regional Community Alliance partner meetings to discuss joint service delivery, new initiatives, policy development, funding, new initiatives, campaigning etc.
  9. Supporting any local federations of community organisations within the region, identifying opportunities for joined up working where appropriate.
  10. Helping to research and develop services and products within the region that support and promote multi-purpose working, and encourage innovation, collaboration and learning within and across the Community Matters membership and wider community sector.
  11. Promoting the activities and impact of the regional programme.
  12. Monitoring and evaluating the programme within the region and keeping up to date records of work done.
  13. Contributing material for newsletters, publications, briefing papers and training courses.
  14. AttendingCommunity Matters Annual Conference and staff training events as required.
  15. Carrying out such other tasks as may be appropriate and agreed with Community Matters.

Person Specification

  • A good knowledge of the Voluntary and Community Sector, and its workings in your region.
  • Excellent communication, presentation and influencing skills, oral and written
  • Ability to present well at a senior level and deal effectively with senior staff in government / VCS
  • Ability to develop relationships and work closely in partnership with other agencies in the sector
  • Ability to work withexisting and potential Community Matters members
  • Knowledge of charity law, community organisation governance and structures, local authority procurement practice, the management of community buildings and national policy as it relates to the community sector
  • Entrepreneurial flair and good negotiation skills
  • Strong organisational and planning skills
  • Flexible team worker able to build good relationships with other internal departments
  • A commitment to achieving diversity and equality in all areas of their work.
  • IT literate
  • Ability to travel extensively within the region
  • Ability to work in the evenings and weekends as required to fulfil the responsibilities of the job
