MINUTES OF THE MEETING OF KINGTON LANGLEY PARISH COUNCIL
HELD IN THE MEETING ROOM OF THE VILLAGE HALL ON
MONDAY 8TH AUGUST 2016 THAT COMMENCED AT 7.45PM

PRESENT: Cllrs M Dixson, D Gill, B Bird, A Armor, L Reynolds, S Hart, C Timbrell, R Westrop

Public Participation – There were no members of the public present – Mr G Tayler gave his apologies.

Before the start of the meeting the Chairman welcomed Cllr Westrop who was duly elected at a recent Parish Councillor election.

Minutes - The Minutes of the Meeting of Kington Langley Parish Council held on the 11th July 2016 and the Minutes of the Extraordinary meeting held on the 1st August 2016. Were signed by the Chairman and adopted as a true record.

Declarations of Interest – It was noted that Cllrs Gill and Hart were members of the village Hall/Recreation Ground committee.

Councillor Responsibilities – Cllr Westrop agreed to take on the responsibility for Mobile Library and Transport Co-ordinator

Cllr Reynolds agreed to take on the responsibility of bulb planting

064.16 / Matters Arising and actions from last meeting.
Chippenham Gateway - Land up for enquiry Days Lane/A350 – An extra ordinary meeting was held to receive a presentation from Savills. Minutes have been circulated. Cllr Greenman to look into the possibility of a Community Infrastructure Levy (CIL) if the proposal goes ahead. ACTION CLLR GREENMAN
Proposed Distribution Centre (The Range) The Range now to be located in Bristol – The original plan is still live and is to be brought to the Strategic Planning Board in September – Being monitored.
ROW Stiles – ROW notified and the stiles have been checked and found not to be dangerous. ROW Officer will organise for them to be repaired ASAP. To be monitored – After note: now repaired. .
Hit or Miss Public House – Letters sent to the owners – no response. Wiltshire Council Enforcement Officer visited the site and reported that urgent works or repairs are not necessary - To be monitored. It was noted that a recent village pub in a similar situation had received funding from the Big Lottery SOS fund.
Village Hall/Recreation Ground – Church Corner footpath – Cllr Gill spoke to a resident who is to provide an estimate for the necessary work – ACTION CLLR GILL – On Going
Railings surrounding the reservoir in the vicinity of Church Bend have been damaged. Reported to Wessex Water who have located the problem. –To be monitored
065.16 / Highway Matters
a)  Kerbing – Alternative quote received totalling £17,500 – To be discussed at the September CATG meeting – Martin Rose of Wiltshire Council suggested that it may be a project for a substantive CATG bid in 2017/2018. – ON GOING
b)  Millennium Footpath damage - Cllr Gill spoke to the occupants who are intending to repair the damage. – To be monitored.
Cllr Greenman to speak to the Enforcement Officer regarding the permitted development works that is under way at this property – ACTION CLLR GREENMAN
c)  Church Lane Flooding – Atkin’s AO programme are looking to survey Church and Days Lane at the end of August. To enable identification of the restrictions/blockages in Church Lane, and make sure there are no issues downstream. This is a tentative date as it can change – To be monitored.
d)  Coffin Way sign at Parkers Lane - Sign located and missing letters inserted ready to be put back in place – ACTION CLLR TIMBRELL
e)  A350 Southbound Lay-By – A case to close the lay-by has been presented to Martin Rose of Wiltshire Council who will raise it at the September CATG meeting to discuss how best to deal with this problem. It was suggested that it may be more acceptable to Wiltshire Council if the lay-by is only closed at night.
f)  Priority List – agreed and to be sent to W C – ACTION CLERK

068.16 / School Parking – Consideration was given to a report previously circulated by Cllr Reynolds covering an alternative solution to the parking problem
The school suggested that if an area of grasscrete were laid on the school side along the length of coffin way a number of cars could park at an angle. These would be accessed by driving into Coffin Way, on a one-way system. They would be off the road and could safely reverse onto Coffin way before exiting the area. There would be no parking on Coffin Way. The aim is to expand the parking between Coffin Way and the school.
During discussions it was established that the cost of this project would need to be covered by the parish council with the assistance of possible grant funding. Also suggested that the Education Authority is approached for financial assistance. Public Consultation would need to take place.
Following the discussions it was resolved that Prangle and Carey be asked for options for types of Crete and a budgetary figure for the likely associated cost.. – ACTION CLLR DIXSON
It was noted that the majority of the Sept 2016 in-take will come from outside the village and therefore the parking problem may escalate.
069.16 / School Driveway – Consideration was given to a request from the school to resurface the school driveway which is across common land – Following a short discussion it was resolved to grant this permission.
070.16 / 3 year Contracts – Cllr Hart briefed members that the grass cutting contractor’s reliability has become questionable. Discussions took place and members were of the opinion that the commons cutting was not up to standard. Also, the bus shelters did not appear to have been cleaned, (the contractor is contracted to give them 12 cleans per year) By-way 34 was also not to members satisfaction. Following discussions it was resolved that the parish council continue with this contract which finishes early 2017. Quotes then to be sought. A termination clause to be included in the new contract.
School request – Consideration was given to an email received from the school requesting nettles and weeds be cut before school returns in September .The contractor has been asked to do this – there may be an additional charge.

Tree Application – 16/05730/TCA – No Objections
16/03644/VAR – Variation of condition 2 of 15/03664/FUL and relating to repositioning of dwelling & garage and revised garage design at Barncroft, The Barton, Kington Langley – No Objections.
Cllr Greenman who opposed the application had called this application into committee at the Wiltshire Council Planning Meeting and spoke on behalf of the Parish Council having objected to this application.
Applications for consideration
16/06167/LBC – Replace existing modern cottage roof for structural reasons, repair the historic cottage roof (currently sitting below and supporting the modern roof) alter the first floor ceiling within the existing cottage and to amend the approved rainwater goods. At Barton cottage, The Barton, Kington Langley.- It was resolved to support this application
Tree applications
16/06757/TCA work to trees in conservation area – It was resolved to support this application
Note: Comments were forwarded to Wiltshire Council on the latest application for Barrow Farm, Langley Burrell.

d)  Transfer of £5,000 from deposit to current account was approved.
e)  Request for dispensation precept setting forms were distributed and are to be completed and handed to the Clerk prior to the start of the next meeting.

a)  Copy of letter from Mr Duffill written to James Melling regarding the Plough Lane development together with James Melling reply – noted.
b)  Thank you letter from CAB for donation – Noted
c)  Thank you letter and request to use the Common for the 2017 scarecrow weekend (17th & 18th June) from Liz Howe – Noted and resolved to give permission to use the common for the 2017 scarecrow weekend.
d)  PEAS information letter – Noted and forwarded to the Emergency Volunteer
e)  Highway information – Noted.

Cllr Westrop mentioned that the road surface was very bad in the area of Wayside Close/Doveys Terrace. Cllr Armor to take this forward – ACTION CLLR ARMOR
Cllr Bird mentioned that the hedge needs cutting back at Old Chapel Field. A letter to be sent to the occupants. – ACTION CLERK
Cllr Hart agreed to continue with the welcome booklet
