Open Enrollment for Plan Year 2018
Who Must Participate in Open Enrollment?ALL BENEFITS-ELIGIBLE ROCKDALE COUNTY PUBLIC SCHOOL EMPLOYEES.
The 2018 Open Enrollment period allows employees to enroll in, make changes to, or decline:
*Health Insurance*Dental Insurance*Vision insurance
*Voluntary Term Life Insurance*Critical Illness Insurance*Short Term Disability Insurance
*Flexible Medical Spending Account*Dependent Care Spending Accounts*Catastrophic Illness Leave Bank
Enrollment will begin Monday, October 16, 2017 at 12:00 a.m. and endFriday, November 3, 2017at 11:59 p.m. Anyone wishing to enroll, change, or terminate these benefits MUSTdo so during this period. The first deduction for new or changed coverage willbe withheld from your December, 2017, paycheck. Your Open Enrollment selections will become effective January 1, 2018, and will be in effect until December 31, 2018.
There are 2 websites:
1. State Health Benefit Plan website(for health insurance); and
2. RCPS’s benefitswebsite, called bswift(for dental, vision, life, etc.)
TO COMPLETE YOUR HEALTH INSURANCE ENROLLMENT FOR 2018, please read the 2018SHBP Decision Guide to understand the plan choices. Then go online to between October 16 and November 3 and complete the Open Enrollment selections for your Health Insurance plan. Be sure to print a confirmation page for your records.

If you are a first-time user, you must first register using the registration code SHBP-GA and set up login credentials before making your 2018 election. If you are a returning user but have not accessed the website recently, then you must first reset your password before making your 2018 election. Instructions for resetting your password can be found on page 9 of the 2018 SHBP Active Decision Guide.

Go online to October 16 through November 3 and complete the Open Enrollment selections for dental, vision, etc. Be sure to print the confirmation page for your records.
If you do not access the SHBP or bswift websites during Open Enrollment, you are choosing to remain in your current 2017 Plan Options. The only exceptions are the Flexible Spending Accounts (Medcom). Medcom requires an election each year. It is a best practice to access both websites, even if you are making no changes, so that you have a confirmation page, in case of any discrepancy.
CATASTROPHIC ILLNESS LEAVE BANK
This is your opportunity to enroll in the Catastrophic Illness Leave Bank. If you are already enrolled in this, you will remain enrolled. To enroll for the first time you must earn sick leave, have been employed by the school system for at least one year and have accumulated at least 100 hours of sick leave. You will be required to donate two days of sick leave to the CILB for your first year coverage.The enrollment form can be found on RCPS Employee Self-Service under Resources.

ACCESSING THE SITE
- In an internet browser, type the address (or within the RCPS network, you may simply type “ess” in the URL address location.
- In the upper right corner of the screen, click the Log In link.
- Your username will be your first initial, last name, and last 4 digits of your SSN.
- Your initial password will be the last 4 digits of your SSN. You will be prompted to change the password at your initial login. After completing the password change process, you will receive a message indicating that your change was successful.
- After your password reset, click Continue.
IF YOU NEED HELP COMPLETING YOUR ENROLLMENTS
The County Office computer lab, which is located in the Board Room at 954 N. Main Street, will be open, and HR staff will be on hand, to assist you in completing your enrollments, on the following dates and times:
- Wednesday, October 18: 2:00 pm – 6:00 pm
- Wednesday, October 25: 9:00 am – 1:00 pm, 2:00 pm – 6:00 pm
- Tuesday, October 31: 2:00 pm – 6:00 pm
- Thursday, November 2: 2:00 pm – 6:00 pm
