A CONCURRENT RESOLUTION

TO REFUSE ALL FUNDS AUTHORIZED FOR OUR STATE BY THE AMERICAN RECOVERY AND REINVESTMENT ACT.

Whereas, the President of the United States has signed into law the American Recovery and Reinvestment Act, commonly referred to as the economic stimulus package; and

Whereas, the American people were told that the economic stimulus bill was necessary to immediately jump-start our Nation’s weakening economy; and

Whereas, the economic stimulus package represents an unprecedented massive expansion of the federal government’s reach into the daily life of virtually every citizen, business, and civic organization in the Nation through major policy changes in our welfare system, health care, and trade policies without full public conversation and debate; and

Whereas, the mandated expansion of entitlement programs in the economic stimulus package constitutes a fiscal time bomb that will result in collateral damage for generations to come; and

Whereas, the economic stimulus package is stuffed full of wasteful spending programs that will do nothing to foster economic recovery; and

Whereas, the economic stimulus package will create a long-term government debt bubble that will increase interest rates, thus deterring private investment and further extending the worldwide recession; and

Whereas, the economic stimulus package will dump more than nine thousand dollars per household of new debt into the laps of our children and grandchildren; and

Whereas, even the Congressional Budget Office estimated that the economic stimulus bill will actually weaken our Nation’s long-term economic growth and, in turn, weaken our ability to pay off the debt we are incurring; and

Whereas, accepting federal stimulus programs will impede South Carolina’s ability to manage its own programs, resulting in more federal control over state administered programs, and further stagnate our economic growth. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the State of South Carolina refuses all funds authorized for our State by the American Recovery and Reinvestment Act.

Be it further resolved that a copy of this resolution be forwarded tothe Governor of South Carolina, the President of the United States, the Speaker of the United States House of Representatives, the Majority Leader of the United States Senate, and the members of the South Carolina congressional delegation.
